Council Resolution Presented By Referred To Committee: Date Out of Committee By Date WHEREAS, a critical shortage of crude oil to supply Minnesota Refineries will exist when Canada ceases crude oil exports in 1981; and WHEREAS, the other major supply of crude oil to Minnesota is by river barge, however, this is a seasonal source of supply, since traffic on the Upper Mississippi is seriously crippled and no longer effective after November 20 of each year as ice blockage grinds traffic to a standstill; and WHEREAS, unless relief from this situation is attained before the cut-off in 1981 an energy shortage in Minnesota will most certainly exist, and have a far-reaching, adverse economical impact, and could become critical to the welfare and comfort of the people in this 5tate, especially in the winter months during the heating season; and WHEREAS; Northern Pipeline Company of Delaware, Inc. , is proposing a barge unloading terminal and tank farm at Wood River, Illinois, which will contain an adequate supply for refineries and supply crude oil for a 24" pipeline ex- tending north through sections of Tllinois, Iowa, and Minne- sota, to refineries in Minnesota; and [niHEREAS, the 1978 Minnesota AFL-CIO Convention, re- presenting the interests of organized laborers in this State, passed a resolution supporting this project; and WHEREAS, the citizens of St. Paul rely heavily on Canadian supplied crude oil; and COUNCILMEN Requested by Department of: Yeas Nays Butler Hozza [n Favor Hunt Levine _ __ Against BY -- Maddox Showalter TedesCO Form Approved by City Attorney Adopted by Council: Date — Certified Passed by Council Secretary BY By �#pproved by 14avor: Date _ Approved by Mayor for Submission to Council BY - – BY WHITE - CITV CLERK COUflC1I �/� y��� PINK _- FINANCE G I TY O F SA I NT PA U L � CANAP�' - DE�ARTMENT M7 r� �7 � BLUE - MAVOR File NO. That the City of Saint Paul supports the construction of this proposed 24" main line from Wood River, Illinois to Pine Bend, Minnesota; 2. That the City urges that permits for right-of-way be expeditiously granted; 3. That Governor-elect Quie, Governor Perpich, Congress- man Vento, Senator Durenberger, and Senator-elect Boschwitz be informed of our action.
