RFSOLVED, that the Council of the City of Saint Paul, in accordance with
Chapter 87A of the Legislative Code does hereby awaxd the sale of the
above described real property to Theodosia Kidd for the bid price of
$9,54�.00 for f'uture dedication to the City of Saint Paul for Park _
purposes; and be it further
RESOLVED, that the legal description of the property authorized to be
conveyed read as follaws:

which lies Sauth of a curve which is concaved to the
Sauthwest, has a radius of 125.37 feet, and intersects

WHERF�AS, the public use in City-rnaned property located at the Southwest
corner of Prospect Bouleva.rd and Hall Avenue was vacated per C.F. 269�+69,
approved August 2, 1977� directing the Purcha.sing Agent to advertise for bid
proposals in accordance with Section 87A.01 (3) of the Saint Pa.ul Legislative
Code; and
WHEREAS, the Purchasing Agent du�y advertised for bids and the Department
of Planning and Econamic Development, in accordance with Cha.pter 87A of the
Legislative Code, has reported that bid proposals were submi.tted and has recom-
mended that the sale of the property be made to Gene Stuart Peterson for a bid
of $6,100� subject to a contract between Gene Stuart Peterson and the City
stipulating that a $55,� house be constructed as planned and submitted and
that the house be constructed no later than nine months folluwing the signing
of the contract; nc�w, therefore, be it
RESOLVED, the Council of the City of Saint Paul, in accordance with Chapter
87A of the Legislative Code_ does hereby awa.rd the sale of the above described
real property to Gene Stuart Peterson for the bid price of $6,100, and the proper
City officers are hereby authorized and directed to execute on behalf of the City
of Saint Paul and upon execution of the contract to execute a quit claim deed
conveyin� the above described real property to Gene Stuart Peterson; and be it
FURTHER RESOLVID, that the le�al description of the property to be conveyed
read as follows:
That pa.rt of Lots 5 and 6, Block 11, Sdest St. Paul Proper which
lies South of a curve which is concaved to the Southwest, has a

The Econc�ic��lopment Diviaion has reviewed the bids on the above deacribed pro-
perty for sale and recommcnd that Gene Stuart Peteraon, With a bid of $6,100, be
awarded the property. This eward should be subject to a contrac't betWeen Gene Stuart
Peterson and the City which includes that Peteraon have a $55,000 houae constructed
as planned and submitted and that this house be constructed no later than nine montha
following the aigning of this contract. • .
The decision to awa:d the property to Gene Stuart Peteraon was based on the following;
; Bill Donovan of the Valuationa' Office determined ttrat the minimum bid for
this property ahould be $4,500._ Thia eliminated the six loweat bids from
contention. They are as follows;
Jacqueline L. Clark $2,750.00
Frank A. Fsbio 2,000.00 . •
� Frederick W. Fischer 2,783.00
. Peter Gonzalez 2,733.00
Mrs. Eileen E. Miller 500.00

. Of the remaining three bida, Theodosia Kidd hEd the highest bid of $9,500.00.
However, this party in3icated it uould keep the property vacant if awarded
the property. It has been eatimated that auch an intended land use would
� bring in only $300 per yesr in taxea to the City. Therefore, this bid was '
eliminated in favor of the two remaining bids which, because of their con-
atructioa plans, will be shocan to be more beneficial to the City and its tax
baae.
The two remaining bidders, Vince C. Hencier with a bid of $5,250 and Gene .
Stuart Peterson with a bid of $6,100, submitted plans to construct houses
on the property for sale. Hencier submitted a plan of constructing a
house for $35,000 which would add an estimated $900 per year to the City's
tax base. Peterson submitted a plar► for a $55,000 house. It is estimated
that this value house would add $1,900 per year to the City's tax base.
Therefore, because Peterson has the higher bid and will pay much �more •
taxes, we favor Peterson over Hencier. ' �
Aa can be seen from the above information, Gene Stuart Peterson should be awarded the
bid. There is no question in my mind that his proposed bid and construction plans
represent the greatest benefit ta the City.

Dear Mr. Sylvester,
On Nov. 22, City Council is slated to take action on the proposed sale of
` city-owned la.nd locatc�i at Hall Avenue and Prospect Boulevard. Either I or
r another representative of West Side Citizens Organization will ask to speak
at that time.
WSCO will request that council refer the matter to an appropriate committee
for review. Ar� there is no pressing time constriction on this issue, we believe_
our request is reasonatale.
As you know, since mid-.July there has been a long series of correspondence
between your office an�i ours, regaxdin� the proposed saie of t,his land.
WSCO is concerned not e�nly about the disposition of the land, but also abaut
the procedures that ha�-e been followed.
It is the opinion of ttte WSCO board of directors that up until no�r we have
been effectively preveatt�d from participating in the decision-maki.ng process. �
Until now, we have beeii denied an opportunity to have any real input in
this matter.
. We do not wish to imp1�- that anyone has been malicious. On the contrary,
. everyone we've dealt wii:h has been most polite and cooperative. The problem�
� we feel, is that the pi•ocedure being used is new and still has a few bugs to
k be worked out.
Rather than take hours qf your time on Tuesday, we would appreciate discussing

The St. PAUl Pla.nning Commission ha�s considered a petition by Lee Jackson
to rezone property from R-4 to RM-2. The land is on the north side of Winona
Street bets:aen Andrew and Sans�s streeLS.
WSCO informed the couunission's Current Pl�nning & Zoning Committec that it
was concerned about the matter. WSCO noted its intention to hold � public
meeting in the Affected axea�, and to take local concerns directly to city
council.
This course of action was determined in p�rt by the. timing of the planning
co�nission's notice. It also was suggested to us by planning staff because of
the nature of our concerns.
We were informed that city council most likely will deAl with this matter in
mid-December. With this in.mind, the wSCO board of directors has moved the
date of our next general meeting from Dec. 15 to Dec. 7. On that day, our .
membership will formulate a response to the rezoning petition.
The purpose of this letter is to try to avoid any schedulin� conflicts. Unless
�i�ve hes�r otherwise, we will assume this timing creates no problem for citp
council.

The Econanic�ev�lopment Division has reviewed the bids on the above described pro-
perty foz sale and recommend that Gene Stuart Peterson, with a bid of $6,100, be

on the property for sale. Hencier submitted a plan of constructing a
house for $35,000 which would add an estimated $900 per year to the City's
tax base. peterson submitted a plar. for a $55,000 house. It is estimated
that this value house would add $1,900 per yesr to the City's tax base.
Therefore, because Peterson has the higher bid and will pay much �more
taxes, we favor peterson over Hencier. �` �
As can be seen from the above information, Gene Stuart Peterson should be awarded the
bid. There is no questiion in my mind that his proposed bid and construction plans
represent the grestest benefit to the City.
