WHEREAS, By its resolution adopted on November 15, 1979, the
Council of the City of Saint Paul expressed its determination to
continue the franchising process leading to the development of a
cable communications system; and
WHEREAS, The Minnesota Cable Communications Board requires the
adoption and distribution of an Invitation for Applications prior to
receiving bids or proposals from franchise applicants; now, there--
fore, be it
RESOLVED BY THE COUNCIL OF THE CITY OF SAINT PAUL:
l. That the City draft an Invitation for Franchise Applications;
2. That the City retain the services of the Cable Television
Information Center, Inc. , Washington, D. C. , to ass�.st in the
drafting of said Invitation and participate in the evaluation of
applications once received;
3. That the Chairman of the Energy and Utilities Committee
be authorized to form a technical advisory group representative of
City departments and agencies;
4. That the technical advisory group and the Eable Television
Information Center work in cooperation to p`repare the Invitation for
the Council ' s review and approval; and
5. That the Invitation be scheduled for review and adoption
at a -public hearing at 7 :30 p.m. on February 5, 1980. Upon

adoption of the Invitation the City Clerk shall publish notice
of its availability in a newspaper of general circulation and
in two national trade publications serving the cable television
industry pursuant to the regulations of the Minnesota Cable Com—
munications Board.
