An administrative Resolution approving the terms and
conditions of a 1980-1981 Memorandum of Understanding
applying to ''Supervisory Confidential Employees" of the
City of Saint Paul holding Classified titles. ',
WHEREAS, the Council, pursuant to the provisions of Section 12. 09
of the St. Paul City Charter and the Public Employees Labor Relations Act,
recognize s the employee s in the confidential group shall be those �mployee s
defined as "Confidential Employees" in Section 179. 63, Subdivision 8, of the
Minne sota Statute s; and

WHEREAS, the City, through its designated representatives, has met
and conferred in order to establish the terms and conditions of employment
for the calendar years of 1980 and 1981 for such personnel as are set forth
in the "Memorandum of Unde r standing", and
WHEREAS, a 1980-1981 "Mernorandum of Understanding" has been '
reached which includes the same 1980 and 1981 adjustments received by �'
the non-confidential classified supervisory employees; now, therefore, be it
RESOLVED, that the "Memorandum of Understanding" cited above,
dated as of the effective date of this Resolution, on file in the office of the
City Clerk, is hereby approved, and the authorized administrative officials
of the City are hereby authorized and directed to execute said "Memorandum ,
of Understa.nding" on behalf of the City. !

19 80-19 81 MEMORANDiJM OF UNDERSTAND ING �'a ` '�'"'`�
This Memorandum of Understanding shall apply to the Classified ConfidentiaZ
Supervising Employees holding the following classified titles:
Administrative Manager--P.E.D.
Assistant Director of Personnel
Chief Examiner and Director of Personnel
City Training Coordinator
Director of School Cafeterias
General Manager--Water Department
Personnel Assistant IV
1. Employees employed in the aforementioned classified supervisory titles and
positions which are considered confidential shall be placed in a salary
range equal to the 1980-1981 salary ranges applicable to employees employed
in classified supervisory titles in non-confidential positions which are in
the same pay grade and occupational group as the confidential titles.
Employees employed in the aforementioned classified supervisory titles and
positions which are considered confidential and which are in pay grades in
which there are no classified supervisory non-confidential titles, shall
be placed in the 1980 and 1981 salary ranges which would be applicable to
employees employed in classified supervisory non-confidential positions,
if they existed, in the same pay grade and occupational group as the
confidential titles.
The 1980 wage adjustments shall be effective December 29, 1979. The 1981
wage ad3ustments shall be effective December 27, 1980.
2. Employees employed in the aforementioned titles shall continue to be covered
by the vacation schedule shown below:
Years of Service Vacation Days
Less than 8 years 15 days
After 8 years thru 15 years 20 days
After 15 yrs and thereafter 25 days
3. For employees employed in the aforementioned titles:
3.1 The Employer will continue for the period of this Memorandum to
provide for employees such health and life insurance benefits as
are provided by Employer at the time of execution of this Memorandum.
3.2 The Employer will for the period of this Memorandum provide for
employees who retire after the time of execution of this Memorandum
and until such employees reach sixty-five (65) years of age such
health insurance benefits as are provided by the Employer for such
employees and life insurance benefits as provided in this article.

3.3 In order to be eligible for the benefits under the early retiree
provision, the employee must:
3.31 Be receiving benefits from a public employee
retirement act at the time of retirement.
3.32 Have severed his relationship with the City of
Saint Paul under one of the early retiree plans.
3.33 Inform the Personnel Office of the City of Saint
Paul in writing within 60 days of employee's early
retirement date that he or she wishes to be eligible
£or early retiree insurance benefits.
3.4 For each eligible employee covered by this Memorandum who selects
Blue Cross-Blue Shield insurance coverage, the City agrees to
contribute the cost o£ such coverage or $39.40 per month, whichever
is less. In addition, for each employee who selects Blue Cross-
Blue Shield dependent's coverage, the City wi11 contribute the
cost of such dependent's coverage or $45.40 per month, whichever
is less.
3.5 For each eligible employee covered by this Memorandum who selects
Group Health insurance coverage, the City agrees ta contribute the
cost of such coverage or $37.24 per month, whichever is less. In
addition, for each employee who selects Group Health dependent's
coverage, the City will contribute the cost of such dependent's
coverage or $35.93 per month, whichever is less.
3.6 For each eligible employee covered by this Memorandum who selects
Coordinated Care health insurance coverage, the City agrees to
contribute the cost of such coverage or $39.40 per month, whichever
is less. In addition, for each employee who selects Coordinated
Care dependent's coverage, the City will contribute the cost of
such dependent's coverage or $35.29 per month, whichever is less.
307 The City agrees to contribute the cost for $5,000 of Life Insurance
Coverage for each employee who is eligible for such coverage or $3.30
per month, whichever amount is 1ess.
3.8 In addition to the $5,000 Life Insurance Coverage in 3.7, the City
agrees to contribute the cost of additional Life Insurance Coverage
or $ .97 per thousand dollars of coverage per month, whichever amount
is less. The total amount of life insurance coverage provided under
this section and Section 3.7 for each employee shall be equal to the
employee�s annual salary to the nearest full thousand dollars. For
the purpose of this section, the employee�s annual salary shall be
based on the salary as of the beginning of a contract period. This
contribution shall be paid to the City's Group Health and LJelfare Plan.
3.9 Effective January 1, 1980, the figures in items 3.4, 3.5, 3,6, 3,7
and 3.8 above will be adjusted in dollars to reflect the total cost
of the 1980 premium rates for the respective coverages.
3.10 The contributions indicated in 3.4, 3.5, 3.6, 3.7 and 3.8 shall be
paid to the City's group health and welfare plan. Any increase in
the cost of benefits received after December 31, 1980 shall be paid
by the employee.

4. Except in cases of malfeasance in office or willful or wanton neglect
of duty, Employer shall defend, save harmless and indemnify employee
against any tort claim or demand, whether groundless or otherwise,
arising. out of an alleged act or amission occurring in the performance
and scope of employee's duties.
5. Employees employed in the aforementioned titles shall be eligible for
Severance Pay benefits in accordance with the Severance Pay Ordinance
No. 11490 with a maximum of $4,000.
6. Employees covered by this Memorandum of Understanding shall receive
any improvements in fringe benefits granted to employees in non-canfidential
classified supervisory positions which are in the same pay grade and
occupational group.
