The idea behind this program is to assist local business o�ni�atians in upgrading the visva.l and aesthetic el�ents of their shapping area. The ar�phasis is � �P��1� � p��-�-� �� which will make the cam�ercial area mare attractive, safe and carivenient for cons�rs, and thereby, a better place to do business. Costs incurred for iarq�rove�nts are shared by the businesses an an assessnent basis, and by the City. The public share of capital imprav�nent costs will nat exceed 50$ of the total project cost. In additinn, responsibility ior future operation and maintenance (including costs) of special in�rove�bents (ornamerital street lighting, malls, greenspace, etc.) will be the respo�nsibility of the area. business o�*±;zation. This program is undertaken as a cooperative venture betw�en private businesses, public and private neighborhood and business organizations, and City staff. The neighborhood ar�d businesses m3y wish to propose variaus ;�Yoven�ents, including: � l. Iandscaping (tre�s, planters, greenspace) . 2. Sidewalks (decorative treatinent, or additional sidewa]ks) 3. Lighting (prnamental and/or ped.estrian lighting in additic�n to stand�d. st.re�t lighting) . 4. Signage (public only, not including individual merchant's signs) . 5. Other im�rove�nts to enhance the shopping enviranm�nt of the area (such as benches, kiosks displaying upc�ing neighborhood events, bicycle racks, etc.) . r a _ 2 - In order for these activities to be tmd:ertaken and achieved, the district cauncil, neighborhood organi.zations and the business caa�mmity must have a strong crnanitrrn�xt to theas planning, iinplementation, campletion and evaluaticn. PROGRAM C:OORDINATIC�T ArID S'�RA'1'EGIES The Neighborhood C�.cia1 Area I�rovenent Program is designed to be cne tool in the averall Neighborhood Business Revitalization Program. The Cam�excial In�rovement Program is inte�ded to ac�dress the public improvem�nts aspects of the cc�n�rcial area. It is expPct�ed. that o�xcial areas rPquesting City assistance with public improv�ents and visual amenities will also be participating in other neighborhood and business improv�ent programs. S�eci.fic coordinatioaz will be exp�cted with the follow�ng programs: � " Ca�excial Rehabilitatian - law-intexest loans for exterior improvanents. IACal Deve].og�►ent Canpany and SBA "502" loans - formation of a local business and neighborhood corporation to assist local businesses in abtaining S�ia11 Business Admisiistratiari (�A� loans. Residential ?mprove�nent - c�wncentrated rehabilitation of existing hanes thraugh the Intensified Treatinent Are.a (I�A) Program o�' - - - Neighborhood Hous�ng Servioes (I�iS) Program- D�ronstration of Private Sector Ccc�nit�rent - this may occur thtroa�gh evidence of conventionally finanoed cam�rcial loans and resiaential i�rovements. . The overail Neighborhood Revitalization Program in each area should include each of the follawing program ele�ts: 1. A7andatozy Design Standarc3s and Mandatozy Parti�ipation - to be successful caim�xcial revitalization depends upon participation by the majarity of businesses in an area. Arranging isolated loans for a handful of the more �m�aginative and progressive individual businesses is not ooamtiercial revitalization. ,;.,.::< � A successful project requires mandatory averall design star�dards and sare autharity or incentive to attract averall participatian by the merchants. The City currently pravides free architectural servioes to merchants participating in the carmercial rehabilitatian program. 3. Financing - The local businesses must denonstrate �r+;cipatican in existing ca�xcial i�rov�nt loan programs to upgrade interiors of businesses, expand stoGk, br�ng the buildings up to code, etc. City staff assistance is available to assist businesses in loan packaging, credit analysis and w�orking with banks and the S�nall Business Ac�niuu.stration to secure financing both through cca�ventional and publicly assisted prograQns. � :,�. . • - 4 - 4. Management - Pri.n�rily done through the Local Develc�z�roent Ca�anies or business associations in ccmjunction with City staff, this program element shauld includ,e praYr�ti�, advertising. recr�ai.tment of new businesses, market research, security, maint�e.nance, and sanitati�. The Ccam�ercial Arna Im�rave�nt Program is only cn.e elanent of a successful Neighborhood Busir�e5s Revitalizatian Pn�gra�►, and shauld be considered oaie t�ool in the averall cc��cial revitalization effcart. PRUGRANS APPLICATI(�T PROCESS Bus�ness groups (IDCs or business associations) are resp�sible for tt�e su�missian of Ccamiercial-Area I�rave.m��t Progra�n applications to the City. The business group or LDC is e�pected to have the lead respansibility through�ut the pn�ject. Applicati.ons must inc].ude the folla�ring inforntiation: 1. General inforn�atiari abazt th�e specific ocem�xci.al area. applying for the Ca�rercial Area Improv�ne�at PrograQn. Supporting mat�erial should include: a. Boundaries and size of prc�posed program area; and a specific timetable for project i�n�ven�zts. Improve�rerits should occur in the shortest �nount of tiure feasible to m�ximize in�act. b. Land use maPs- f,.� c. Over-all physical design plan for the area, including parking, lighting, street improven�zts and design cnntrols. d. Number/percent of ccarmercial structures already participating - 5 - . in ca�arescial rehabilitation, and/or improve�ent loans (both through conventional financing or other loan sources) . e. Leverage ratio (private oo�mitinent/public) of targeted area; inclucle in the private aa��il�nent, any small business develaFarn.nt or oamnercial rehabilitation which has taken place during the past 2 years plus any future cca�mitrr�ents anticigat:ed by area. businesses. f. Related neighborhood i�rovem�nts, proximity to residential ITA, I�iS and other ca�arn�nity in�rov�nts. 2. Overall Neighborhood. Business Revitalization Program - An explanation of the maruzer in �ich the propos�i ImpravemP.nt PnxJr�n ties in with and helps to implement overall plans, such as a district plan and/or a c�amyercial strip plan, including an explanatiari of haw the program will sa.tisfy sane or all of the goals and abjectives established in these plans. Supporting should inclur�e: a. Past acvo��lisl�m�ents and current involv�nt in revitalizati� Pr'aJ�, LDCs, loans, etc. - b. Targets for future ccert�xcial. irr�roveqnents e.g. new busi.nesses, better participation by existing businesses, etc. c. Costs (amo�t of mnney needed to ca�lete project) and prel�minary indication of local businesses willingness to acoept assessment for their portion of project improv�nents. d. Management efforts by the business on�ani.zation such as pranr�tion, publicity techniques utilized to initiate interest and contact businesses and indica.tions of their willingness to participate, market research, etc. - 6 - . . . SEL�TION CFtI"I�RIA Cucir�rcial Area Im�rove�ent areas will be selected based ari an evalUation of the area's ov�xall Neighborhood Business Revitalization Progra¢n and how the public improvements and amenities fit into the area's overall program. The follaaing criteria will be used to evaluate praposals: � 1. Ir�cal Ca�nitment and Participatio� - The level of business participation in both Ca�reial Rehabilitation loans and I,ocal Develogn�nt Ca�ariy (Small Business Ac�i.nistration "502" loans) will be of prime in�ortance in selection of an Im�rovemQnt Psea. A miniirnam of 50� of existang businesses iraast indicate past or intenc3ed pasticipa.tion in i�qaroving their business and bringing their building into oonformance with build:ing oodes �:-:, and local.standards. Credit will also be given for businesses upgrad.ing their structures through conventional financing. 2. Oo�munity ?m�act/Strategic I�oca.tion - Preference will be given to locati�s which allaw the effect of improv�nt in the program area to be "cai�ied aver" into adjaoent resid�ntial and �rcial areas. Such an effect might ensure the stability of existing, sound co�m�rcial areas or reinforoe the improven�ent of deteriorated areas nearby. Preference will be given to oo�mercial areas in close pra�mity to e�sting residential Intensive Treat�ment Areas or Neighborhood Housing Services projects. 3. PrograQn �asibility - There should be a clear relationship between �� program objectives and other elem�nts of the overall NeighborYu�od Business Revitalization program. Proposed activities should be both realistic and sufficient to accomplish objectives within tY�e overall revitalization oontext. - 7 - 4. Tim� Fra¢ne - Praposed activities nnast be oo�tpleted within three y�ars, with nbst pnx,�raQn areas requiring scdnewhere betw�een oaze to two years. Business Participation,- The interest and ocemLitir�ent of area businesses is essential to the program's success. Plan Conformance - Programarea proposals will be evaluat:ed a�st district level and city-wide plans and the three-year Ca�mtmity Develognent Plan, if applicable. 7. DiStrict Ozganizations - The recognized. local cl�evelapn�nt o�any or business organization in �e area nnast approve plans for the Ccnmercial Area Improv�nent Prograan. The District Council or reoognized vo�nrnuzity group must have input int�o the Coa��rcial �irea Impr�v�snent Plan. 8. Preliminary Design Ccem�itt�- The City's Preliminary Design Comnittee (made � of Public Works, Traffic and Planning Staff) iraust review iur�rovement plans for public land and public right-of-�aay. This review is for conforn�zce to City policy. - 8 - , . � . DURA.TION AND CIDS�OUI' It is ex�ected that a Ca�nercial Improvem�zt project will last o�ne to three years. Since c�iercial }�zsinesses and the business organizata.ons are respons9ble for establishing the program, they are also responsible for manitoring the progress of the program. All program areas wi.l1 �ae evaluated by area businesses, T�Cs where appropriate, and City staff on an annual basis. The HRA would like the Department of Public Works to construct this alley under your city alley constzuction contracts. The funds for this project . are A d� Urban Renewal Bond Funds, Jackson School Alley. If it is � possible we would like to have this "L" portion of the alley constructed during this construction season, so as to be in use at the anticipated finish of the construction of the Medical clinic.
