The rezoning will allow construction of barrier free accessible housing for the handicapped on the site previously occupied by the Whittier Elementary School . This matter was heard before the Current Planning & Zoning Committee on November 2, 1978. There was no one in opposition present at the hearing. Staff recommended approval and the Current Planning & Zoning Committee also recommended approval on a roll call vote of 3 to 0 based on staff findings that the proposed use of this site clearly falls within the goals and objectives of the District 6 Plan. On November 3, 1978 the Planning Commission unanimously confirmed the Current Planning & Zoning Committee's recommendation to approve the rezoning. Summers, Messrs. Fitzgibbon and Pangal ABSENT: Karns, Nelson, P1cGinley & Bryan In the absence of the regular chairman, Mr. Bryan, the meeting was chaired by Joseph Pangal , Vice-Chairman. HOUSING AND REDEVELOPMENT AUTHORITY #8366 : An application to rezone from RT-1 Two Fam� y Residentia to RM- u ti Fam y) property bounded by Woodbridge, Albemarle, Wayzata and Mildord (the old Whittier School site) , in order to construct 100 barrier free housing units for the handicapped. The applicant was present. There was no opposition present at the hearing. Mr. Bill Sanders of the design staff of H.R.A. , said the subject site is located with in the South of Front Dedevelopment Area, and a development team has worked carefully with the neighborhood on the project, with a task force being set up by the District 6 Council to work on the barrier free project. He introduced Mr. Peter Boosalis of Borson Building Corporation, 1550 E. 78th Street, Minneapolis, who said he was doing consulting for the development team. He in turn introduced Mike Niemeyer, architect of Hammel , Green & Abramson, inc. , 2675 University Avenue, St. Paul . Mr. Niemeyer said the project is currently 96� through the working drawings. He presented a schematic site plan used in development of the site with the comnittee. He explained certain points of the site plan, saying the building has been turned on its axis so as to present a soft area to the neighborhood. He said there will be 103 units, with 68 1-bedroom units and 25 2-bedroom units. He explained gardening possibilities, the recreation area, underground parking entering on Wayzata and exiti ng on Milford. He also presented a preliminary perspective. Oonna McNeally asked Mr. Niemeyer if this project might be a forerunner for this type of housing�and he said he hoped this was true, that his clients believe there is a market for handicapped housing and the intent is not to create another institution, but an apartment situation. He explained that the building is totally accessible, including the parking system, by ramp or elevator. He said there is one more of these buildings at 2100 Bloomington in P1inneapolis which was done a few years back. Mr. Fitzgibbon asked what demographics had been used in determining the market from the developer's viewpoint, and Mr. Niemeyer said they iearned in the Minneapolis develop- ment that there was a strong market and there is now a waiting list at this location. He said the St. Paul site was chosen because of its proximity to the State Capitol , etc. Mr. Basil Hopkins, 156 Wayzata, said he did not speak in opposition, but would support the new project only if he received a fair price for his property being taken by HRA. He explained that his residence is at 262 No. McCarrons Blvd. , but he owns the property at 156 Wayzata, which he rents and which constitutes part of his income. He said the neighborhood should be cleaned up. In response to a question from Mr. Pangal asking for clarification, Mr. Hopkins read a letter he had received from HRA regarding his property being taken over by them. . *` . H.R.A. Mr. Fitzgibbon moved for recomnendation of approval of the rezoning and his motion was seconded by Ms. Sumners. The motion passed on a 3 to 0 roll call vote. The recommendation for approval will be submitted to the Planning Commission on November 3rd. i F. FINDINGS: 5. (continued) It is expected that greater emphasis will be placed on integrating both the physical and mentally handicapped individuals concerns into the comnun i ty i n the future. 6. The proposed use of this site clearly falls within the goals and objectives of the District 6 Plan. 7. As part of a Housing Treatment Area, a coordinated development effort, the RM-3 should serve as a transition from RT-1 (Residential ) to the B-3 (General Business) along Rice Street. 8. The National Institute of the Handicapped proposes development of 100 barrier-free, accessible housing units for the handicapped. The Minnesota Housing Finance Agency has confirmed 100� Section 8 financing. 9. Rice Street, a major public transportation route, is one block to the east; the proposed project's proximity to Rice Street would appear to compliment its intent. G. SUFFICIENCY: The applicant's request was filed on a consent petition submitted and sworn to before a Notary Public on September 5, 7, and 8, 1978, declared sufficient by the Finance Department on September 25, 1978, and received by the Planning Office on October 4, 1978. AREA CONDITIONS: The area has been identified in the District 6 Plan as a target for extensive housing improvement. Rice Street, a commercial strip, is one block to the east. F. FINDINGS: 1. The 1963 Comprehensive Land Use Plan identifies this site as multiple family. 2. The site was previously zoned "B" Residence which permitted the former use as a school. 3. The proposed rezoning falls within the general intent of RM-3��to provide sites for high-density multiple dwelling structures adjacent to high traffic generators commonly found in the proximity of major shopping centers and areas abutting major thoroughfares and expressway. This district is further provided to serve the residential needs of persons desiring the apartment type of accorr�nodation with central services as opposed to the residential patterns found in the RM-1 and RM-2 Multiple-Family Residential District. SUFFICIENCY: The applicant's request was filed on a consent petition submitted and sworn to before a Notary Public on September 5, 7, and 8, 1978, declared sufficient by the Finance Department on September 25, 1978, and received by the Planning Office on October 4, 1978. Eighty-five parcels were eligible; 57 signatures were needed; 71 signatures were obtained. B. PURPOSE: The petitioner requests rezoning from RT-1 (two-family) to RM-3 (Multiple Family in order to construct barrier free accessible housing for the handicapped. C. FRONTAGE AND AREA: This rectangular site occupies a block bounded by Woodbridge, Albemarle, Milford, and Wayzata; the site is approximately 370' x 390' or 140,600 square feet in area - 3.2 acres. D. SITE CONDITIONS: The Whittier Elementary School formerly occupied this vacant, leve site. The site is bounded by residential use. E. AREA CONDITIONS: The area has been identified in the District 6 Plan as a target for extensive housing improvement. Rice Street, a commercial strip, is one block to the east. F. FINDINGS: 1 . The 1963 Comprehensive Land Use Plan identifies this site as multiple family. 2. The site was previously zoned "B" Residence which permitted the former use as a school . 3. The proposed rezoning falls within the general intent of RM-3 ��to provide sites for high-density multiple dwelling structures adjacent to high traffic generators commonly found in the proximity of major shopping centers and areas abutting major thoroughfares and expressway. This district is further provided to serve the residential needs of persons desiring the apartment type of accommodation with central services as opposed to the residential patterns found in the RM-1 and RM-2 Multiple-Family Residential District. The high rise nature of the district is provided to allow for greater density with lower coverage, which will in turn result in more open space on lands which would normally require more intensive development." 4. The District 6 Plan includes the WhittieY s�te in the South of Front Redevelop- ment ahjec+=ve� ; "This plan ��4�uue� �ne rPmovdi of the majority of the substandard structures in this area. Improvements include an expanded park, 20-30 new single family homes, 110-120 units o� multi-family housing, new streets and boulevards, rehabilitation of remaining structures, and a pedestrian walkway to Rice Street. ' 5. The District 6 Plan also addresses use of this site for barrier free housing for the handicapped. "The District P?anning Council has recently become interested in the problems and needs of the handicap population. 117 barrier- free housing units proposed in the South �ront area has helped alert the corrxnunity to the problems of mobility and housing for the handicapped. A task force will be formed to assist the developer in the planning of this structure. In addition, the business community is working to improve accessibility to the shopping areas along Rice Street.
