WHEREAS, "Citizens Alert for Morality" is an organization �
formed to support the initiative petition to repeal the sexual
and affectional preference provisions of the Human Rights '
Ordinance; and �
WHEREAS, "Citizens Alert for Morality" has requested an ;
, exemption for their members and contributors from the reporting ,
requirements of Chapter 382 of the St. P8u1 �,egislative Code; and
WHEREAS, the reasons for which the exemption is requ�sted
are set forth in a letter from Dr. R. A. Angwin, Sr. , Pastor of !
Temple Baptist Ghurch, which letter is attached and ma.de part of �
this resolution; now, therefore, be it �

RESOLVED, by the Council of the City of St. Paul, that based ' �
on these examples of personal reprisals, harassment and intimida-
tion, the Council finds that there is a reasonable probability that
disclosure would expose members of the "Citizens Alert for Morality" ;
to economic reprisals, loss of employment or threat of physical �
coercion, and that this has a restrictive effect on their freedom �
of association and, be it �

FURTHER RESOLVED, that the "Citizens Alert for Morality" is
hereby exe�ipted for the c�.lendar year 1978 from the provisions of ;
Cha.pter 382 of tl�e St. Paul Legislative Code, which require dis-
closure of identification data of inembers and of each person whose
contribution is worth $5.00 or more, and that all other provisions
of Chapter 382 must be adhered to in aIl respects by the "Citizens
Alert for Mora.lity."

Dear Councilman Sylvester:
As you know, I am spearheading a move to repeal the so-called gay
rights portion of the Civil Rights Ordinance. The committee that
has been formed under my leadership is called "Citizens Alert for
Morality." We are in support of the initiative petition to repeal
gay rights.
I was shocked to hear that the committee that was formed to combat
this effort, "St. Paul Citizens for Human Rights," was on your agenda
at your Tuesday meeting for exemption of the Disclosure Law. I am
sure their threat of reprisals would not be any worse than ours. If
they are granted exemption, by all means we should be granted that
same consideration.
I hereby ask the City Council on behalf of CAM to exempt this organi-
zation and all its members and contributors from the provisions of
382.03(D) Section of the St. Paul City Ordinance dealing with campaign
contributions. I ask this because disclosure would expose those members
and contributors to reprisals and threats of physical coercion.
As you may also know, I personally have had reprisals taken against me
since I have been involved in the issue. The following is a partial
list of those happenings.
1. Obscene and threatening phone calls which are a matter of telephone
company records.
2. November 12, 1977, St. Paul Police Case No. 7111840, crime against
persons, threatening phone calls.
3. As far back as Ju1y 9, 1976, while dealing with the homosexual
issue, terrorist activity was unleashed against our home. St. Paul
Police Case No, 6072859. In this incident our dog was shot and
killed.

4. As a ma.tter of police record, our church has had to be cleared twice
because of bomb threats.
5. I am personally counseling with a lesbian who gives us good indication
that her acquaintances are responsible for vandalism of our church
properties. The following police cases will verify this: 8014159
(February 15, 1978) , 8014107 (February 15, 1978) , 8012318 (February 9,
1978) .
Mr. Sylvester, I am not complaining on my own behalf. As the head of this
organization, I am quite willing to be exposed to the harassment and intim-
idation of a deviate element of our society. Since it appears, however,
that there is a good chance that the City of St. Paul will afford the
opposition a special exemption concerning disclosure requirements, I see
no reason why the good people that back our effort should not be afforded
the same protection.
