Bowen to rezone property located on the north side of Old Hudson Road between Van Dyke and Hazel Streets from RM-2 (medium density multiple family residential) to B-2 (correnunity business). This matter was heard before the Current Planning & Zoning Corrnnittee on December 15, 1977 at which time staff recommended that the petitioner's request be granted. Mr. Humner moved adoption of the staff's recommendations for approval of the petitioner's request to rezone to B-2. Ms. Grittner seconded the motion and it passed on a 5 to 0 roll call vote. On December 16, 1977 the Planning Correnission confirmed the recommendation of the Current Planning & Zoning Corr�nittee by a 14 to 0 roll call vote. SUFFICIENCY: The applicant's request was filed on a long form rezoning petition subscribed & sworn to 10-25-77, found sufficient by the Dept. of Finance & Manage- ment Services on 11-8-77, and received by the Planning Division 11-18-77. 6. PROPOSAL: The proposal is to rezone from RM-2 to B-2 to allow construction of a sporting goods store. C. FRONTAGE & AREA: The site has a 297 ft. frontage on Old Hudson Road and is 208 ft. deep, for a total area of approximately 1 .4 acres. D. SITE CO�VDITIONS: The site is vacant and has a moderate southerly slope. The site is bordered on the north and west by 50-unit and 36-unit apartment buildings respectively. A small commercial building borders the site on the east. The Ramada Inn is located south of the site across Old Hudson Road. E. AREA CONDITIONS: The area is primarily co�nercial and multi family. Interstate 94 is located just south of the Ramada Inn. F. FINDINGS: 1 . The 1963 Comprehensive Land Use Plan proposed this site for one and two family residential units. 2. The area is predominantly used for commercial (expressway service) or mu]ti family apartment buildings. 3. The proposed uses in a B-2 zone would not be detrimental to the neighborhood. G. STAFF RECOMMENDATION: Based on Findings #2 and #3 above, staff recommends approval of the applicant's request. JAMES CRISLER & WILLIAM BOWEN (#8254) : A request to rezone from RM-2 to B-2 property located on the north si e of Old Hudson Road between Van Dyke & Hazel . The petitioner was present. There was no opposition. Ms. McNeally read the staff report and showed slides of the subject site. Mr. William Bowen, 399 5th Ave. N. , South St. Paul , Minn. , said his intended use for the property was not only a sporting good store, as stated on the agenda, but also a general office on the upper level , as he intends a split level structure. He said his structure would be similar to the beauty shop and dentist office nextdoor. It would be 40 x 96 ft. He said he had checked the design and found it would fit in well with the neighborhood. Mr. Hummer inquired as to the offstreet parking situation, and Mr. Bowen said there would be room for 50 to 60 cars. Mr. Hummer then moved adoption of the staff's recommendations for approval of the petitioner's request to rezone to B-2. The motion was seconded by Ms. Grittner, and passed on a 5 to 0 roll call vote. SUFFICIENCY: The applicant's request was filed on a long form rezoning petition subscribed & sworn to 10-25-77, found sufficient by the Dept. of Finance & Manage- ment Services on 11-8-77, and received by the Planning Division 11-18-77. B. PROPOSAL: The proposal is to rezone from RM-2 to B-2 to allow construction of a sporting goods store. C. FRONTAGE & AREA: The site has a 297 ft. frontage on Old Hudson Road and is 208 ft. deep, for a total area of approximately 1 .4 acres. D. SITE CONDITIONS: The site is vacant and has a moderate southerly slope. The site is bordered on the north and west by 50-unit and 36-unit apartment buildings respectively. A small commercial building borders the site on the east. The Ramada Inn is located south of the site across Old Hudson Road. E. AREA CONDITIONS: The area is primarily commercial and multi family. Interstate 94 is located just south of the Ramada Inn. F. FINDINGS: 1 . The 1963 Comprehensive Land Use Plan proposed this site for one and two family residential units. 2. The area is predominantly used for commercial (expressway service) or multi family apartment buildings. 3. The proposed uses in a B-2 zone would not be detrimental to the neighborhood. G. STAFF RECOMMENDATION: Based on Findings #2 and #3 above, staff recorrenends approval of the applicant's request. JAMES CRISLER & WILLIAM BOWEN (#8254) : A request to rezone from RM-2 to B-2 property located on the north side of Old Hudson Road between Van Dyke & Hazel . The petitioner was present. There was no opposition. Ms. McNeally read the staff report and showed slides of the subject site. Mr. William Bowen, 399 5th Ave. N. , South St. Paul , Minn. , said his intended use for the property was not only a sporting good store, as stated on the agenda, but also a general office on the upper level , as he intends a split level structure. He said his structure would be similar to the beauty shop and dentist office nextdoor. It would be 40 x 96 ft. He said he had checked the design and found it would fit in well with the neighborhood. Mr. Humner inquired as to the offstreet parking situation, and Mr. Bowen said there would be room for 50 to 60 cars. . Mr. Hummer then moved adoption of the staff's recomnendations for approval of the petitioner's request to rezone to B-2.
