City Council meeting.

Prepare a report for the Mayor and City Council's review to include the foilowing:
• An inventory of a11 financial resources that are dedicated to the entertainment, visitor and
tourism industry in the City of Saint Paul;
Council Fiscal Policy Ditector will prepare by 7anuary 15, 2002
• An accounting of how those funds aze allocated and used in the entertainment, visitor and
tourism industry in Saint Paul;
Councii Fiscal Policy Director will prepare by January 15, 2002
• A review of ihe success each organization responsible for the entertainment, visitor and
tourism industry in Saint Paul has had relative to their recognized and approved mission;
• Prepaze a recommendarion as to whether or not a merger of the two organizations should
occur, when such a merger would occur and what responsibilities a merged organizarion
would have;
• An assessment of the need for any additional investment in the entertainment, visitor and
tourism industry in the City of Saint Pau1.
Council Reseazch will prepaze a report for the City Council by 7anuary 15, 2002 contauiing
the following information:
1. A chronology of develapments relating to the possible merger of the RiverCentre
Authority (RCA} and the Convention and Visitors Bureau (CVB) since Januazy 1,
1995 to the present.
2. Copies of State Laws and City Ordinances regazding the authorities,
responsibilities and stxucture of the RCA including any eacisting legal opnuons
regazding the application of these laws in Saint Pau1
2. Copies of all studies, reports, letters, memotanda and Council Resolutions
regazding the possible merger of the RCA and the CVB since January 1, 1995.
3. Copies of the mission statements of the RCA, the CVB and the City's Mazketing
and Communicarions Division since January 1, 1995.
4. Copies of all existing documents desctibing the success of these activities in
accomplishing their missions.
5. Copies of the current contract with the Saint Paul Arena Corporation (SPAC)
including any e7cisting reports regarding contract compliance and accomplishments.
6. A work plan including timelines and resource requirements for Council Reseazch
to conduct:
A. An evaluation of the success of the RCA, the CVB, SPAC and the City's
Marketing and Communications Division in accomplishing their missions.
B. Develop a recommendation regarding the possible merger of the RCA, the
CVB and, possibly, the City's Mazketing and Communications I3ivision.
C. Develop a plan for a merger, if recommended, to inciude a proposed
mission, management structure, timelines and resource allocations.

I have prepared the attached proposal in response to the directives contained in Council File #Ol-
1224 (Adopted 11.21.01). Please review this proposal and be prepared to discuss it at today's
City Council meeting.

COUNCIL RESEARCH PROPOSAL IN RESPONSE TO CTTY COUNCII, DIRECTIVES
CONTAINED IN COTJNCIL FII,E #O1-1224 (Adopted 1121.01)
Prepare a report for the Mayor and City Council's review to include the foilowing:
• An inventory of a11 financial resources that are dedicated to the entertainment, visitor and
tourism industry in the City of Saint Paul;
Council Fiscal Policy Ditector will prepare by 7anuary 15, 2002
• An accounting of how those funds aze allocated and used in the entertainment, visitor and
tourism industry in Saint Paul;
Councii Fiscal Policy Director will prepare by January 15, 2002
• A review of ihe success each organization responsible for the entertainment, visitor and
tourism industry in Saint Paul has had relative to their recognized and approved mission;
• Prepaze a recommendarion as to whether or not a merger of the two organizations should
occur, when such a merger would occur and what responsibilities a merged organizarion
would have;
• An assessment of the need for any additional investment in the entertainment, visitor and
tourism industry in the City of Saint Pau1.
Council Reseazch will prepaze a report for the City Council by 7anuary 15, 2002 contauiing
the following information:
1. A chronology of develapments relating to the possible merger of the RiverCentre
Authority (RCA} and the Convention and Visitors Bureau (CVB) since Januazy 1,
1995 to the present.
2. Copies of State Laws and City Ordinances regazding the authorities,
responsibilities and stxucture of the RCA including any eacisting legal opnuons
regazding the application of these laws in Saint Pau1
2. Copies of all studies, reports, letters, memotanda and Council Resolutions
regazding the possible merger of the RCA and the CVB since January 1, 1995.
3. Copies of the mission statements of the RCA, the CVB and the City's Mazketing
and Communicarions Division since January 1, 1995.
4. Copies of all existing documents desctibing the success of these activities in
accomplishing their missions.
5. Copies of the current contract with the Saint Paul Arena Corporation (SPAC)
including any e7cisting reports regarding contract compliance and accomplishments.
6. A work plan including timelines and resource requirements for Council Reseazch
to conduct:
A. An evaluation of the success of the RCA, the CVB, SPAC and the City's
Marketing and Communications Division in accomplishing their missions.
B. Develop a recommendation regarding the possible merger of the RCA, the
CVB and, possibly, the City's Mazketing and Communications I3ivision.
C. Develop a plan for a merger, if recommended, to inciude a proposed
mission, management structure, timelines and resource allocations.
