RESOLUTION AU'THORIZING APPLICATION
FOR A TAX BASE REVITALIZATION GRANT FROM THE METROPOLITAN COUNCIL
FOR THE WEST SIDE FLATS PROJECT
WHEREAS the City of Saint Paul, Minnesota (the "City"), by City Council Resolution Number 00-1162
is a participant in the Livable Communities Act's Housing Incentives Program for 2001 as deternuned by the
Metropolitan Council, and is therefore eligible to make application for funds under the Tax Base Revitalization
Account; and
WHEREAS, the City has identified several projects within the City, including the West Side Flats and
the Da1e Street Shops redevelopment projects, as clean-up projects that meet the T� Base Revitalization
account's purposes and criteria; and
WAEREAS, the City has identified the Dale Street Shops as the highest priority of the City for
contaminated soils clean-up;
WHEREAS the City has the institutional, managerial and fmancial capability to ensure adequate project
administration; and
WHEREAS the City certifies that it will comply with ail applicable laws and regulations as stated in the
contract agreements; and
WIIEIiEAS the City agrees to act as legal sponsor far the proj ect contained in the Tax Base Revitalization
grant application submitted on November 1, 2001:
NOW THEREFORE BE IT RESOLVED that the City of Saint Paul is hereby authorized to apply to the
Metropolitan Council for this funding on behalf of the City and to execute such agreements as are necessary to
implement the project on behalf of the applicant.
