An Administrative Resolution revising the Class
Specification for the title of Project Manager IV
in the Civil Service Rules.
RESOLVED, that the Civil Service Rules be amended by striking
from Section 32 the Class Specification for the title of Project Manager
IV, and by substituting in lieu thereof, the attached Class Specification
for the title of Project Manager IV.

DESCRIPTION OF WORK
General Statement of Duties: Performs highly responsible professional and
supervisory work directing the day-to-day operations of multi-faceted
development projects with substantial dollar investment/re-investment as
well as extremely complex coordination requirements; and performs related
duties as required. ' _
Supervision Received: Works under the general guidance and direction of
the Director of Projects.
Supervision Exercised: Exercises within the unit general technical super-
vision over lower level project managers, technical and clerical workers.
May exerc3se technical supervision over Technical Services staff, Project
Services staff, and other project support staff on a project basis.
TYPICAL DUTIES PERFORMID
The listed examples may not include all duties performed by all positions in
this class.
Directs projects having extremely large budgets with extensive and complex
implementation problems.
Supervises all phases of assigned development projects and monitors pro�ects
in order to ensure that the plans and policies of the .Renewal Division
are followed.
Solicits development proposals, .negotiates with local underwriters, and makes
recouunendations as to which proposal to accept.
Establishes and monitors pro�ect schedules and budgets.
Directs assigned pro3ect services staff to acquire properties, prepare land
sale contracts and .deeds, and .relocate businesses and families.
Directs assigned .technical .services divisivn staff to conduct .design and '
engineering.rev3.ews and .recommendations, to prepare budget and scheduling
information, to obtain surveys, and to monitor construction activities.
Provides� direction to City Attorney�s staff on specific projects to ensure
tfiat those provisions .necessary to the execution of a project are included
in the .legal agreeme.nt. .
Cooidinates the efforts of Pro3ect Management with those of other divisions,
_department and agencies:
Coordinates public activities with private activi�ties by directing the
_ expenditures� and scheduling of public activities with private .developers,
property owners, utilities; and others.
Provides for the training and professional .development of assigned Project
Assistanta.
Administers third party contracts with outside consultants to praduce work
products related to specific .development projects.
KNOWLEDGES, SKILLS AND ABILITIES
Thnrough knowledge of urban.renewal processes.
T[iorougfi knowledge of city government and city planning.
Tfiorough knowledge of .federal.regulations and applicable programs.

land acquisition and disposition.
Thorough knowledge of banking practices, accounting skills and tax
incentive potentials.

and groups.
Marked abilitq to be innovative�in the financing of development pro�ects.
Marked ability to manage resources such as personnel, time and money.
MINIMUM QUALIFICATIONS
College graduation with ma3or course work in Public Administration, Business
Administration, Urban Planning, Economics, Management, or a related field
and two years� experience as a Project Manager III or equivalent.
