WHEREAS, the Saint Paul Police Department has received a$50,000 Juvenile Accountability Incentive Block
Grant from the Minnesota Department of Economic Security, Workforce Services Branch for the period of
October 1, 2001 through September 30, 2002; and
RESOLVED, that the City Council accepts this grant and authorizes the City to enter into, and Chief
William Finney to implement the attached agreement with the Minnesota Department of Economic Security,
Workforce Services Branch.

W NEREAS, the DEPARTMENT has been granted funds by the United States, through the Department of
Justice, for use to meet the purposes set forth +n and authorized by Pubiic Law 105-119 (Making
Appropriations for the Departments of Commerce, Justice, and State, the Judiciary, and Related
Agencies), hereinafiter referred to as the "AcY', and
W HEREAS, the DEPARTMENT has been named the Desigrrated State Agency for the JAIBG by the Chief
Executive Officer of tfie State and has the authority to enter into agreements pursuant to P.L. 105-
119, arid has authority to allocate funds, and
W HEREAS, the Juveni{e Crime Enforcement Coalition of the Unit of General Locaf Government; (hereinafter
referred to as the "Area") has the author'rty to approve a coordinated enforcement pian for reducing
juvenile crime for the Area, (hereinafter referred to as the "Plan"j, and
WHEREAS, the Chief Executive Officer of the Area has designated appropriate categories of juveniles within
the juvenile justice system for testing for use of controlled substances, and
WHEREAS, GRANTEE is fami4iar with the Plan and has represented to the DEPARTMENT that it is qualified
and has effectively delivered services in the area of the type enumerated in the Aet, and GRANT-
EE further represents that it is quafiEied to perform the services enumerated in the Plan for the
Area.
NOW, TNERE�ORE, in consideration of the premises and of ihe representations made therein, the parties agree
that:
The foregoing recitals are made a part hereof as though set forth in full and in detail herein.

11. Proaram: The GRANTEE shali impleme�t an acceptabie Plan which meets the JAIBG Program and
Administrative Requirements, Standards, Procedures, and Activities as set forth in the Act. The Plan
is incorporated by attachment hereto as Exhibit A. ___ _
III. Duties and Pavment: GRANTEE shaVt perform af{ the services enumerated in the Plan and shall be
reimbursed by the DEPARTMENT for its expenses in providing these services, provided that the total
obligation of the DEPARTMENT for all reimbursement to GRANTEE shail not exceed 50 0 0. These
funds may include $2,000 for staff development/training and technicaf assistance as indicated in Form
D-1, if applicable. Maich is not required for staff developmenUtraining and technical assistance funds
provided under this grant agreement.
Funds authorized under this grant agreement are to be expended in the cost categories and amounts
shown in the Budget conta+ned in the Plan (Form D of Exhibit A), which is attached hereto, incorpo-
rated by reference herein and made a patt hereof. Administrative expenditures may not exceed 10%
of totat actual expenditures of the funds provided under this grant agreement. GRANTEE must provide
a cash match, of new money, in amount(s) indicated on Form(s) D.
The DEPARTN7ENT shaif not be responsible to reimburse GRANTEE for its payments or liabilities to
the Unemployment Compensation Fund incurred as a reimbursing emp4oyer after termination of
GRANTEE's participation in programs under the Act or for any tiability accrued thereunder betore the
effective date of this grant agreement.
lV. Term of Grant: This Grant shall be effective on October 1. 2001, or upon such date as it is executed
as ta encumbrance by the Commissioner of the Department of Economic Security, whichever occurs
iater, and shall remain in effect untit Sentember 30 2002, or until all obligaCions set forth in this grant
agreement have been satisfactorily fulfilled, whichever occurs first.
V. Cancellation: This grant agreement may be canceled by the DEPARTMENT at any time, with cause,
by giving written notice to the GRANTEE. In the svent of such cancellation without cause, GRAN7-
EE shall be entitled to payment, determined on a pro rata basis, for work or services satisfactorily
performed. GRANTEE acknowledges that funds to finance this grant are to be obtained by the
DEPAR7MENT through a specific legislative act. ff at any time such funds become unavailabie under
the Act, this grant agreement shall be terminated immediately upon written notice of such fact by the
DEPARTMENT to GRANTEE. In the event of such termination, GRANTEE shall be entitied to
reimbursement, determined on a pro rata basis, for services satisfactorily performed.
In the event of such cancellation for cause, including but not limited to failure to comply with the
provisions of the grant agreement, failure to make timely progress in delivering required senrices, or
use of grant funds for purposes other than those specifically identified in the grant agreement, the
DEPARTMENT may take any actions it deems necessary to protect the interests of the State of
Minnesota, inctuding but not fimited to the refusal to disburse additional funds pending a determination
of the DEPARTMEN7's right to set-off, and requiring the return of ail or part of the funds already
disbursed.
This grant agreement may be canceled by the GRANTEE at any time, with or without cause, upon
thirty (30) days written notice to the DEPARTMENT. Such written notice of canceflation must incfude
proposed terms for the discontinuation of GRANTEE's services and an estimated final invoice for work
or services performed. The DEPARTMENT may reject or accept in whole or in part GRANTEE's
proposed terms for disconti�uing services and GRANTEE's estimated final invoice, and shall noiify
GRANTEE of its decision within (5) business days of receipt of GRANTEE's cancellation notice.

in the event ot any canceffation under this provision, GftAtVTEE shall cooperate fully with the DEPART-
MENT and help facilitate any transition tor the provision of services by a different vendor. Failure to
cooperate with or withhofding any information or recards requested by the DEPARTMENT or a different
vendor that impairs in any way the transition of the provision of services shatl constitute a material
breach of this grant agreement, subjecting GRANTEE to_liabitity for alt damages incurred by the
bEPARTMENT resulting from such breach.
VI. Reauest for Pavment: Requests for cash advances shall be made by GRANTEE to the DEPART-
MENT on the DEPARTMENT's °Cash Request Form". Payments shall be made by the DEPARTMENT
as soon as practicable after GRANTEE's presentation of the Request for Cash. The fact of payment of
any item shall not preclude the DEPARTMENT from questioning the propriety of any item.
VII. Purchase of Furniture and Equipment: Any purchase of non-expendable personal property that has a
useful life of more than one year with a per unit cost of $5,000 or more must have prior written approvat
of the DEPARTMENT.
VIII. Reaavment of Funds: The DEPARTMENT reserves the right to offset any over-payment or disallow-
ance of any item or items under this grant agreement by reducing future payments requested by
GRANTEE. This ciause shafl not be construed to bar any other legal remedies ihe DEPARTMENT
may have to recover funds expended by GRANTEE for disaflowed costs.
IX. GRANTEE Reaorts: GRANTEE agrees to provide the DEPAR7MENT with such progress reports as
the DEPARTMENT may from time to time require inctuding, but rtot limited to, the following:
A. Quarterly Financial Status Report (FSR) by the 20th of the month following the calendar quarter
covering such status for that quarter. GRANTEE shalt report expenditures of other funds satisfying
match requirements as specified at 20 CFR 645, Subpart C, on the quarterly FSR.
B. Quarterly Status Reports by the 25th of the month following the calendar quarter covering such
status for that quarter.
GRANTEE shall also make such reports to the U.S. Attorney General, the Comptroller Generaf ofi the
United States or the DEPARTMENT as any of them may require.
The DEPARTMENT shall withhold funding if reporting requirements are not met in a complete,
accurate and timely manner.
X. Mo�itorinn and Corrective Action: GRANTEE agrees to permit monitoring by the DEPARTMENT to
determine grant agreement performance and compfiance with grant agseement provisions. GRANTEE
further agrees to cooperate with the DEPARTMENT in performing and completing such monitoring
activities and GRANTEE agrees to implement and comply with such remedial action as is proposed.by
the DEPARTMENT.
XI. Liabilitv: Each party agrees that it will be responsible for its own acts and the results thereof to the
extent authorized by law and shall not be responsible for the acts of the other party and the results
thereof. The liability of the DEPARTMENT OF ECONOMIC SECURITY shail be governed by the
provisions of the Minnesota Tort Claims Act, Minnesota Statutes 3.732 and 3.736, et seq., and other
applicable law.
XII. Special Administrative Provisions Reauired Under the Act: GRANTEE agrees to administer the
program in accordance with the Act and the regulations and guidelines promulgated thereunder.
(Many of these guidelines are presented in the DEPARTMENT's JA1BG Handbook.) GRANTEE also
agrees to comply with other applicabie Federai and State laws. In the event that these laws, regula-
tions or guidelines are amended at any time during the term of this grant agraement, the GRANTEE
shall comply with such amended iaws, regulations or guidelines.

A. RecordslAudits: GRANTEE agrees to use such fiscal, audit and accounting procedures as may be
necessary to assure and promote sound financiai management, including effective internal controls.
The U.S. Attorney General, the Comptroifer General of the United States and the DEPARTMENT,
or a designated representative, shall have access to and the right to examine for audit purposes or
otherwise, any books, documents, papers or records of GRANTEE. 7he books, records, docu-

ments and accounting procedures and practices of the GEiANTEE relevant to this grant agreement
are also subject to examination by the DEPARTMENT and the Legislative Auditor of the State of
Minnesota. GRANTEE agrees to fully �ooperate in any such examination and/or audit and to have
said audits carried out in accordance with "Grant Audit Requirements," which is in Chapter 509 of
the MDES Policies and Procedures Manual and hereby incorporated by reference and made a part
hereof.
All records pertaining to this grant agreement shall be retained by the GRANTEE for a period of at
least three years after the expiration of the term of this grant agreement, or on compfetion of an
audit, if one has been commenced within three years, whichever period is longer.
B. Program Standards: GRANTEE agrees to compiy wiih OMB Circulars Numbers A-21, A-87, A-110,
A-122, A-133, the QMB "Common Rule" (as codified at 29 CFR 97), and ASMB C-10 (Implementa-
tion Guide for OMB Circular A-87), as these circulars are applicable and as they relate to the
utilization of funds, the operation of programs and the maintenance of records, books, accounts
and other documents under the Act as amended. Under the Cost Principles Circulars (A-21, A-87,
or A-122), common or joint costs charged to grants must be based upon written cost allocation
plans.
C. Non-Discrimination Statement: The GRANTEE will comply with all applicable Federal, State, and
local laws prohibiting discrimination, including but not limited to:
The Workforce Investment Act of 1998 (29 CFR. Part 371, Section 188, which prohibits
discrimination under any W IA Title I program/activity funded in whole or in part with W IA funds
because of race, color, religion, sex, national origin, age, disability, political affiliation or belief,
and against beneficiaries on the basis of either citizenship/status as a lawfully admitted
immigrant authorized to work in the United States or participation in any W IA Title I program or
activity.

applies to any program or activity receiving federal financial aid, and to all empioyers, including

iii. The Minnesota Human Riahts Act (Minnesota Statute 383�, agrees to compty with the
Minnesota Human Rights Act, Minnesota Statue 363, which prohibits discrimination based on
race, color, creed, religion, national origin, sex, marital status, sexual orientation, status with
regard to public assistance, disability, citizenship, or age
iv. The Rehabilitation Act of 1973 (29 USC 794), as amended, which prohibits discrimination on
the basis of handicap in ail federa{ly-funded programs.
v. The Aqe Discrimination Act of 1975 (42 USC 610U, as amended, which prohibits unreasonabie
discrimination on the basis of age in programs or activities receiving federal financial assis-
tance.
vi. The Americans with Disabilities Act of 1990 (42 USG 12Qi l> as amended, which prohibits
discrimination on the basis of physical, sensory, or mental disability or impairment.

D. Affirmative Action: (If applicable), GRANTEE certifies that it has received a Certificate of Compli-
ance from the Commissioner of Human Rights pursuant to Minnesota Statues, Section 363.073.
E. Workers' Com�ensation: In accordance with the provisions of Mirtnesota Statutes Section 176.182,
ihe State affirms that GRANTEE has provided acceptabte evidence of comp{iance with the workers'
compensation insurance coverage requirement of Minnesota Statute 176.181, Subdivision 2.
F. Relocation Assistance: GRANTEE agrees to comply with the requirements of the Uniform
Relocation Assistance and Reat PropeRy Acquisitions Act of 1970 (Public Law 91-646) which
provides for fair and equitabte treatment of persons disp{aced as a resulf of federat os federaliy
assisted programs.
G. Church/State Seqaration: GRANTEE agrees that program participants shati not be employed 'sn the
construction, operation or maintenance of that part of any facility which is used for religious
instructions or worship. GRANTEE further agrees that no funds shall be expended for sectarian
worship, instruction, or proselytization.
H. Data Practices: The GRANTEE understands and agrees that it shail be bound by the Minnesota
Government Data Practices Act (Minnesota Statutes, Chapter 13), and that ft shaN inform program
applicants that the DEPARTMENT may share applicant data with other agencies for eligibility and
program evaluation purposes. GRANTEE shall incorporate into the form used to provide appli-
cants' an explanation of their right under the Minnesota Data Practices Act the ciauses contained in
the DEPARTMEN�'S "DATA USES {NCLUSION REQUlREMENTS° (Attachment 11.
1. Drua Free Work�lace: GRANTEE agrees to make a good faith effort to maintain a drug free
workplace through implementation of the Drug Free Workptace Act.
Xiff. Workforce Center Listina: GRANTEE shall list a�y job vacancy in its personnel complement with the
nearest Minnesota Job Service Office as soon as it occurs.
XIV. Voter Reqistration: GRANTEE shall provide non-partisan voter registration services and assistance,
using forms provided by the Secretary of State, to employees of GRANTEE, program participants and
the public as required by Minnesota Statutes, Section 201.162.
XV. Assiqnment: The GRANTEE shafl neither assign nor transfer any rights or obligations under this grant
agreement without prior written consent of the DEPARTMENT. The provisions ofi this grant agreement
applicabie to the GRANTEE shall also be applicable to subgrants made by the GRANTEE from funds
obtained under this grant agreement.
XVI. Modifications: Any modifications to this grant agreement shall be in writing a�d shall be executed by
the same parties who executed the original grant agreement, or their successors in office.
XVII. Debarment and Sus�ension Certification: (If applicable) The GRANTEE agrees to follow the Presi-
denYs Executive Order 12549 and the implementing regulation "Nonprocurement Debarment and
Suspension; Notice and Finaf Rule and Interim Fina! Rule," found at 53 FR 19189, May 26, 1988, as
amended at 60 FR 33041, June 26, 1995, including Appendix B, "Certification Regarding Debarment,
Suspension, Ineligibility and Voluntary Exclusion - Lower Tier Covered Transactions"; uniess exctuded
by law or regulation.
XVIiI. Lobbvina Certification and D+sclosure: (!f app4icable) The GRANTEE shall comply with Interim Final
Rule, New Restrictions on Lobbying, found in Federai Register Vol. 55, No. 38, February 26, 1990, and
any permanent Rules that are adopted in place of the Interim Rule. The interim Final Rute requires the
GRANTEE to certify as to their {obbying activity. The Interim Finat Rule impiements Section 319 of
Public Law 101-121, which generally prohibits recipients of Federal contracts, grants and loans Srom
using eppropriated funds for fobbying the Executive or Legislative Branches of the Federal Government
in connection with a specific contract, grant or loan.

XIX. Operatina Procedures: The GRANTEE hereby acknowledges that it has in its possession the
documents issued by the DEPARTMENT entitled "JAIBG Handbook°. The GRANTEE further
acknowiedges that its supervisory personnel to be involved in the administration of the grant agreement
have read and understand said document. The GRAN7EE agrees to compfy with the contents of the
aforementioaed documents. -----
XX. InterestJProgram income: The GRANTEE shalf be responsible for establishing and maintaining
records identifying interest and/or investment income earned on advances of program funds. Income
so earned shatl be added to the existing funding of this grant agreement and may be used for any
ailowable grant expenditure.
XXI. Grant Aqreement Closeout: The GRANTEE agrees to submit a final quarteriy Financial Status Report
(FSR} and a paymeni for the balance of any unspent and unobligated grant funds to the DEPART-
MEfVT within 45 days after the end of the term of this grant agreement. Accompanying the final FSR
shaH be a tisting oE any continuing liabilities on the grant, if applicable. Failure to submit a final FSR
within this period may result in disaliowance of payment for any expenditures not previously submitted.
The GRANTEE agrees to submit a revised final FSR to the DEPAR7MENT if any additionaf funds must
be returned to the DEPAR7MENT after grant agreement closeout.
XXII. Jurisdiction and Venue: This grant agreement, and any amendments and supplements ihereto, shall
be governed by the Laws of the State of Minnesota. Venue for all legal proceedings arising out of this
award, or breach thereof, shali be in the State or Federal Court with competent jurisdiction in Ramsey
County, Minnesota.

The Minnesota Juvenile Accountability Incentive Block Grant wil] assist the City of Saint Paul to-pzovide curfew
enforcemen� and truancy prevention, through direct funding from the Giany and an additional $300,000 in gants and in-kind
sesvices that are leveraged 6y the Grazit funding.
Then central player in tltis process is the Rvnsey County Tmancy and C�rfew Collaborative (RCTCC). The Collaborative is
beginning its seventh year of collaboration. Members include: law enforcemem agencies of St. Paul and the municipaliues
located within Ramsey County, all school districts located within Ramsey County, St. Paul Youth Services, Northwest Youth

on the balanced participation of both suburban and urban communities.
The RCTCC continues to setve youth who aze truazit from school and those who are violaring curfew. These two populations
aze at risk of being invoived with criminal betiavior while truant and violating curfew, and aze also at risk of being victams of
crime themselves — patticulazly curfew violators. The goals of the RCTCC aze to provide logical consequences to these
youth to connect youth and their families to appropriate services, and to reduce bofh the criminal behavior and the risk of
victimization.

The RCTCC is govemed by iYs Executive Committee, consisflng of Pamily Service, Inc., Maplewood Police, Northwest
Youth & Family Seivices, Ramsey Counry Attomey's Office.
Ramsey County Conections Department, Ramsey Counry Community Auman Services, Ramsey County Sheriff's
Department, Roseville Schools, St. Paul Police, SL Paul Schools, and St. Paul Youth Services. It meets on a momhly basis.
Services
Our Ttuancy and Curfew operafions aze Iocated at the Ramsey County Iuvenile & Family Justice Center.
Different members of the RCTCC manage the Truancy and Curfew Center operalions, Management of the Truancy Center is
provided tluough a contract with ffie St. Paul Public Schoo]s. St Paul Youih Services contracts for on-site youth counselors
that provide cultwally appropriate counseling, referral, and family outreach. Truancy sweeps are conducted periodically to
augment truants gicked up by patrol officers. Pazents or family members can "retrieve" tmants from the center. A youth tltat
is uuant is picked up and brought to the Center for an interview and a brief assessment to determine the reason they are
truant. The studenYs school and puents are contacted. A risk Assessment Screening is completed to deternune appropriate
follow-up. The Truancy Center served 750 tmant studems dwing [he 2000-2001 school year. (see enclosed report}.
Youth violating curfew are taken to the curfew center. The Curfew Center is open Wednesday t}vough Saturday nights, the
peak fime for curfew viola6ons. The Ramsey Counry Sheriff's Department provides a depury for on-site management of the
curfew center, and a coniract between RC'I'CC and Northwest Youth & Pamily Services provides for two youth counselors
for on-site counseling, risk assessment, and referral.
Violators aze brought to the Center where an intake interview is conducted, and a Risk Assessment Screening is completed to
determine appropriate follow-up services, Those youth determined [o be at risk for furiher violations aze xeferred to

Staff'me Patterns
The Ramsey County Sheriff s Department provides a Itamsey County Sheriff's Deputy to provide on-site maziagement at the
curfew center when it is open. Northwest Youth & Faznily Services provides youth counselors at the curFew center on a
nightly basis. Off-duty officers from St. Paul and suburban agencies aze contzacted to wozk both enforcement and Center
security during open hours. St. Paul Police provide iransport for pick-up of those curfew violators who may be apprehended
a distance from the Curfew Center. Law Enforcement Agencies can inform the depmy of their need for transport and the
curfew center can arrange for pick-up of youth violating curfew. The pick up area includes Ramsep County municipalities
ou[side of 5t. Paul if the local law enforcement agency has foimally agreed to the service with the Si. Paul Chief of Police.
This necessary component of the program is to ensure that no municipality or azea of the county is without police protection
while the curfew violator is being traztsported to the center. In addifion, off-duty police afficers pick up youth and bring them
to the center and curfew sweeps are conducted on a regular basis.
Pro2ram Structure
Curfew viola[ors are brought to the curfew centex and intake procedures aze acfivated. The youth's history with Ramsey
County is checked. The youth is searched so tltat no one will be at risk whde the pazenUguardian is contacted. While waiting
for pick-up, the youth is counseled. Follow-up calls to parents pzovide the opportuniTy to assess the effectiveness of the
center and to provide addiponal encouragement, support and referrel. Those youth idemified as appropriate on the YRAST
aze teferred for Diversion service.

Staff'mg Patterns
The St Paul School Disuict providesateacher and an educational assistant to provide on-site managementat the Center. A
part-time school counselor position is funded through county local collabora6ve time study (LC'1'C) dollars allocated by
Ramsey County to RC'I'CC. Law enforcement pick up youth tfiat aze truant and bring them into the center. St Paul Police
assign thzee officeis to provide truancy enforcement, and tcuancy sweeps occur on a periodic basis in both St. Paul and
suburban areas.
Program Stracture
The Tmancy center operates between 730 and 430 Monday through Friday. A law enforcement officer brings t:uancy
violatots to the Ttuancy Center. Youth younger tban age 12 aze immediately brought to ffieir school. Each youth's ]ristory of
trnancy is checked, the youth is interviewed and a Risk Assessment (YRAST) is completed. The youth's school and parents
are conhacted. Pazents aze requested to come to the Center for a meeting and release. Foilow-up calls to parents provide the
opportuniry to assess the effectiveness of the center and to provide additional encouragemern, support and referral.

11. Proaram: The GRANTEE shali impleme�t an acceptabie Plan which meets the JAIBG Program and
Administrative Requirements, Standards, Procedures, and Activities as set forth in the Act. The Plan
is incorporated by attachment hereto as Exhibit A. ___ _
III. Duties and Pavment: GRANTEE shaVt perform af{ the services enumerated in the Plan and shall be
reimbursed by the DEPARTMENT for its expenses in providing these services, provided that the total
obligation of the DEPARTMENT for all reimbursement to GRANTEE shail not exceed 50 0 0. These
funds may include $2,000 for staff development/training and technicaf assistance as indicated in Form
D-1, if applicable. Maich is not required for staff developmenUtraining and technical assistance funds
provided under this grant agreement.
Funds authorized under this grant agreement are to be expended in the cost categories and amounts
shown in the Budget conta+ned in the Plan (Form D of Exhibit A), which is attached hereto, incorpo-
rated by reference herein and made a patt hereof. Administrative expenditures may not exceed 10%
of totat actual expenditures of the funds provided under this grant agreement. GRANTEE must provide
a cash match, of new money, in amount(s) indicated on Form(s) D.
The DEPARTN7ENT shaif not be responsible to reimburse GRANTEE for its payments or liabilities to
the Unemployment Compensation Fund incurred as a reimbursing emp4oyer after termination of
GRANTEE's participation in programs under the Act or for any tiability accrued thereunder betore the
effective date of this grant agreement.
lV. Term of Grant: This Grant shall be effective on October 1. 2001, or upon such date as it is executed
as ta encumbrance by the Commissioner of the Department of Economic Security, whichever occurs
iater, and shall remain in effect untit Sentember 30 2002, or until all obligaCions set forth in this grant
agreement have been satisfactorily fulfilled, whichever occurs first.
V. Cancellation: This grant agreement may be canceled by the DEPARTMENT at any time, with cause,
by giving written notice to the GRANTEE. In the svent of such cancellation without cause, GRAN7-
EE shall be entitled to payment, determined on a pro rata basis, for work or services satisfactorily
performed. GRANTEE acknowledges that funds to finance this grant are to be obtained by the
DEPAR7MENT through a specific legislative act. ff at any time such funds become unavailabie under
the Act, this grant agreement shall be terminated immediately upon written notice of such fact by the
DEPARTMENT to GRANTEE. In the event of such termination, GRANTEE shall be entitied to
reimbursement, determined on a pro rata basis, for services satisfactorily performed.
In the event of such cancellation for cause, including but not limited to failure to comply with the
provisions of the grant agreement, failure to make timely progress in delivering required senrices, or
use of grant funds for purposes other than those specifically identified in the grant agreement, the
DEPARTMENT may take any actions it deems necessary to protect the interests of the State of
Minnesota, inctuding but not fimited to the refusal to disburse additional funds pending a determination
of the DEPARTMEN7's right to set-off, and requiring the return of ail or part of the funds already
disbursed.
This grant agreement may be canceled by the GRANTEE at any time, with or without cause, upon
thirty (30) days written notice to the DEPARTMENT. Such written notice of canceflation must incfude
proposed terms for the discontinuation of GRANTEE's services and an estimated final invoice for work
or services performed. The DEPARTMENT may reject or accept in whole or in part GRANTEE's
proposed terms for disconti�uing services and GRANTEE's estimated final invoice, and shall noiify
GRANTEE of its decision within (5) business days of receipt of GRANTEE's cancellation notice.

MENT and help facilitate any transition tor the provision of services by a different vendor. Failure to
cooperate with or withhofding any information or recards requested by the DEPARTMENT or a different
vendor that impairs in any way the transition of the provision of services shatl constitute a material
breach of this grant agreement, subjecting GRANTEE to_liabitity for alt damages incurred by the
bEPARTMENT resulting from such breach.
VI. Reauest for Pavment: Requests for cash advances shall be made by GRANTEE to the DEPART-
MENT on the DEPARTMENT's °Cash Request Form". Payments shall be made by the DEPARTMENT
as soon as practicable after GRANTEE's presentation of the Request for Cash. The fact of payment of
any item shall not preclude the DEPARTMENT from questioning the propriety of any item.
VII. Purchase of Furniture and Equipment: Any purchase of non-expendable personal property that has a
useful life of more than one year with a per unit cost of $5,000 or more must have prior written approvat
of the DEPARTMENT.
VIII. Reaavment of Funds: The DEPARTMENT reserves the right to offset any over-payment or disallow-
ance of any item or items under this grant agreement by reducing future payments requested by
GRANTEE. This ciause shafl not be construed to bar any other legal remedies ihe DEPARTMENT
may have to recover funds expended by GRANTEE for disaflowed costs.
IX. GRANTEE Reaorts: GRANTEE agrees to provide the DEPAR7MENT with such progress reports as
the DEPARTMENT may from time to time require inctuding, but rtot limited to, the following:
A. Quarterly Financial Status Report (FSR) by the 20th of the month following the calendar quarter
covering such status for that quarter. GRANTEE shalt report expenditures of other funds satisfying
match requirements as specified at 20 CFR 645, Subpart C, on the quarterly FSR.
B. Quarterly Status Reports by the 25th of the month following the calendar quarter covering such
status for that quarter.
GRANTEE shall also make such reports to the U.S. Attorney General, the Comptroller Generaf ofi the
United States or the DEPARTMENT as any of them may require.
The DEPARTMENT shall withhold funding if reporting requirements are not met in a complete,
accurate and timely manner.
X. Mo�itorinn and Corrective Action: GRANTEE agrees to permit monitoring by the DEPARTMENT to
determine grant agreement performance and compfiance with grant agseement provisions. GRANTEE
further agrees to cooperate with the DEPARTMENT in performing and completing such monitoring
activities and GRANTEE agrees to implement and comply with such remedial action as is proposed.by
the DEPARTMENT.
XI. Liabilitv: Each party agrees that it will be responsible for its own acts and the results thereof to the
extent authorized by law and shall not be responsible for the acts of the other party and the results
thereof. The liability of the DEPARTMENT OF ECONOMIC SECURITY shail be governed by the
provisions of the Minnesota Tort Claims Act, Minnesota Statutes 3.732 and 3.736, et seq., and other
applicable law.
XII. Special Administrative Provisions Reauired Under the Act: GRANTEE agrees to administer the
program in accordance with the Act and the regulations and guidelines promulgated thereunder.
(Many of these guidelines are presented in the DEPARTMENT's JA1BG Handbook.) GRANTEE also
agrees to comply with other applicabie Federai and State laws. In the event that these laws, regula-
tions or guidelines are amended at any time during the term of this grant agraement, the GRANTEE
shall comply with such amended iaws, regulations or guidelines.

A. RecordslAudits: GRANTEE agrees to use such fiscal, audit and accounting procedures as may be
necessary to assure and promote sound financiai management, including effective internal controls.
The U.S. Attorney General, the Comptroifer General of the United States and the DEPARTMENT,
or a designated representative, shall have access to and the right to examine for audit purposes or
otherwise, any books, documents, papers or records of GRANTEE. 7he books, records, docu-

ments and accounting procedures and practices of the GEiANTEE relevant to this grant agreement
are also subject to examination by the DEPARTMENT and the Legislative Auditor of the State of
Minnesota. GRANTEE agrees to fully �ooperate in any such examination and/or audit and to have
said audits carried out in accordance with "Grant Audit Requirements," which is in Chapter 509 of
the MDES Policies and Procedures Manual and hereby incorporated by reference and made a part
hereof.
All records pertaining to this grant agreement shall be retained by the GRANTEE for a period of at
least three years after the expiration of the term of this grant agreement, or on compfetion of an
audit, if one has been commenced within three years, whichever period is longer.
B. Program Standards: GRANTEE agrees to compiy wiih OMB Circulars Numbers A-21, A-87, A-110,
A-122, A-133, the QMB "Common Rule" (as codified at 29 CFR 97), and ASMB C-10 (Implementa-
tion Guide for OMB Circular A-87), as these circulars are applicable and as they relate to the
utilization of funds, the operation of programs and the maintenance of records, books, accounts
and other documents under the Act as amended. Under the Cost Principles Circulars (A-21, A-87,
or A-122), common or joint costs charged to grants must be based upon written cost allocation
plans.
C. Non-Discrimination Statement: The GRANTEE will comply with all applicable Federal, State, and
local laws prohibiting discrimination, including but not limited to:

construction, operation or maintenance of that part of any facility which is used for religious

worship, instruction, or proselytization.
H. Data Practices: The GRANTEE understands and agrees that it shail be bound by the Minnesota
Government Data Practices Act (Minnesota Statutes, Chapter 13), and that ft shaN inform program
applicants that the DEPARTMENT may share applicant data with other agencies for eligibility and
program evaluation purposes. GRANTEE shall incorporate into the form used to provide appli-
cants' an explanation of their right under the Minnesota Data Practices Act the ciauses contained in
the DEPARTMEN�'S "DATA USES {NCLUSION REQUlREMENTS° (Attachment 11.
1. Drua Free Work�lace: GRANTEE agrees to make a good faith effort to maintain a drug free
workplace through implementation of the Drug Free Workptace Act.
Xiff. Workforce Center Listina: GRANTEE shall list a�y job vacancy in its personnel complement with the
nearest Minnesota Job Service Office as soon as it occurs.
XIV. Voter Reqistration: GRANTEE shall provide non-partisan voter registration services and assistance,
using forms provided by the Secretary of State, to employees of GRANTEE, program participants and
the public as required by Minnesota Statutes, Section 201.162.
XV. Assiqnment: The GRANTEE shafl neither assign nor transfer any rights or obligations under this grant
agreement without prior written consent of the DEPARTMENT. The provisions ofi this grant agreement
applicabie to the GRANTEE shall also be applicable to subgrants made by the GRANTEE from funds
obtained under this grant agreement.
XVI. Modifications: Any modifications to this grant agreement shall be in writing a�d shall be executed by
the same parties who executed the original grant agreement, or their successors in office.
XVII. Debarment and Sus�ension Certification: (If applicable) The GRANTEE agrees to follow the Presi-
denYs Executive Order 12549 and the implementing regulation "Nonprocurement Debarment and
Suspension; Notice and Finaf Rule and Interim Fina! Rule," found at 53 FR 19189, May 26, 1988, as
amended at 60 FR 33041, June 26, 1995, including Appendix B, "Certification Regarding Debarment,
Suspension, Ineligibility and Voluntary Exclusion - Lower Tier Covered Transactions"; uniess exctuded
by law or regulation.
XVIiI. Lobbvina Certification and D+sclosure: (!f app4icable) The GRANTEE shall comply with Interim Final
Rule, New Restrictions on Lobbying, found in Federai Register Vol. 55, No. 38, February 26, 1990, and
any permanent Rules that are adopted in place of the Interim Rule. The interim Final Rute requires the
GRANTEE to certify as to their {obbying activity. The Interim Finat Rule impiements Section 319 of
Public Law 101-121, which generally prohibits recipients of Federal contracts, grants and loans Srom
using eppropriated funds for fobbying the Executive or Legislative Branches of the Federal Government
in connection with a specific contract, grant or loan.

XIX. Operatina Procedures: The GRANTEE hereby acknowledges that it has in its possession the
documents issued by the DEPARTMENT entitled "JAIBG Handbook°. The GRANTEE further
acknowiedges that its supervisory personnel to be involved in the administration of the grant agreement
have read and understand said document. The GRAN7EE agrees to compfy with the contents of the
aforementioaed documents. -----
XX. InterestJProgram income: The GRANTEE shalf be responsible for establishing and maintaining
records identifying interest and/or investment income earned on advances of program funds. Income
so earned shatl be added to the existing funding of this grant agreement and may be used for any
ailowable grant expenditure.
XXI. Grant Aqreement Closeout: The GRANTEE agrees to submit a final quarteriy Financial Status Report
(FSR} and a paymeni for the balance of any unspent and unobligated grant funds to the DEPART-
MEfVT within 45 days after the end of the term of this grant agreement. Accompanying the final FSR
shaH be a tisting oE any continuing liabilities on the grant, if applicable. Failure to submit a final FSR
within this period may result in disaliowance of payment for any expenditures not previously submitted.
The GRANTEE agrees to submit a revised final FSR to the DEPAR7MENT if any additionaf funds must
be returned to the DEPAR7MENT after grant agreement closeout.
XXII. Jurisdiction and Venue: This grant agreement, and any amendments and supplements ihereto, shall
be governed by the Laws of the State of Minnesota. Venue for all legal proceedings arising out of this
award, or breach thereof, shali be in the State or Federal Court with competent jurisdiction in Ramsey
County, Minnesota.

The Minnesota Juvenile Accountability Incentive Block Grant wil] assist the City of Saint Paul to-pzovide curfew
enforcemen� and truancy prevention, through direct funding from the Giany and an additional $300,000 in gants and in-kind
sesvices that are leveraged 6y the Grazit funding.
Then central player in tltis process is the Rvnsey County Tmancy and C�rfew Collaborative (RCTCC). The Collaborative is
beginning its seventh year of collaboration. Members include: law enforcemem agencies of St. Paul and the municipaliues
located within Ramsey County, all school districts located within Ramsey County, St. Paul Youth Services, Northwest Youth
& Family Secvices, St. Paul Pazks and Recreation Depaztrnent, and Ramsey County Community Corrections, Human
Services, County Attomey and Sheriff's Department.
The Mission of RCTCC is: "To reduce and prevent truancy and cutfew violations in Ramsey County tiuough a county-wide
collaborative: I2CTCC focuses on the outcomes o£
1) - Decreasing huancy and curFew violations in Ramsey County:
2) Invokving families and communities in promoting the values of educaGon, responsibility and logical
consequences:
3) Decreasing juvenile victimization and juvenile crime; and,
4) Working collaboratively, effectively and efficiendy with stakeholders throughout Raznsey County, with a focus
on the balanced participation of both suburban and urban communities.
The RCTCC continues to setve youth who aze truazit from school and those who are violaring curfew. These two populations
aze at risk of being invoived with criminal betiavior while truant and violating curfew, and aze also at risk of being victams of
crime themselves — patticulazly curfew violators. The goals of the RCTCC aze to provide logical consequences to these
youth to connect youth and their families to appropriate services, and to reduce bofh the criminal behavior and the risk of
victimization.

The RCTCC is govemed by iYs Executive Committee, consisflng of Pamily Service, Inc., Maplewood Police, Northwest
Youth & Family Seivices, Ramsey Counry Attomey's Office.
Ramsey County Conections Department, Ramsey Counry Community Auman Services, Ramsey County Sheriff's
Department, Roseville Schools, St. Paul Police, SL Paul Schools, and St. Paul Youth Services. It meets on a momhly basis.
Services
Our Ttuancy and Curfew operafions aze Iocated at the Ramsey County Iuvenile & Family Justice Center.
Different members of the RCTCC manage the Truancy and Curfew Center operalions, Management of the Truancy Center is
provided tluough a contract with ffie St. Paul Public Schoo]s. St Paul Youih Services contracts for on-site youth counselors
that provide cultwally appropriate counseling, referral, and family outreach. Truancy sweeps are conducted periodically to
augment truants gicked up by patrol officers. Pazents or family members can "retrieve" tmants from the center. A youth tltat
is uuant is picked up and brought to the Center for an interview and a brief assessment to determine the reason they are
truant. The studenYs school and puents are contacted. A risk Assessment Screening is completed to deternune appropriate
follow-up. The Truancy Center served 750 tmant studems dwing [he 2000-2001 school year. (see enclosed report}.
Youth violating curfew are taken to the curfew center. The Curfew Center is open Wednesday t}vough Saturday nights, the
peak fime for curfew viola6ons. The Ramsey Counry Sheriff's Department provides a depury for on-site management of the
curfew center, and a coniract between RC'I'CC and Northwest Youth & Pamily Services provides for two youth counselors
for on-site counseling, risk assessment, and referral.
Violators aze brought to the Center where an intake interview is conducted, and a Risk Assessment Screening is completed to
determine appropriate follow-up services, Those youth determined [o be at risk for furiher violations aze xeferred to

Staff'me Patterns
The Ramsey County Sheriff s Department provides a Itamsey County Sheriff's Deputy to provide on-site maziagement at the
curfew center when it is open. Northwest Youth & Faznily Services provides youth counselors at the curFew center on a
nightly basis. Off-duty officers from St. Paul and suburban agencies aze contzacted to wozk both enforcement and Center
security during open hours. St. Paul Police provide iransport for pick-up of those curfew violators who may be apprehended
a distance from the Curfew Center. Law Enforcement Agencies can inform the depmy of their need for transport and the
curfew center can arrange for pick-up of youth violating curfew. The pick up area includes Ramsep County municipalities
ou[side of 5t. Paul if the local law enforcement agency has foimally agreed to the service with the Si. Paul Chief of Police.
This necessary component of the program is to ensure that no municipality or azea of the county is without police protection
while the curfew violator is being traztsported to the center. In addifion, off-duty police afficers pick up youth and bring them
to the center and curfew sweeps are conducted on a regular basis.
Pro2ram Structure
Curfew viola[ors are brought to the curfew centex and intake procedures aze acfivated. The youth's history with Ramsey
County is checked. The youth is searched so tltat no one will be at risk whde the pazenUguardian is contacted. While waiting
for pick-up, the youth is counseled. Follow-up calls to parents pzovide the opportuniTy to assess the effectiveness of the
center and to provide addiponal encouragement, support and referrel. Those youth idemified as appropriate on the YRAST
aze teferred for Diversion service.
Population Served
Youth who aze absent from school due to tivancy.
Services Provided
• Manage and staff a truancy center that is open weekdays during school hows.
• Provide information to all schools throughwt St. Paul Ramsey Counry and to ali St. Paul and Ramsey CounTy Law
Enforcement agencies about the services procedures of the truancy center.

Program Stracture
The Tmancy center operates between 730 and 430 Monday through Friday. A law enforcement officer brings t:uancy
violatots to the Ttuancy Center. Youth younger tban age 12 aze immediately brought to ffieir school. Each youth's ]ristory of
trnancy is checked, the youth is interviewed and a Risk Assessment (YRAST) is completed. The youth's school and parents
are conhacted. Pazents aze requested to come to the Center for a meeting and release. Foilow-up calls to parents provide the

W NEREAS, the DEPARTMENT has been granted funds by the United States, through the Department of
Justice, for use to meet the purposes set forth +n and authorized by Pubiic Law 105-119 (Making
Appropriations for the Departments of Commerce, Justice, and State, the Judiciary, and Related
Agencies), hereinafiter referred to as the "AcY', and
W HEREAS, the DEPARTMENT has been named the Desigrrated State Agency for the JAIBG by the Chief
Executive Officer of tfie State and has the authority to enter into agreements pursuant to P.L. 105-
119, arid has authority to allocate funds, and
W HEREAS, the Juveni{e Crime Enforcement Coalition of the Unit of General Locaf Government; (hereinafter
referred to as the "Area") has the author'rty to approve a coordinated enforcement pian for reducing
juvenile crime for the Area, (hereinafter referred to as the "Plan"j, and
WHEREAS, the Chief Executive Officer of the Area has designated appropriate categories of juveniles within
the juvenile justice system for testing for use of controlled substances, and
WHEREAS, GRANTEE is fami4iar with the Plan and has represented to the DEPARTMENT that it is qualified
and has effectively delivered services in the area of the type enumerated in the Aet, and GRANT-
EE further represents that it is quafiEied to perform the services enumerated in the Plan for the
Area.
NOW, TNERE�ORE, in consideration of the premises and of ihe representations made therein, the parties agree
that:
The foregoing recitals are made a part hereof as though set forth in full and in detail herein.

11. Proaram: The GRANTEE shali impleme�t an acceptabie Plan which meets the JAIBG Program and
Administrative Requirements, Standards, Procedures, and Activities as set forth in the Act. The Plan
is incorporated by attachment hereto as Exhibit A. ___ _
III. Duties and Pavment: GRANTEE shaVt perform af{ the services enumerated in the Plan and shall be
reimbursed by the DEPARTMENT for its expenses in providing these services, provided that the total
obligation of the DEPARTMENT for all reimbursement to GRANTEE shail not exceed 50 0 0. These
funds may include $2,000 for staff development/training and technicaf assistance as indicated in Form
D-1, if applicable. Maich is not required for staff developmenUtraining and technical assistance funds
provided under this grant agreement.
Funds authorized under this grant agreement are to be expended in the cost categories and amounts
shown in the Budget conta+ned in the Plan (Form D of Exhibit A), which is attached hereto, incorpo-
rated by reference herein and made a patt hereof. Administrative expenditures may not exceed 10%
of totat actual expenditures of the funds provided under this grant agreement. GRANTEE must provide
a cash match, of new money, in amount(s) indicated on Form(s) D.
The DEPARTN7ENT shaif not be responsible to reimburse GRANTEE for its payments or liabilities to
the Unemployment Compensation Fund incurred as a reimbursing emp4oyer after termination of
GRANTEE's participation in programs under the Act or for any tiability accrued thereunder betore the
effective date of this grant agreement.
lV. Term of Grant: This Grant shall be effective on October 1. 2001, or upon such date as it is executed
as ta encumbrance by the Commissioner of the Department of Economic Security, whichever occurs
iater, and shall remain in effect untit Sentember 30 2002, or until all obligaCions set forth in this grant
agreement have been satisfactorily fulfilled, whichever occurs first.
V. Cancellation: This grant agreement may be canceled by the DEPARTMENT at any time, with cause,
by giving written notice to the GRANTEE. In the svent of such cancellation without cause, GRAN7-
EE shall be entitled to payment, determined on a pro rata basis, for work or services satisfactorily
performed. GRANTEE acknowledges that funds to finance this grant are to be obtained by the
DEPAR7MENT through a specific legislative act. ff at any time such funds become unavailabie under
the Act, this grant agreement shall be terminated immediately upon written notice of such fact by the
DEPARTMENT to GRANTEE. In the event of such termination, GRANTEE shall be entitied to
reimbursement, determined on a pro rata basis, for services satisfactorily performed.
In the event of such cancellation for cause, including but not limited to failure to comply with the
provisions of the grant agreement, failure to make timely progress in delivering required senrices, or
use of grant funds for purposes other than those specifically identified in the grant agreement, the
DEPARTMENT may take any actions it deems necessary to protect the interests of the State of
Minnesota, inctuding but not fimited to the refusal to disburse additional funds pending a determination
of the DEPARTMEN7's right to set-off, and requiring the return of ail or part of the funds already
disbursed.
This grant agreement may be canceled by the GRANTEE at any time, with or without cause, upon
thirty (30) days written notice to the DEPARTMENT. Such written notice of canceflation must incfude
proposed terms for the discontinuation of GRANTEE's services and an estimated final invoice for work
or services performed. The DEPARTMENT may reject or accept in whole or in part GRANTEE's
proposed terms for disconti�uing services and GRANTEE's estimated final invoice, and shall noiify
GRANTEE of its decision within (5) business days of receipt of GRANTEE's cancellation notice.

in the event ot any canceffation under this provision, GftAtVTEE shall cooperate fully with the DEPART-
MENT and help facilitate any transition tor the provision of services by a different vendor. Failure to
cooperate with or withhofding any information or recards requested by the DEPARTMENT or a different
vendor that impairs in any way the transition of the provision of services shatl constitute a material
breach of this grant agreement, subjecting GRANTEE to_liabitity for alt damages incurred by the
bEPARTMENT resulting from such breach.
VI. Reauest for Pavment: Requests for cash advances shall be made by GRANTEE to the DEPART-
MENT on the DEPARTMENT's °Cash Request Form". Payments shall be made by the DEPARTMENT
as soon as practicable after GRANTEE's presentation of the Request for Cash. The fact of payment of
any item shall not preclude the DEPARTMENT from questioning the propriety of any item.
VII. Purchase of Furniture and Equipment: Any purchase of non-expendable personal property that has a
useful life of more than one year with a per unit cost of $5,000 or more must have prior written approvat
of the DEPARTMENT.
VIII. Reaavment of Funds: The DEPARTMENT reserves the right to offset any over-payment or disallow-
ance of any item or items under this grant agreement by reducing future payments requested by
GRANTEE. This ciause shafl not be construed to bar any other legal remedies ihe DEPARTMENT
may have to recover funds expended by GRANTEE for disaflowed costs.
IX. GRANTEE Reaorts: GRANTEE agrees to provide the DEPAR7MENT with such progress reports as
the DEPARTMENT may from time to time require inctuding, but rtot limited to, the following:
A. Quarterly Financial Status Report (FSR) by the 20th of the month following the calendar quarter
covering such status for that quarter. GRANTEE shalt report expenditures of other funds satisfying
match requirements as specified at 20 CFR 645, Subpart C, on the quarterly FSR.
B. Quarterly Status Reports by the 25th of the month following the calendar quarter covering such
status for that quarter.
GRANTEE shall also make such reports to the U.S. Attorney General, the Comptroller Generaf ofi the
United States or the DEPARTMENT as any of them may require.
The DEPARTMENT shall withhold funding if reporting requirements are not met in a complete,
accurate and timely manner.
X. Mo�itorinn and Corrective Action: GRANTEE agrees to permit monitoring by the DEPARTMENT to
determine grant agreement performance and compfiance with grant agseement provisions. GRANTEE
further agrees to cooperate with the DEPARTMENT in performing and completing such monitoring
activities and GRANTEE agrees to implement and comply with such remedial action as is proposed.by
the DEPARTMENT.
XI. Liabilitv: Each party agrees that it will be responsible for its own acts and the results thereof to the
extent authorized by law and shall not be responsible for the acts of the other party and the results
thereof. The liability of the DEPARTMENT OF ECONOMIC SECURITY shail be governed by the
provisions of the Minnesota Tort Claims Act, Minnesota Statutes 3.732 and 3.736, et seq., and other
applicable law.
XII. Special Administrative Provisions Reauired Under the Act: GRANTEE agrees to administer the
program in accordance with the Act and the regulations and guidelines promulgated thereunder.
(Many of these guidelines are presented in the DEPARTMENT's JA1BG Handbook.) GRANTEE also
agrees to comply with other applicabie Federai and State laws. In the event that these laws, regula-
tions or guidelines are amended at any time during the term of this grant agraement, the GRANTEE
shall comply with such amended iaws, regulations or guidelines.

A. RecordslAudits: GRANTEE agrees to use such fiscal, audit and accounting procedures as may be
necessary to assure and promote sound financiai management, including effective internal controls.
The U.S. Attorney General, the Comptroifer General of the United States and the DEPARTMENT,
or a designated representative, shall have access to and the right to examine for audit purposes or
otherwise, any books, documents, papers or records of GRANTEE. 7he books, records, docu-

ments and accounting procedures and practices of the GEiANTEE relevant to this grant agreement
are also subject to examination by the DEPARTMENT and the Legislative Auditor of the State of
Minnesota. GRANTEE agrees to fully �ooperate in any such examination and/or audit and to have
said audits carried out in accordance with "Grant Audit Requirements," which is in Chapter 509 of
the MDES Policies and Procedures Manual and hereby incorporated by reference and made a part
hereof.
All records pertaining to this grant agreement shall be retained by the GRANTEE for a period of at
least three years after the expiration of the term of this grant agreement, or on compfetion of an
audit, if one has been commenced within three years, whichever period is longer.
B. Program Standards: GRANTEE agrees to compiy wiih OMB Circulars Numbers A-21, A-87, A-110,
A-122, A-133, the QMB "Common Rule" (as codified at 29 CFR 97), and ASMB C-10 (Implementa-
tion Guide for OMB Circular A-87), as these circulars are applicable and as they relate to the
utilization of funds, the operation of programs and the maintenance of records, books, accounts
and other documents under the Act as amended. Under the Cost Principles Circulars (A-21, A-87,
or A-122), common or joint costs charged to grants must be based upon written cost allocation
plans.
C. Non-Discrimination Statement: The GRANTEE will comply with all applicable Federal, State, and

H. Data Practices: The GRANTEE understands and agrees that it shail be bound by the Minnesota
Government Data Practices Act (Minnesota Statutes, Chapter 13), and that ft shaN inform program
applicants that the DEPARTMENT may share applicant data with other agencies for eligibility and
program evaluation purposes. GRANTEE shall incorporate into the form used to provide appli-
cants' an explanation of their right under the Minnesota Data Practices Act the ciauses contained in
the DEPARTMEN�'S "DATA USES {NCLUSION REQUlREMENTS° (Attachment 11.
1. Drua Free Work�lace: GRANTEE agrees to make a good faith effort to maintain a drug free
workplace through implementation of the Drug Free Workptace Act.
Xiff. Workforce Center Listina: GRANTEE shall list a�y job vacancy in its personnel complement with the
nearest Minnesota Job Service Office as soon as it occurs.
XIV. Voter Reqistration: GRANTEE shall provide non-partisan voter registration services and assistance,
using forms provided by the Secretary of State, to employees of GRANTEE, program participants and
the public as required by Minnesota Statutes, Section 201.162.
XV. Assiqnment: The GRANTEE shafl neither assign nor transfer any rights or obligations under this grant
agreement without prior written consent of the DEPARTMENT. The provisions ofi this grant agreement
applicabie to the GRANTEE shall also be applicable to subgrants made by the GRANTEE from funds
obtained under this grant agreement.
XVI. Modifications: Any modifications to this grant agreement shall be in writing a�d shall be executed by
the same parties who executed the original grant agreement, or their successors in office.
XVII. Debarment and Sus�ension Certification: (If applicable) The GRANTEE agrees to follow the Presi-
denYs Executive Order 12549 and the implementing regulation "Nonprocurement Debarment and
Suspension; Notice and Finaf Rule and Interim Fina! Rule," found at 53 FR 19189, May 26, 1988, as
amended at 60 FR 33041, June 26, 1995, including Appendix B, "Certification Regarding Debarment,
Suspension, Ineligibility and Voluntary Exclusion - Lower Tier Covered Transactions"; uniess exctuded
by law or regulation.
XVIiI. Lobbvina Certification and D+sclosure: (!f app4icable) The GRANTEE shall comply with Interim Final
Rule, New Restrictions on Lobbying, found in Federai Register Vol. 55, No. 38, February 26, 1990, and
any permanent Rules that are adopted in place of the Interim Rule. The interim Final Rute requires the
GRANTEE to certify as to their {obbying activity. The Interim Finat Rule impiements Section 319 of
Public Law 101-121, which generally prohibits recipients of Federal contracts, grants and loans Srom
using eppropriated funds for fobbying the Executive or Legislative Branches of the Federal Government
in connection with a specific contract, grant or loan.

XIX. Operatina Procedures: The GRANTEE hereby acknowledges that it has in its possession the
documents issued by the DEPARTMENT entitled "JAIBG Handbook°. The GRANTEE further
acknowiedges that its supervisory personnel to be involved in the administration of the grant agreement
have read and understand said document. The GRAN7EE agrees to compfy with the contents of the
aforementioaed documents. -----
XX. InterestJProgram income: The GRANTEE shalf be responsible for establishing and maintaining
records identifying interest and/or investment income earned on advances of program funds. Income
so earned shatl be added to the existing funding of this grant agreement and may be used for any
ailowable grant expenditure.
XXI. Grant Aqreement Closeout: The GRANTEE agrees to submit a final quarteriy Financial Status Report
(FSR} and a paymeni for the balance of any unspent and unobligated grant funds to the DEPART-
MEfVT within 45 days after the end of the term of this grant agreement. Accompanying the final FSR
shaH be a tisting oE any continuing liabilities on the grant, if applicable. Failure to submit a final FSR
within this period may result in disaliowance of payment for any expenditures not previously submitted.
The GRANTEE agrees to submit a revised final FSR to the DEPAR7MENT if any additionaf funds must
be returned to the DEPAR7MENT after grant agreement closeout.
XXII. Jurisdiction and Venue: This grant agreement, and any amendments and supplements ihereto, shall
be governed by the Laws of the State of Minnesota. Venue for all legal proceedings arising out of this
award, or breach thereof, shali be in the State or Federal Court with competent jurisdiction in Ramsey
County, Minnesota.

The Minnesota Juvenile Accountability Incentive Block Grant wil] assist the City of Saint Paul to-pzovide curfew
enforcemen� and truancy prevention, through direct funding from the Giany and an additional $300,000 in gants and in-kind
sesvices that are leveraged 6y the Grazit funding.
Then central player in tltis process is the Rvnsey County Tmancy and C�rfew Collaborative (RCTCC). The Collaborative is
beginning its seventh year of collaboration. Members include: law enforcemem agencies of St. Paul and the municipaliues
located within Ramsey County, all school districts located within Ramsey County, St. Paul Youth Services, Northwest Youth
& Family Secvices, St. Paul Pazks and Recreation Depaztrnent, and Ramsey County Community Corrections, Human
Services, County Attomey and Sheriff's Department.
The Mission of RCTCC is: "To reduce and prevent truancy and cutfew violations in Ramsey County tiuough a county-wide
collaborative: I2CTCC focuses on the outcomes o£
1) - Decreasing huancy and curFew violations in Ramsey County:
2) Invokving families and communities in promoting the values of educaGon, responsibility and logical
consequences:
3) Decreasing juvenile victimization and juvenile crime; and,
4) Working collaboratively, effectively and efficiendy with stakeholders throughout Raznsey County, with a focus
on the balanced participation of both suburban and urban communities.
The RCTCC continues to setve youth who aze truazit from school and those who are violaring curfew. These two populations
aze at risk of being invoived with criminal betiavior while truant and violating curfew, and aze also at risk of being victams of
crime themselves — patticulazly curfew violators. The goals of the RCTCC aze to provide logical consequences to these
youth to connect youth and their families to appropriate services, and to reduce bofh the criminal behavior and the risk of
victimization.

The RCTCC is govemed by iYs Executive Committee, consisflng of Pamily Service, Inc., Maplewood Police, Northwest
Youth & Family Seivices, Ramsey Counry Attomey's Office.
Ramsey County Conections Department, Ramsey Counry Community Auman Services, Ramsey County Sheriff's
Department, Roseville Schools, St. Paul Police, SL Paul Schools, and St. Paul Youth Services. It meets on a momhly basis.

Our Ttuancy and Curfew operafions aze Iocated at the Ramsey County Iuvenile & Family Justice Center.
Different members of the RCTCC manage the Truancy and Curfew Center operalions, Management of the Truancy Center is
provided tluough a contract with ffie St. Paul Public Schoo]s. St Paul Youih Services contracts for on-site youth counselors
that provide cultwally appropriate counseling, referral, and family outreach. Truancy sweeps are conducted periodically to
augment truants gicked up by patrol officers. Pazents or family members can "retrieve" tmants from the center. A youth tltat
is uuant is picked up and brought to the Center for an interview and a brief assessment to determine the reason they are
truant. The studenYs school and puents are contacted. A risk Assessment Screening is completed to deternune appropriate
follow-up. The Truancy Center served 750 tmant studems dwing [he 2000-2001 school year. (see enclosed report}.
Youth violating curfew are taken to the curfew center. The Curfew Center is open Wednesday t}vough Saturday nights, the
peak fime for curfew viola6ons. The Ramsey Counry Sheriff's Department provides a depury for on-site management of the
curfew center, and a coniract between RC'I'CC and Northwest Youth & Pamily Services provides for two youth counselors
for on-site counseling, risk assessment, and referral.
Violators aze brought to the Center where an intake interview is conducted, and a Risk Assessment Screening is completed to
determine appropriate follow-up services, Those youth determined [o be at risk for furiher violations aze xeferred to

Staff'me Patterns
The Ramsey County Sheriff s Department provides a Itamsey County Sheriff's Deputy to provide on-site maziagement at the
curfew center when it is open. Northwest Youth & Faznily Services provides youth counselors at the curFew center on a
nightly basis. Off-duty officers from St. Paul and suburban agencies aze contzacted to wozk both enforcement and Center
security during open hours. St. Paul Police provide iransport for pick-up of those curfew violators who may be apprehended
a distance from the Curfew Center. Law Enforcement Agencies can inform the depmy of their need for transport and the
curfew center can arrange for pick-up of youth violating curfew. The pick up area includes Ramsep County municipalities
ou[side of 5t. Paul if the local law enforcement agency has foimally agreed to the service with the Si. Paul Chief of Police.
This necessary component of the program is to ensure that no municipality or azea of the county is without police protection
while the curfew violator is being traztsported to the center. In addifion, off-duty police afficers pick up youth and bring them
to the center and curfew sweeps are conducted on a regular basis.
Pro2ram Structure
Curfew viola[ors are brought to the curfew centex and intake procedures aze acfivated. The youth's history with Ramsey
County is checked. The youth is searched so tltat no one will be at risk whde the pazenUguardian is contacted. While waiting
for pick-up, the youth is counseled. Follow-up calls to parents pzovide the opportuniTy to assess the effectiveness of the
center and to provide addiponal encouragement, support and referrel. Those youth idemified as appropriate on the YRAST
aze teferred for Diversion service.

Youth who aze absent from school due to tivancy.
Services Provided

The St Paul School Disuict providesateacher and an educational assistant to provide on-site managementat the Center. A
part-time school counselor position is funded through county local collabora6ve time study (LC'1'C) dollars allocated by
Ramsey County to RC'I'CC. Law enforcement pick up youth tfiat aze truant and bring them into the center. St Paul Police
assign thzee officeis to provide truancy enforcement, and tcuancy sweeps occur on a periodic basis in both St. Paul and
suburban areas.
Program Stracture
The Tmancy center operates between 730 and 430 Monday through Friday. A law enforcement officer brings t:uancy
violatots to the Ttuancy Center. Youth younger tban age 12 aze immediately brought to ffieir school. Each youth's ]ristory of
trnancy is checked, the youth is interviewed and a Risk Assessment (YRAST) is completed. The youth's school and parents
are conhacted. Pazents aze requested to come to the Center for a meeting and release. Foilow-up calls to parents provide the
opportuniry to assess the effectiveness of the center and to provide additional encouragemern, support and referral.
