BE IT RESOLVED, that the proper City Officers are authorized
and directed to execute a contract engaging Topp Robertson as
consultant to design, implement and modify computer programs for
the City Council 4051 Tektronic computer, including training City
employees in the use, operation and programming of the computer,
the agreement to be completed no later than December 31, 1979.
Compensation payable to said consultant at the rate of $30.00 per
hour and a total sum not to exceed $4 ,500. 00, chargeable to
Account 09147 , Special Funds, City-wide Data Processing, Special
Revenue Funds.

The Finance Comnittee, at their meeting of December 18, ]978, -recomnended
approval of the following: .
1 . Resolution concerning severance. pay to enable city employees to be �
eligible for severance pay if they retire at age 65 or older after
the new retirement age of 70 becomes effective.
. 2. Resolution approving the securities pledged by the designated bank�to
protect funds of the City of St. Paul while held in said bank as
required by MSA 118.
3. Resolution refunding per diem payments from the Mpls.-St. Paul Metropolitan
Airports Commission received by Councilmen Hozza and Tedesco which were
turned over to the city. -
4. � Resolution to transfer $4,500 to employ consultant, Topp Robertson, for
,data processing assistanc,e for the City Council .
The Finance Committee at their meeting of December 4, 1978 recommended
approval of the Resolution by inserting in Section 6 under�tfie�Fieading
Subprofessional Group.the title Housing Technician ,IlI in Grade 38 and
by inserting the specifications for the title in Section 49 of the Civil
Service Rules. Resolution has been returned to the City Clerk's Office.
