WHEREAS, the City of St. Paul has just completed a four-month
process known as the Negotiated Investment Strategy process; and
WHEREAS, work sessions between City, State and Federal ne-
gotiating teains produced agreements which should provide in excess
of $40 million for various development projects in St. Paul; and
WI�REAS, commitments of monies from various governmental
agencies through the NIS process will have a leveraging effect on
the private sector, from which several economic development proposals
have already been received; and
WHEREAS, the Negotiated Investment Strategy is a pilot program
to test the feasibility of a coordinated approach to providing aid to the
nation's cities; and
WHEREAS, such an approach appears to ba a most productive method
for dealing with the needs of the nation's older cities; now, therefore
be it
RESOLVED, that the St. Paul City Council goes on record as
supporting the Negotiated Investment Strategy; and further be it
RESOLVED, that the City Council will support in every way pos-
sible the implementation of the pro�ects funded under the NIS process.
