RESOLUTION HONORING OFFICERS FROM THE MINNESOTA GANG STRIKE FORCE AND
PROSECUTORS FROM THE NffNNESOTA ATTORIVEY GENERAL'S OFFICE WHO WERE
RESPONSIBLE FOR THE ARREST AND PROSECUTION OF THREE CRIMINALS WHO COMNIITTED
A BRUTAL ROBBERY AND M[TRDER OF TWO SA1NT PAUL RESIDENTS IN AUSTIN, MTNNESOTA
1 WHEREAS, Minnesota Gang Strike Force (MGSF) was established by the State of Minnesota in 1997 to
2 identify, investigate, arrest and prosecute gang members engaged in "criminal activity;" and
3 WHEREAS, MGSF has its origins in the East Metro/Rainsey County Gang Strike Force; and
4 WIIEREAS, police officers from the Saint Paul Police Departrnent and deputies from the Ramsey County
5 Sheriff s Office have been instriuuental in MGSF's success from its inception and both departments have
6 contributed the services numerous officers, with immense talent and knowledge, to the strike force; and
7 WHEREAS, MGSF officers Kevin Moore, Frank Verdeja, Tim McCariy, and Chris Freichels were
8 ins[riunental, tluough outstanding intelligence gathering, in the July 2000 arrest of three suspects who had long
9 been associated with gangs in the Saint Pau1 azea for the brutal robbery and double murder of Juan Kamirez and
l0 Raul Gutierrez, both Saint Paul residents, in Ausrin, Minnesota; and
11 WHEREAS, although Mower County law enforcement had little information to identify the criminals, the
12 MGSF stepped in almost immediately and was able to provide the assistance necessary to identify, locate and
13 arrest the suspects in less than 24 hours; and
14 WHEREAS, nine months later, two of the three suspects assaulted two guards and escaped from the Mower
15 County Jail prior to the their trial and subsequently a two-day search, involving hundreds of local, state and
16 federal law enforcement officers ensued, and
17 WfIEREAS, although nuxnerous law enforcement o�cers participated in the search, it was the MGSF's officers
18 e�;traordinary invesrigative work which was the primary reason for the capture of the two suspects in the
19 basement of an Oakdale, Minnesota home; and
20 WHEREAS, Peter Orput and Timothy Rank of the Minnesota Attorney General's Office were responsible for
21 the successful prosecution of the tluee suspects; and
22 WFIEREAS, in this case the MGSF displayed a unique ability to facilitate the collection and communication of
23 criminal intelligence to a variety of law enforcement in Minnesota, thus establishing an excellent model for how
24 law enforcement agencies can work cooperarively to address gang related crimes; now therefore be it
25 RESOLVED, that the City of Saint Paul honors and thanks the Minnesota Gang Strike Force and the Attorney
