273517 WMITE - CITV CLERK CO1111C11 ' B NER�AVOR MENT GIT OF SAINT PAUL �t��� �„ File N 0. ncil Resolution � Presented By Referred To Committee: Date Out of Committee By Date WHEREAS, Minnesota Mutual Life Insurance Company, hereinafter referred to as "MML" has expressed a willingness, desire and capacity of constructing a major development on property commonly known as B1ock C which is owned by HRA and bounded by Jackson and Robert, and Sixth and Seventh Streets, Community Development Program District 17; and WHEREAS, the nature of the development requires conveyance of the entire block to NlN� with certain contract provisions for the construction of, among other things, parking facility to accomodate between 300 to 500 cars, retail areas, skyway connections and concourse, and a high rise building; and WHEREAS, MML has requested that the City of Saint Paul prelim- inarily approve MMI,' s schematic proposal in addition to assisting MN� in matters relating to the planning and construction of the development; and WHEREAS, staff fram various City departments have reviewed MML' s preliminary development proposal and have determined that MML appears to have the necessary financing, experience and qualifications to purchase and develop Block C; and WHEREAS, staff from various City departments have further determined that the best interests of the downtown business district would be served by the completion of and the City's cooperation toward the completion of this proposed development. NOW THEREFORE, BE IT RESOLVED that the City Council on behalf of the City of Saint Paul, hereby preliminarily approvc3sthe general format and content of MML' s proposed development, subject to later refinement where appropriate. Council Resolution Presented By Referred To Committee: Date Out of Committee By Date -2- FURTHER RESOLVED that in this regasd and consistent with the City' s intention to be both cooperative and supportive of 1�IL's proposal, the City will use its best efforts to: l. Make available to MML, water service, storm and sanitary sewer that would support a project which is expected to approach 1,000,000 square feet of floor space, in streets which are adjacent to Block C. 2. Unless an existing agreement or understanding would preclude it, make available existing soil test data, and cooperate with the general contractor to acquire additional borings at MML's expense. 3. Allow MML to construct 850,000 square feet of office space on Block C in two phases, provided that no con- struction can commence � _ _ without HRA and the Cit�' s prior approval of the preliminary d�signs, and plans. 4. Eli.minate street parking on Sixth Street and Robert Street in the vicinity of the �outhwest corner of the block, as appropriate. 5. Furnish to MML, existing constructiqn documents relating . to the parking ramp now located on Block C as such docu- ments relate to and would assist in the demolition of this ramp. Assist MML in negotiating with State taxing authorities to, if possible, ease the impact of real estate taxes during construction. 7. Approve the final architectural design for Block C prior to the execution of the contract or purchase agreement, provided that the architectural design and purchase agreement may include and allow for an easement to the City to construct a transit system turn, over, under or across the northeast portion of Block C, or as necessary and advisable. FURTHER RESOLVED, that the appropriate city officers are hereby authorized and directed to negotiate, refine and execute on behalf of the City of Saint Paul all those documents necessary for the completion of the development of Block C.
