The particular service to be performed and the estimated costs as proposed by the Department of Public Works, are as follows: CLASS I �- Downtown or Loop Streets Description: Class I service will be performed on all downtown or loop streets within the following boundaries: Kellogg Boulevard on the south and west, Eleventh Street on the north and Broadway on the east. Proposed 1978 Level of Service: The downtown streets will be swept three times per week and flushed iive times , per week. All routine maintenance, including patching and repairing of street surfaces will be performed on an as-needed basis. Proposed Assessment: , Al1 Class I service will be assessed at a rate of $.93 per front foot. Class II - Outlyin� Commercial and •Arterial Streets Description:� , Class �I service will be performed on all outlying conanercial and arterial streets in the City. These are the major arteries in the City and have both heavy volumes of vehicular and pedestrian traffic and, in most cases, have business or commercial properties fronting on them. Typical examples would � be as follows: University Avenue, Snelling Avenue, West Seventh Street, East Seventh Street, Rice Street, Payne Avenue, Arcade Street, Summit Avenue, Grand - Avenue, and others. All of these Class II streets are accurately defined on a map available for viewing in the Department of Public Works, Room 234 City • Hall. - . Proposed 1978 Level of Service: . The Class II streets would be cleaned approximately 18 times per season. All routine maintenance, including patching and reQairing of street surfaces, will be dane on an as-needed basis. Pr�ased Assessment: • Under Class IT servic�, there will be two assessment rates, one commercial and one residential. The commercial property rate will be $.63 per front foot and the residential property rate will be $.31 per front foot. 1 � Notice of Public Hearing -2� Class III - All Residential Streets Description: � Class III service would be performed on all residential streets including oiled streets, paved streets and intermediate type streets. . Proposed I978 Level of Service: Residential streets, including oiled, paved and intermediate streets would receive a thorough cleaning each spring which would include sweeping and flushing. Patching and repair work would be done on an as-needed basis. Approximately 130 mile� of oiled streets would receive eieher a sand or gravel sealcoat. Approximately 11 miles of paved or intermediate residential streets would also receive a rock sealcoat. In the fall, leaves would be picked up from these streets. ! r Proposed Assessment: _ I Under Class III service to residential streets, we have two categories of � assessment, one being residential, and the other commercial. The res�dential � property rate would be $.31 per front fo�t and the commercial property $.47 .! per front foot. f I CLASS ZV - A11 Uiled and Paved Alleys ' I P>escrip�ion: , � � � Class IV service would be performed on all oiled, paved and intermediate r type alleys within the City. � ; i Proposed I978 Level of Service: � All oiled, paved and intermediate alleys would receive a thorough cleaning each spring. Efforts would be made to complete the cleaning by June 15th. Leaves would also be picked up in the fall. All routine maintenance, including patching and repair of the alley surface would be performed on an as-needed basis. � Proposed Assessment: - i Under Class IV alley service, there would be one assessment whether it is oiled, paved or intermediate. An assessment of $.17 per front foot is proposed. CLASS V - Unimproved Streets and Alleys Description: , CZass V service will be performed on unimproved streets and alleys. By � unimproved, we mean those streets and alleys that have not been developed for one reason or another. They are platted City right-of-ways; however, the ; abutting residents have never petitioned for their improvement nor have there been any assessments levied. Because they are City right-of-ways, the City has y the responsibility to perfoxzn minimal repairs and maintenance work on them to reduce any hazards or potential hazards. i 4 � - z � .� . . 1 Notice of Public Hearing -3- Proposed 1978 Level of Ser�T3.ce: � The maintenance and repair of thase streets and nlleys will consist of � patching, minor blading, placing of crushed rock and other stabilized � material in order to make them passable and reduce hazards. � � Proposed Assessment: � � Under Class V service, we propose the following two assessments. Since there � will be no sweeping and flushing involved the assessment is based only on ? f the patching and repair work that may be needed. For streets, we propose an � assessment of $.15 per front foot. Under al.leys, we Qropose an assessment ; of $.08 per front foot.
