In the matter of hazardous buildings
being that two story, multi-unit family resi-
dential structure with a brick exterior known
and described as 97-109 Charles in the City of
Saint Paul and situated upon those premises
legally described as Lot 16, Block 3, Whitney�s
Subdivision of Blocks 1, 2, 7. 8, 9, 10, 15,
16 and pa�t of 17 of Brewster's Addition to
St Paul acco�ding to the plat on file and of
record in the office of the Register of Deeds
in and for the County of Ramsey, State of
Minnesota,
WHEREAS, pursuant to resolution, C. F. No. 27202I, approved November
9, 1978, a public hearing was duly held on November 16, 1978 before the
Council af the City of Saint Paul, said hearing pertaining to the condi-
tion af the structures located at 97-109 Charles, Saint Paul, Minnesota�
and
WHEREAS, upon the facts presented at the said hearing consisting
of photographs, inspection reports and the recommendations of the Bui�l-
ing Department, it is found and determined by the City Council that `
according to the records and files in the office of the Register of
Deeds the fee owners of the above described property are Fierman A.
Lendway and Katherine M. Lendway, 1427 aTames Ave.� St. Paul� MNt that
Minnesota Society of Professional Engineersf 277 S. Griggs Midway Build-
ing� St. Paul, MN is an unrecorded contract purchasert and that there
are no lien holders of reco�dt and that it is further determined that
the above described buildings constitute hazardous buildings within
the definition of Minnesota Statutes Section 463.15 for the following
reasons:

RESOLVED, That in accordance with Minnesota Statutes Sections 463.15
through 463.26# and based upon the foregoing findings of the City Council

ORDER
1. The owners af the above described buildings shall make the
same snfe and not detrimental to the public peace,� health, safaty and
welfara by having the said building and garage razed and the materials
therefrom removed from the premises within thirty (30) days from the
date of the service of this Orderj

2. Unless such corrective actian is taken to comply with this
Order or an answer served upon the City of Saint Paul and filed in the
Off ice of the Clerk of the District Court of Ramsey County, Minnesota
within twenty (20) days from the date of the service of this Order, a
Motion for Summary Enforcement af this Order to raze and remove the
said buildings will be made to the Ramsey County District Court;
3. In the event that the bui].dings are to be razed by the City
of Saint Paul pursuant to judgment of the District Court, all personal
property or fixtures of any kind which may unreasonably interfere with
the razing and removal. of these buildingsshall be removed within ten
(10) days from the entry of �udgments and if not so removed, the City
of Saint Paul shall remove and disposs of such personal property and
fixtures as p�ovided by lawf
4. If the City of Snint Paul is compelled to take any corrective
action herein, alI nec�asary easts expended by the City will be assessed
against the above described real estate and collec�ed as other taxesf

its �eport on the condition of the structure at the location referred to
above.

Avenue, St. Paul, Minnesota and Contract Purchaser: Minnesota Society of
Professional Engineers, 277 5. Griqgs Midway Building, St. Paul , Minnesota.

Inasmuch as the conditians outlined above constitute a public hazard and

our warnings, and the continued vacant and boarded up condition contributes
a blighting influence on the neighborhood, it is the recommendatiQn of
this D'vision that this matter be referred to the City Attorney' s office
for r ing and removal through District Court proceedings.

Dear Mr. Hozza:
In the matter of 97-109 Charles, the District 7 Council would
like to ask that the process for demolition be started. The
contract owners (Minnesota Society of Professional Engineers)
have for several years been planning redevelopment for the '
site. The �azing of the buildings is imminent and with the
passage of time they only continue to blight the neighborhood
and stand as hazardous buildings waiting for vandals. We
wo�uld hope that the owner would facilitate the removal of
these structures as there fate has been marked for at least
two years. '
In the present state these buildings are more problems and
worse to look at than vacant land.
