WHEREAS, City Council Resolutions #271875 and #271923
requested that the City contract with a Public Utility Rate
Expert for analysis, investigation and report on the character
of the Northern States Power Company gas rates now pending
before the Public Service Commission, and report possible inter-
vention by the City of Saint Paul on behalf of gas consumers,
and
WHEREAS, the City has in the past conducted full-�ca1e
rate hearings which resulted in St. Paul rates set s�bst�:�tit��,�.ly
� below �'hat they were in other communities, and
WHEREAS, natural gas, pria�arily used for heating, is a
necessity in this a�ea, and
WHEREAS, Thomas �tearns has completed his study and re-
ported his findings to the City's Energy, Utilities and
Environment Committee; now, therefore
._ BE IT RESOLVED, that the City Council accepts the findings
of the report and implement his recommendations:
l. that the City of Saint Paul intervene in the
1978 gas rate case and oppose a revenue increase
beyond $4,480, 790 for the gas service of NSP;
2 . that the City of Saint Paul intervene in the 1978
gas rate case and oppose an imposition of the higher
rates in St. Paul under the proposed rate zone
consolidation;

3. that the City of Saint Paul intervene in the
1978 gas rate case and oppose the inclusion of
the Midwest Gas Transmission Company service area costs
as part of the costs in the rate hearing;
4 . that in opposing the revenue request of NSP, the
City of Saint Paul obtain the aid of an expert
witness on rate of return at an expense of
approximately $10,000;
5. that in oppo�i,ng the rate desi.gn request of NSP
the City of Saint Paul obtain the aid of an expert
witness on cost of service study and rate design
in the neighborhood of $30,000;
6. that the testimony of the experts follow the line
of approach recommended in the Stearns ' report;
7 . that the City re���� � s�v.:��.es. ci€ Ths�s J.
Stearns, to cost up to $9,000 at $50 per hour by
which it can provide a comprehensive presentation
of the issues through the hearing conducted before
the referee and the Minnesota Public Service
Commission.
BE IT FURTHER RESOLVED, that the supervision of expert
witnesses and arguments for the case be by Thomas J. Stearns, and

Dear Mr. Carlsan:
At. their regular November City Council meeting, the Red Wing City Council
moved to protest the proposal of Northe.rn States Power Company to increase
Gas rates. Red Wing is a community containing many elderly residents on
fixed incomes and the rapidly escalating costs of natural gas so far beyond
the already high general inflation rate are a special hardship to them.
Obviously, energy cost increases have also been a problem for all residents.
The natural gas rate probleri is especially difficult since we are zapped
alternately by Northern Natural Gas Company and NSP. One of the proposed
increases would amount to 2b.5% compared to the 7% suggested federal guide-
line for wage and price increases.
We urge ttre Commission to consider this request wiLhin t�e contexL of wage
and price guiaelines and the cumulative effect of multiple Northern Natural
Gas Company rate increases combined with the NSP increase. As part of your
consideration we also urge you to forward the Co�ission`s concerns regard-
ing Northern Natural Gas Company rate increases to the Federal Energy
Regulatory Commission. "
