City of Saint Paul, filling the unexpired term previously held
by Otto Hummer, the term ending September 15, 1980.

Dear Mr. Jefferson:
1 would like to take this opportunity fio put my name forward for your consideration
as an appointee to the Planning Commission of Sfi. Paul . 1've enclosed a rather firadi -
tional curriculum vita which describes most of my professional activities.
1 would parfiicularly {ike to call your attenfiion to my work with neighborhood
conservation in St. Paul. t hwe been the director of a recent symposium on this topic
afi Macalester College. I hwe written severa( planning reports focused on residential
issues and neighborhood conservation, as wel I as the pofienfii al and developmenfi of
inner city commercial sfirips, particularly Grand Avenue and West Seventh Street. Also,
1 have written an arfiic(e on neighborhood conservafiion for the journa) Minneso�a Archi-
ecfiure which will be published in September, i978.
As indicated, I am a professor of Urban Geography and the Coordinafior of the
Urban Studies Program at Macalester. As such, 1 am responsible for fihe pre-professional
program f�� land use planning. I feel this academic background in concert wifih my
applied work in St. Paul has provided me with a suitable preparation for service on the
Planning Commission.
I am interested in serving on the Planning Commission for several reasons. First,
t feel an obligation to share my professional expertise with the city. Second, I view
the opportunity to serve on the Planning Commission as a chance to broaden my experi -
ence as a p(annero Third, it wi(I introduce me to the workings of the Planning Depart-
ment, which would make me a more effective teacher. Finally, ifi will increase my
knowledge of the ci ty.
Service on the Planning Commission may present a conflicfi of interest in regard
to my membership on fihe Boardi'of Directors of fihe Grand Avenue Business Association
and Old Town Restorafiions, fnc. Should thaf be fihe case, 1 would resign from those
fiwo organizations.
