WHII�EAS, The City of Saint Paul now provides a comprehensive Health and Welfare
Insurance Program for its employees and employees of the Independent School District
#625, and
WHEREAS, under this program, the City has a contract with Group Health Plan,
Incorporated to provide Hospital and Med.ical Surgical coverage, and
WHEREAS, pursuant to the terms of this contract Group Heal.th P1an, Incorporated
has submitted renewal rates for the coverage for the calendar year of 1979 as follows:

RESOLVID, That the City Council does hereby authorize and direct the proper
City Officials to renew the existing contract between the City of Saint Paul and Group
Health Plan, Incorporated, as amended, and be it
FURTHE�t RESOLVID, That the City and Independent School District #625 shall pay
that portion of the premiums as is agreed upon by the process of collective bargaining
and the employee shall pay the balance of premiums due through payroll deduction, and be

Gentlemen:
The renewal date of the group contract covering employees of the City of
St. Paul and Independent School District No. 625 for health benefits is
January 1, 1979.
Upon the group renewal date, rates go into effect that have been established
for all Group Health Plan members and their families for the next year. The
monthly rates for health coverage for employees of the City of St. Paul and
Independent School District No. 625 beginning on the renewal date will be
$37.24 for employee coverage and $71.86 for dependent coverage. Monthly
rates for retirees with reduced (80%) hospitalization coverage and regular
medical coverage are: $35.04 retiree; $68.18 dependents. The monthly rate
for a retiree with Medicare Part A and Part B is $13.95. The monthly rate
for a retiree and spouse, both with Parts A and B, is $27.90 and the rate
for one person with Medicare A and B and one or more persons ineligible for
Medicare is $85.81.
Since there presently are only two persons in the retiree category with
reduced (80%) hospitalization and since the cost differential between that
plan and the full hospital is so small, we feel that the plan should be
terminated. We ask that you seriously consider the costs for all concerned
in maintaining a plan and premium category for two persons and request that
it be eliminated effective January 1, 1979.
