WHEREAS, the Mayor has determined to grant to certain exempt employees of the City of Saint Paul the benefit of an increased employer contribution toward the cost of insurance premiums; and WHEREAS, these intentions are set forth in writing in the attached amended 1979 Memorandum of Understanding; now, therefore, be it RESOLVED, that the amended 1979 Memorandum of Understanding cited above, dated as of the effective date of this Resolution, on file in the office of the City Clerk, is hereby approved, and the authorized administrative Officials of the City are hereby authorized and directed to execute said Memorandum of Understanding on behalf of the City. D te DEC 2 � 1979 App by Mayor for S i ioato Councii gy. _ ` B Puatts��� 1��C 2 9 1979 • November 19, 1979 • � . �- , MEMORA:?�DUM OF UNDERSTAND ING �r��y'�'`�4�-" This Memorandum of Understanding shall apply to the Unclassified Confidential Supervisory Employees holding the following unclassified titles: Budget Director Chief of Police City Attorney City Clerk and Commissioner of Registration Deputy City Attorney Director, Department of Community Services Director, Departtnent of Finance & Management Services Director, Department of Planning & Economic Develogment Director, Department of Public Works Director of Management Executive Assistant to the Mayor Fire Chief Labor Relations Director � 1. Employees employed in the aforementioned unclassified supervisory titles �nd positions which are considered confide�tial sfiall be placed in a salary range equal to the salary range applicable to emgloyees employed in classifi- ed supervisory titles in non-confidential positions which are in the same pay grade and occupational group as the confidential titles. F�mployees employed in the aforementioned unclassified supervisory titles and positions which are not considered confidential and which are in pay grades in which no classified supervisory non-confidential titles exist, shall be placed in the salary range which would be applicable if they existed, in the same �ay grade and occupational group as the confidential titles. The wage formula contained herein s�2a11 be continuous in each succeeding year; however, the individual filling any of the above-referenced positions shall not receive any increase in salary in any succeeding year unless such increase is approved by the Mayor, after a "Performance Appraisal" of that individual. 2. Employees employed in the aforementioned titles and positions shall be covered by the vacation schedule shown below: Years of Service Vacation Days Less than 8 years 15 days After $ years through 15 years 20 days Af ter 15 years and thereafter 25 days 3. �or employees employed in the aforementioned titles, the City agrees to contribute the cost for $5,000 of Life Insurance Coverage for each employee who is eligible for such coverage or $3.30 per month, whichever amount is less. This contribution shall be paid to the City's Group Health and Welfare Plan. Any increase in this cost shall be paid by the employee. f � • �/ _ Z _ 4. In addition to the $5,000 Life Insurance Coverage in Item 3 above, the City agrees to contribute the cost of additional Life Insurance Coverage or $ .97 per thousand dollars of coverage per month, whichever amount is less. The total amount of Life Insurance Coverage provided under this . Section and Section 3 above, for each employee, shall be equal to the employee's annual salary to the nearest full thousand dollars. For the purpose af this Section, the employee's annual salary shall be based on the salary as of the beginning of a contract period. This contribution shall be paid to the City's Group Health and Welfare Plan. 5. For each eligible employee covered. by this Memorandum who selects Blue Cross-Blue Shield insurance coverage, the City agrees to contribute the cost of such coverage or $39.40 per month, whichever is less. In addition, ' for each employee who selects Blue Cross-Blue Shield dependent's coverage, the City will contribute the cost of such dependent's coverage or $45.40 per month, whichever is less. 6e For each eligible employee covered by this Memorandum who selects Group Health Insurance coverage, the City agrees to contribute the cost of such coverage or $37.34 per month, whichever is less. In addition, for each employee who selects Group Health dependent's coverage, the City will contribute the cost of such dependent's coverage or $35.93 per month, whichever is less. 7. For each eligible employee covered by this Memorandum who selects Coordinated Health insurance coverage, the .City agrees to contribute the cost of such coverage or $39.4� per month, whichever is less. In addition, for each employee who selects the Coordinated Health dependent's coverage, the City will contribute the cost of such dependent's coverage or $35.29 per month, whichever is less. 8. Effective December 29, 1979, the figures in Items 3 thru 7 above wi11 be increased in dollars to reflect the cost of the 1980 premium rates for the respective coverages. 9. Employees covered by this Memorandum of Understanding shall receive any improveme�ts in fringe benefits granted to employees in classified titles in noa-conf idential supervisory positions which are in the same pay grade and occupational group. The fringe benefits provisions contained herein shall be continuous in each succeeding year. 10. The employer wi11 continue for the period of this riemorandwn to provide for employees such health and life insurance benefits as are provided by employer at the time of the execution of th�.s Memorandum. The employer will for the period of this Memorandum provide for employees who retire after I'recember 29, 1979, and until such employees reach sixty-five (65) years of age such health and life insurance benefits as are provided by the employer.
