Prepared: October 3, 1977 Advisability and Desirability PROJECT• Construct storm sewer in ROE361PJS STREET FROM t1ANVEL STREET TO EUSTIS STREET, in an EASEt1ENT through the Burlington Iorthern Railroad Rlght-of-Way from Eustis Street to Berry Street, and in BERRY STREET from Easement to Pearl Street; ali to be known as the BERRY STREET STORM SEWER EXTEP•!S I Ot, Ci ty Project to. S-0460G2. Also, acquire the temporary and permanent easements necessary for the pro- • posed sewer constructton and subsequent matntenance. , • : INITIATIG ACTION: A local business reported to Public b'orks that storm water runoff from Berry - Street was damaging its property. A field inspection 6y Public Works confirmed i that there were soil erosion and flooding problems. ► EXISTIJG COrJDITIOtS: ; There is an existing storm sewer in Berry Street from Uiversity lvenue to Pearl Street. It was built under City Paving Project No. P-0286. !t is designed Lo be drained into the proposed sewer, but presently Ts bulkheaded because af no outlet. Therefore, the storm water runoff from Berry Street and the surrounding ' . industria•1 area runs past the existing catch basins. It travels in a Northerly route along vacated Berry Street and across the Burlington tJorthern track area • causing erosion unde the tracks and flooding af the industrial propert; to the North. A1so, there is an existing storm sewer in Robbins Street from Manvel Street ..i to existing dropshaft just North of Robbins Street. This dropshaft connects to the recently constructed St. Anthony Park Storm Sewer Tunnel which outiets inta , the Mississippi River. -! i f PROPOSED 111PROVEMEtJT: 4 The proposal is to construct a storm sewer connecting the two existing sewers, . to remove all bulkheads from the existing Qerry Street Sewer, and change the cast- ings on the existing catch basins to allow them to accept storm water runoff. ' ALTERMATES: , t The topography of the land between the two existTng sewers makes the proposed ' alignment the only practica) way to complete this sewer system. The only aiter- native would be to do nothing, which would result In further soil erosian and f)ooding problems. , _----...._._.__.____ __._ . _ .. ; . .r - -Page Two- _ . POSITIVE BEIJEFITS: This project would connect two existing sewers, compteting this leg of the St. Anthony Park Storm Sewer System. Also, by providing an outlet for the Berry Street Sewer, the storm water runoff from the surrounding area would be picked up and drained to the river, thus eliminating the soil erosion and flooding problems that now exist. ADVERSE CFFECTS: Such normal problems associated with sewer construction as noise, dust and general disruption of the area will be present. Some railroad trackage wi11 have to be removed, causing access problems that will have to be coordinated - with the affected businesses. Storm sewer assessments will have an effect on the property lying within the asessment area. SPEC IAL COJS I DERATI Ot7S: u a 4o-foot wide temporary construction easement and a 20-foot wide permanent sewer easement across the Burlington Jorthern property will have to be acquired. TIF1E SCHEDULE: It is expected that a contract can be awarded during the lJinter of i977-7$, depending on possible problems in easement acquisition. Construction should commence during the Spring of 1978 and could be completed within 90 days. . COST ESTIMATE: Sewer Construction $ 239,000 Engineering Inspection $ 31 ,000 . _, . The Qerry Street Storm Sewer is in place, but is bulkheaded because it has no outlet. If this project were constructed, it would provide the needed outlet enabling the storm water to be picked up and drained to the R1ver, thus eliminat- ing the erosion and flooding probleMS.
