WHEREAS, the Council of the City of Saint Paul did approve by its Resolution, Council
File No. 269141 , the agreement between the City and the Housing and Redevelopment Authority
for the first seven months of the Corrr�nnunity Development Year III Program (June 1 , 1977
through December 31 , 1977) which agreement provided $2,068,592 for the Authority's
administrative and other related expenses; and
WHEREAS, the City Council did also approve by its Resolution, Council File No.
270308, the additional sum of $1 ,330,066 for the Authority's administrative expenses for
the period of January 1 , 1978 through May 31 , 1978; and
WHEREAS, there now exists unexpended funds from the City Council 's initial
appropriation of $2,068,592 for the period of June 1 , 1977 through December 31 , 1977,
some of which is needed to supplement the appropriation of $1 ,330,066 for the period of
January l , 1978 through May 31 , 1978; now, therefore, be it
RESOLVED, that upon the recommendation of the Mayor, the Council of the City of
Saint Paul does hereby approve the following transfer of Community Development Year III
funds:

At its meeting of February 27, the �corr�nittee recommended approval of the
� following resolutions: �
- 1. Determination of residency requirements for HRA employees �
2. Residency requirement for Unclassified City Employees
3. Transfer' of funds to the Human Rights Department to pay the
� s'alary of an Affirmative Action technician for services to
the handicapped.
4. Transfer of Community Development funds to delete HELP Develop-
ment as a CD Year III project and to add the funds appropriated .
to HELP Development in August, 1977 to the original CD Year II
HELP Development project.
, 5. Transfer of Community Development Year III and Year IV funds to
allow the use of CD IV tree planting to be used in both the 1978 -
- Spring and Fall tree planting areas.
6. Transfer of Community Development Year III funds reducing the
HRA Administrative & Support Services budget for_ the period
� June 1, 1977, through Decenber 31, 1977, and increasing the �
appropriation for the period January 1, 1978, through May 31,
