1 WHEREAS, pursuarrt to Council Fiie #86-1124, residential permit parking was previously instituted on behalf of
2 the residents residing in the University of St. Thomas College area in accordance with Chapter 16S of the Saint Paul
3 Legislative Code; and

5 WHEREAS, the Council of the City of Saint Paul previously found ihat the aforementioned residential area did
6 not have sufficient off street parking to accommodate the residential parking needs of the residents as well as the
7 parking needs of non-residents who use non-residential facilities in the area which lack sufficient offi-street parking; and
8
9 WHEREAS, affected residents have subsequently submitted petitions requesting that certain permit parking
10 restrictions be installed on these blocks;
11
12 WHEREAS, Public Works staff has investigated the basis for the petition and concluded and recommended
13 adoption ot the changes requested in the petition, especially because of the "safety" concems;
14
15 NOW THEREFORE BE IT RESOLVED that the following parking regulations shall be established in the
16 residential area near the University of St. Thomas as follows:
17
18 Establish No Parking Except by Permit, Area 15 parking regulation on the following block:
19
20 East side of Mississippi River Bivd. from Dayton Ave. to approximately 1,000 feet south
21
22 BE IT FINALLY RESOLVED, that these parking regulations will be in effect and be enforced thirty (30) days after
23 City Council approval.

Residents on Mississippi River Blvd. see park users park cars at odd hours; mostly overnight. Many
allegedly bring beer and other alcohol and/or drugs down to the river's edge. Seven of nine residents
submitted petitions to eliminate this problem by installing "No Parking by Permit." There are some
advantages as far as safety to motorists, bikers and pedestrians.
