F. No. 273262, adopted July 3, 1979 , upon the request of Operation 85 , approved a 90 day period for the study and development of alternative financial and management plans for the implementation of the Downtown People Mover Project (DPM) ; and WHEREAS, on October 11, 1979 , at a regular meeting of the City Council, Frank Hammond, President of Operation 85, presented an interim oral report, indicating that the DPM Project, with expanded participation by the private sector and a revised operating management program, in the opinion of Operation 85, remains a financially feasible project, and that Operation 85 will make a written submission of its proposed alter- native financial plan and operating manage�nt program for Council consideration in the future; and WHEREAS, in view of the 'foregoing, it appears desirable to continue the DPM planning process , to request the Metropolitan Transit Commission to reinstate the UMTA grant for impiementation planning and to authorize expenditure of City funds for implementation planning. NOW THEREFORE, BE IT R�SOLVED by the Council of the City of Saint Paul that implementation planning for the DPM be continued with City Council affirmation of its commitments to City participation in capital cost and operating deficit contained in Resolution, C. F. No. 272264. RESOLVED FURTHER that the expenditure of City funds in the amount of $25,000 provided for in the 1979 Capital Improvement Budget and Program authorized for implementation planning by Resolution, C. F. No. 272264, is hereby affirmed. RESOLVED FURTHER that the City Council requests MTC to reinstate the grant amendment under the DPM Joint Powers Agreement covering the implementation planning for Phase I A Supplemental Scope of Work. RESOLVED FIiVALLY that the City Clerk is hereby directed to transmit copies of this Resolution to the Chairman of MTC and the Administrator of UMTA.
