An ordinance amending Chapter 131 of the St.
Paul Legislative Code, entitled, ��Traffic Code--
Various Offenses; " repealing certain obsolete or
redundant sections.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1.
That save and except for Sections 131.04, 131.05 and
13�-.07, Ghapter 131 of the St. Paul Legislative Code be
and the same is hereby repealed. That said sections to
be retained are renumbered and restated as follows:
131.01. Skatin� on streets. Skating in
public stree�ts is prohibited. �
131.02. Ridin� on outside of vehicle. No
person shall , when riding, allow any part of the
body to project beyond the limits of the vehicle,
except when signalling with the arm, nor shall _
any person hang onto any vehicle.
131.03. Repairs on hi�hway prohibited. No
person shall make any repairs to any vehicle on
the highways of this city, except in an emergency.
Section 2.
This ordinance shall take effect and be in force 30 days
from and after its passage, approval and publication.

RE: Proposed ordinance to repeal obsolete and redundant sections
of Chapter 131, St. Paul Legislative Code
ACTION REQUESTED:
Council action
PURPOSE AND RATIONALE FOR THIS ACTION:
Most o� the provisions of this chapter are to be found
in state statute, and this ordinance repeals those
sections.
One other section, not covered by statute, is also repealed
by this ordinance as obsolete: Sec. 131. 18 (copy attached)
provides for a zone of quiet around certaininstitutions
" and provides for posting of a sign. The public works -
department advises that no such signs have been posted in
many, many years.

131.13. Hospiial Quiet Zones. There is hereby created and
established a zone of quiet in ail territory embraced within a dis-
tance of 300 feet of each hospitai, asylum, sanitarium, or other in-
• stitution where any patient is confined. L,Tpon application of any such
hospital, asylum, sanitarium or other institution� approved by the
Commissioner of Heal�h, the Department of Public Works shall place
or cause to be placed within such territory. on lamp-posts or in any
other conspicuous place on each street on which such hospital may be
. situated or upon which its premises abut, and at a distance of not �
less than 300 feet from such hospital, asylum, sanitarium or other
institution where patients are confined, a sign or placard in large let-
ters displaying the words "NOTICE—HOSPITAL QUIET ZONE."
Any person that makes or causes to be made, or permits to be
made by any person, animal or object under this control any un-
necessarq noise by fast driving or riding, ringing of belis, blotiving of
horns, whistles or other devices or instruments, or in any �•ay within
such zone of quiet so as to disturb or tend to disturb the peace, com-
fort or quiet of any inmate of such hospital, asylum� sanitarium, etc.,
shall be guilty of a misdemeanor.
