i WHEREAS, the 2002 legislative session will focus on capital bonding requests; and
WAEREAS, the City of Saint Paul has submitted six requests for capital funding to the State of Minnesota for
consideration in the Governor's 2002 Capital Budget; and
WFIEREAS, because non-profit and community organizations cannot directly submit bonding applications to the
State, but must instead submit them through a local unit of government, the City has submitted three requests on
behalf of other organizations.
7 NOW, THEREFORE, BE IT RESOLVED, that the City of Saint Paul supports the following:
8 Roy Wilkins Auditorium Renovation
9 Phalen Roadway
10 Completion of Como Park Conservatory Restoration
11 Riverfront Corporation Projects (Raspberry Island and Upper Landing)
12 Neighborhood House Expansion
13 American Lung Association Health Design Building
14 BE IT FINALLY RESOLVED, that the City of Saint Paul also supports the Minnesota Department of
15 Agriculture's bonding request for an improved and expanded Fanner's Market facility in downtown Saint Paul and
16 MNSCU's bonding request for a library at Metropolitan State University.

The Minnesota Department of Finance has requested that locai units of government provide a resolution
memorializing the capital bonding projects which they have submitted for consideration in the Governor's 2002
Budget.
ADVANTAGES IF APPROVED:
If approved, the City's projects will have met the Department of Finance requirements for submission and will
receive considerarion for inclusion in the Governor's Budget.
DISADVAN'PAGES IF APPROVED:
None.
DISADVANTAGES IF NOT APPROVED:
If not approved, the City's projects will likely not be considered for inclusion in the Governor's 2002 Budget.
