1 WHEREAS, the Saint Paui City Council established the Focusing Our Resoure s on Community
2 Empowerment, or FORCE, program in 1992 with CF#92-813, which indicate that FORCE would focus on
3 street level drug iraffic and act in coordination and cooperation with Ramse County Social Services, Code
4 Enforcement and crune prevention programs — including block clubs; an
s WI�REAS, the Saint Paul Police Departrnent and FORCE have p ormed these funcfions in a professional
6 and exemplary fashion since that time, and they have recently exp ded FORCE's and the Department's role by
� adding Code Enforcement responsibilities to the workload of FO CE and other Police Officers; and
a WHEREAS, nuisance, property and violent crime and co violations often coincide at some of the City's most
9 difficult problem properties, they aze different, and requi different skills and Irnowledge to handle effectively;

1 i WHEREAS, the City Council is currently delibe ting on the Police DepartmenYs annual budget request which
iz includes its proposal for $1.6 million in overti to cover basic public safety services for the City of Saint Pau1,
i3 not including code enforcement

ia WHEREAS, the City Council finds tha rt is important for the Police to continue the FORCE
is program. The original concerns that le to its creation still e�st, tlus includes the debilitating effect of drug
� 5 properties on the City's neighborhoo s. The FORCE program's parhierslaip role working in cooperation with
i� Code Enforcement—among others is vital to the eradication of these types of problem properties; and
is WI�EREAS, adding another ecific task to the Police Department requires training to effectively enforce the
t9 City's Housing Code.
zo BE IT RESOLVED, at the Saint Paul City Council requests that the Police Department continue to work in
2i coordination with C e Enforcement, as it has for the past nine years, not in conflict or competition with Code
22 Enfarcement; and

t BE TT RESOLVED, that FORCE and other police officers perfonning Code Enfarcement duties represents a
2 major policy shift in the way the City deals with properties, and therefore, the City Council requests the
s Administration, Police Department and Code Enforcement work in cooperation with it to develop clear policies
a and procedures to use our limited Code Enforcement and Police resources in the most efficient ntanner; and
s BE IT FINALLY RESOLVED, until such policy discussion takes place, the City Counci requests the
5 Administrarion and the Police Department cease the prnctice of having FORCE and othe police officers perform
� Code Enforcement responsibilities.
