WHEREAS, the Zoning Committee of the Planning Commission, on October 25, 2001, held a public hearing at which all
persons present were given an opportunity to be heard pursuant to said application in accordance with the requirements
of §64300 of the Saint Paul Legislative Code; and
WFIEREAS, the Saint Paul Planning Commission, based on the evidence presented to its Zoning Committee at the public
hearing as substantially reflected in the minutes, made the following findings of fact:
1. Neighborhood House, a community and social service center, has coexisted with the EI Rio Vista recreation center
at 179 East Robie Street, leasing space at this location from the City Parks and Recreation deparhnent since 1970.
The City's CIB fund has already awarded $477,000 to design a new commuriity center at the current location of the
Neighborhood House/El Rio Vista CommuniTy Center; the CIB committee recommends approval of additional
funds in 2002, 2003, and 2004 to support this project. To meet its growth in programmatic needs, Neighborhood
House plans to ultimately double its communiTy center space. Depending on securing all necessary funding,
construction may begin as eazly as 2003 or 2004.
2. In August, 2001, Neighborhood House acquired property at 193 East Robie Street (just south of the existing
community center). The four-plex apartment building located on the property has been vacant since August of
2001. The intention is to relocate some office uses to the building for an interim period until the new enlarged
communiTycenterisconstructed. Thefour-plexaparhnentbuildingwillberemovedtomakeroomfortheexpanded
community center. Cunently, office space requirements are such that some meeting rooms in the EI Rio Vista/
Neighborhood House Community Center have been converted to o�ces. While using the aparhnent structure for
office uses will not result in a net increase in employees, it will allow a more efFicient use of the existing
communiTy and recreation center. The Department of Parks and Recreation supports this request.
3. Section 4623597 of Minnesota Statutes permits the municipal governing body to allow interim uses according to
the following standazds:
(I) the use conforms to the zoning regulations;

35 the El Rio Vista/Neighborhood House Community Center aze located. Land zoned RM-1 allows pazks and
36 recreation facilities, and their accessory uses. While exclusive office uses are not allowed in RM-1, the proposed
37 use of the building at 193 East Robie Street is cleazly accessory to the use currently existing at the Community
38 Center, and is simply a relocation of that use for an interim period.
39 (2) the date or event that will terminate the use can be identified with certainty;
40 This condition is met. The use is necessary to serve as overtlow office space until the expanded El Rio Vista/
41 Neighborhood House Community Center can be built, and to allow the Community Center to remain open during
42 construction of the new facility. Funding will determine the exact timing of construction. The applicant requests

Subd. 2. Authority. Zoning regulations may permit the governing body to allow interim
uses. The regulations may set conditions on interim uses. The governing body may
grant permission for an interim use of property if.

4. Section 64.300(d) of the Zoning Code, requires that, before the Planning
Commission approves a principal use subject to special conditions, the
Commission shall find that:
(1) The ezfent, location and intensity of the use will be in substanfia/
compliance with the Saint Paul Comprehensive Plan and any applicable
subarea plans which weie approved by the city counciL
This condition is met. Recommendation #7 of the Area Plan Summary of the
West Side Community Plan and the Riverview Commercial Corridor
Revitalization Program (recommended on July 13, 2001 by the Planning
Commission as an element of the Comprehensive Plan) calls for "supporting
the expansion of Neighborhood House Community Center and EI Rio Vista
Recreation Center and its available parking."
(2) The use will provide adequate ingress and egress to minimize traffic
congestion in the puBlic streets.
This condition is met. The applicant and developer have reviewed the
proposed ingress, egress, and parking areas with site plan review staff from
the Department of Licensing, Inspection, and Environmental Protection.
(3) The use will not be detrimental to the existing character of the
deve►opmenf in the immediate neighborhood or endanger the pubiic
health, safefy, and qeneral welfare.
This condition is met. The proposed interim use is compatible and consistent
with the development proposed for the site, and with the adjacent residential
and commercial land uses. The apartment building has long existed as an
isolated residential remnant on the block where the community center and
ball fields are located.
(4) The use will not impede the normal and orderly development and
improvemenf of the surrounding property for uses permitted in fhe
district.
This condition is met. The proposed interim use is compatible and consistent
with the development proposed for the site, and with the adjacent residential
and commercial land uses. The apartment building has long existed as an

Commission shall find that:

compliance with the Saint Paul Comprehensive Plan and any applicable
subarea plans which weie approved by the city counciL
This condition is met. Recommendation #7 of the Area Plan Summary of the
West Side Community Plan and the Riverview Commercial Corridor
Revitalization Program (recommended on July 13, 2001 by the Planning
Commission as an element of the Comprehensive Plan) calls for "supporting
the expansion of Neighborhood House Community Center and EI Rio Vista
Recreation Center and its available parking."
(2) The use will provide adequate ingress and egress to minimize traffic
congestion in the puBlic streets.
This condition is met. The applicant and developer have reviewed the
proposed ingress, egress, and parking areas with site plan review staff from
the Department of Licensing, Inspection, and Environmental Protection.
(3) The use will not be detrimental to the existing character of the
deve►opmenf in the immediate neighborhood or endanger the pubiic
health, safefy, and qeneral welfare.
This condition is met. The proposed interim use is compatible and consistent
with the development proposed for the site, and with the adjacent residential
and commercial land uses. The apartment building has long existed as an
isolated residential remnant on the block where the community center and
ball fields are located.

improvemenf of the surrounding property for uses permitted in fhe

WHEREAS, the Zoning Committee of the Planning Commission, on October 25, 2001, held a public hearing at which all
persons present were given an opportunity to be heard pursuant to said application in accordance with the requirements
of §64300 of the Saint Paul Legislative Code; and
WFIEREAS, the Saint Paul Planning Commission, based on the evidence presented to its Zoning Committee at the public
hearing as substantially reflected in the minutes, made the following findings of fact:
1. Neighborhood House, a community and social service center, has coexisted with the EI Rio Vista recreation center
at 179 East Robie Street, leasing space at this location from the City Parks and Recreation deparhnent since 1970.
The City's CIB fund has already awarded $477,000 to design a new commuriity center at the current location of the
Neighborhood House/El Rio Vista CommuniTy Center; the CIB committee recommends approval of additional
funds in 2002, 2003, and 2004 to support this project. To meet its growth in programmatic needs, Neighborhood
House plans to ultimately double its communiTy center space. Depending on securing all necessary funding,
construction may begin as eazly as 2003 or 2004.
2. In August, 2001, Neighborhood House acquired property at 193 East Robie Street (just south of the existing
community center). The four-plex apartment building located on the property has been vacant since August of
2001. The intention is to relocate some office uses to the building for an interim period until the new enlarged
communiTycenterisconstructed. Thefour-plexaparhnentbuildingwillberemovedtomakeroomfortheexpanded
community center. Cunently, office space requirements are such that some meeting rooms in the EI Rio Vista/
Neighborhood House Community Center have been converted to o�ces. While using the aparhnent structure for
office uses will not result in a net increase in employees, it will allow a more efFicient use of the existing
communiTy and recreation center. The Department of Parks and Recreation supports this request.
3. Section 4623597 of Minnesota Statutes permits the municipal governing body to allow interim uses according to
the following standazds:
(I) the use conforms to the zoning regulations;
