An Administrative Resolution approving the terms and
conditions of a 1979 Memorandum of Agreement between
tlie City of Saint Paul and the International Aasociation
of Fire Fighters AFL-CIO, Local 21, regarding the
provisions of the 1979 Arbit ration Award dealing with
wages and residency.
WHEREA5, the Counci]., pursuant to the provisions of Section 12. 09 of
the Saint Paul City Charter and the Public Employees Labor Relations Act of
1971, as amended, recognizes the International Association of Fire Fighters
AFL-CIO, Local 21, as exclusive representative for those classes of positions
within the City of Saint Paul certified by the Bureau of Mediation Services under
Case No. ?3-PR-169-A for the purpose"of ineeting and negotiating the terme
and conditions of employment for all fu11-time personnel in the classes of positions
as set forth in the Memorandum of Agreement between the City and the exclusive
representatives hereinabove referenced; and
WHEREA5, the City, through designated representatives and exclusive
representatives have met in good faith and entered into ar�aitration regarding
the terms and conditions of emp].oyment for the period January 1, 1979, th.rough
December �1,- 1�79, for such personnel as are represented by the exclusive
represent�tive; and ,
WHEREAS, an Arbitration Award dated July 18, 1979, has been issued
which includes awards dealing with Residency and Wages; now, therefore, be it
RESOLVED, that the Memorandum of Agreement, cited above, dated as of
the effective date of this Resolution, between the City of 5aint Paul and the
International Association of Fire Fighters AFL••CIO, Local 21, on file in the
office of the City Clerk, is hereby approved, and the authorized administrative

MEMORANDUM OF AGREEMENT

This is a Memorandum of Agreement between the City of Saint Paul and the
International Association of Fire Fighters AFL-CIO, Local 21. Both parties
hereby agree that the wage award and the residency award contained in the
arbitration award dated July 18, 1979, be implemented at this time. It is
further agreed by both parties that these provisions will be included in
the complete 1979 Collective Bargaining Agreement which will be prepared at
a later date.
The provisions to be included in this Memorandum of Agreement are as follows:
1. RESIDENCY
The following language shall be added to the current residency article.
19.9 In the event the City of Saint Paul repeals or is prohibited
by a superior governmental authority from imposing residency
requirements for its employees, the provisions in this contract
regarding residency shall be of no force and effect.
2. WAGES
Salary rates for all classes of positions represented by Fire Fighters
Local 21 shall be increased 7�. This salary increase shall be retro-
active to January 1, 1979.
IN WITNESS WHEREOF, the parties hereto have affixed their signatures this
