WHEREAS, by its Resolution Council File No. 2712'70, adopted June 15, 1978, the Council approved the Redevelopment _Plan, Community Development Program Year IV and Project undertakings and activities therein provided for to be undertaken with CDBG funds in accordance with the Year IV Program; and WHEREAS, by its Resolution No. 78-6/28-15, adopted June 28, 1978, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota (HRA) approved the Redevelopment Plan, Community Development Year IV, made certain findings and determinations, including existence of conditions of blight, warrantirig clearance of Bloek 90, Clearance Area IV, Community Development District 7, to be acquired with �Program Year IV funds after further HRA consideration and public hearing before Council; and WHEREAS, by its Resolution No. 78-7/26-5, adopted July 26, 1978, the HRA redetermined its determination of blight respecting said Block 90, determined the necessity to acquire said Block 90 to eliminate said conditions and authorized said acquisition subject to the approval and authorization of the City Council after public hearing; and COUIVCILMEN Requested by Department of: Yeas Nays Butler t P t Hozza In Favor Hunt ' L.evine __ Against BY �— Maddox Showalter TedesCO Form Approye y City tto n y Adopted by Council: Date ' Certified Passed by Council Secretary BY ' � By � �lpproved by Ytavor. Stat. RESOLVED FURTHER that the Relocatio n Plan for the Redevelopment Plan, Community Development Program Year IV, establishing capability to relocate persons and families and businesses displaced by this Redevelopment Plan, approved by Council File No. 271270 is hereby reapproved and redetermined. Planning for this development has been in process since 1972. Sta� has worked taith the Distri�t 7 Planning Council to secure concept approval from the Capitol Area Architectural Planning Board, .as well as financial spproval fronn the Senate Finance and House Appropriation Com�ittee chairm2n. The estinated project cost for ac.quisition, relocation, and demolition in Block 90 totals .l . 9 million dollars . DISTRICT 7 At the July 26, 1978 HRA Board meeting, approval was given to proceed with the acquisition of Block 9Q, District 7 , by authorizing staff to schedule a public hearing. However, prior to the public hearing staff was directed to finalize the agreement with the State of �iinnesota for the expenditure of the $800, 000 allocation, as well as obtain a signed preliminiary purchase agreement with the developer, Bar-ett Construction Co. Both agreements have been co��leted. The State funds will be used to pay relocation claims , demolition and administrative costs. The relocation payments will be made on a reim- � bursement basis , which will require a fund source for the initial payment. Staff would propose using the tax levy budget as the short-term loan source. The preliminary purchase agreement with Bar-ett Construction Co. sets perimeters for the formal disposition sales contract. A price of $193,$00 ($. 75 per square foot) has been established by appraisal , which could be subject to change if soil conditions indicate a need for re-appraisal. A deposit of $19 , 380. 00, irrevocable letter of credit or cash, would be deposited upon execution of the preliminary purchase agreement. The developer would be required to obtain financing, as well as enter into a disposition contract within 12 months of the agreement date or forfeit the deposit amount.
