Adequate financing needed to maintain reasonable levels of capital improvements and system
maintenance in order to provide quality service in a cost-effective manner. Also, federal
water quality regulations require making capital improvements ehat necessitate funding
through debt issues. These debt issues require us to maintain certain minimum financing
standards that must be covered through the proper budgeting for obligations.
