WHEREAS, St. Paul receives an annual allotment from the Minnesota
Highway Users Tax Distribution Fund according to the rules for State Aid
Operation under Minnesota Statutes 1974, Chapters 161 and 162 as
amended.
WHEREAS, A requirement established by the Municipal State Aid
Screening Committee requires each municipality to prepare a construction
program approved by the City Council . This construction program shall
be updated periodically (not to exceed three years) .
NOW, TNEREFORE, BE IT RESOLVED, That the Councll of the City of
St. Paul approves the attached Municipal State Aid Construction Program.

Dear Mayor latimer:
The City receives an annual allotment from the Highway Users Tax
Distribution Fund based on a formula in accordance with the Rules
for State Aid Operation. A 12 member committee composed of one
City Engineer from each of the nine MN/DOT districts and the City
Engineer from the three cities of the first class assist in the
development and interpretation of the rules governing the
apportionment and use of these state coliected funds.
There has been considerable concern by this committee, and others,
about the steady increase in the unencumbered funds in the Municipal
State Aid Account. In an attempt to reduce this balance, a resolution
was adopted requiring each municipality to submit a construction
program a�proved by the City Council before January 1 , 1979. Failure
to submit a construction program and implement the proposed projects,
or other acceptable projects, would result in a penalty in proportion
to the municipalities unencumbered balance. This construction
program must be updated at least every three years.
This year St. Paul 's unencumbered balance is near zero, so the
resolution will not affect us. However, we have prepared the attached
Municipal State Aid Program in the event we do have an unencumbered
balance in future years. While this construction program must be
approved by the City Councii , no committment for any individual
project is given and all projects must advance through the normal
citizen participation and budgeting process.

have this considered by the Public Works Committee on December 1 , 1978.
The Screening Committee Resolution also requests a map. Public Works
staff will prepare the map for submittal to the District State Aid
Office with the executed resolution.

Chapter 943 of the 1957 Minnesota Laws pr•ovides for a twelve-man committee
composed largely of city engineers from the three cities of the first class

Resolu,tion will not affect us; however, it is recomr�ended that we prepare an
approved five-year MSA construction program as outlined in the Resolution
i n' the e�ren t tha t we do have an uner.cumbered ba 1 ance i n fu tu re yea rs. We
have had some fairly substantial balances in previous years for a varie.ty of
reasons.
