The owner of record is Patrick J. Brennan, 701 Marshall Avenue, St. Paul, Minnesota 55104 . The legal description of the property is W. 1/4 of Lot 14 and E. 1/2 of Lot 13, Block 3 , Portland Addition. The building is a detached wood frame garage. The subject property has been unsecured since June 14 , 1978 . This building because of age, deterioration and lack of proper maintenance is deemed beyond feasible rehabilitation and should be razed as soon as possible. Inasmuch as the conditions outlined above constitute a publie hazard and the owner has made no attempt to satisfactorily repair the damage despite our warnings, and the continued vacant and boarded up condition contributes a blighting influence on the neighborhood, it is the recom- mendation of this Division that this matter be referred to the City Attorney' s office for razing and removal through District Court proceedings.
