01-1151R a,-�. ��. a-" i a4� � .+� ��, �. �a ;���...�� � RESOLUTION �°'°��� � f� i CITY�JF SAINT PAUL,�V� SPTA _ Presented by Council File # a�_ t I5 � Green Sheet # tc� � t g � 1 WHEREAS, the Saint Paui City Council established the Focusing Our Resoure s on Community 2 Empowerment, or FORCE, program in 1992 with CF#92-813, which indicate that FORCE would focus on 3 street level drug iraffic and act in coordination and cooperation with Ramse County Social Services, Code 4 Enforcement and crune prevention programs — including block clubs; an s WI�REAS, the Saint Paul Police Departrnent and FORCE have p ormed these funcfions in a professional 6 and exemplary fashion since that time, and they have recently exp ded FORCE's and the Department's role by � adding Code Enforcement responsibilities to the workload of FO CE and other Police Officers; and a WHEREAS, nuisance, property and violent crime and co violations often coincide at some of the City's most 9 difficult problem properties, they aze different, and requi different skills and Irnowledge to handle effectively; io and 1 i WHEREAS, the City Council is currently delibe ting on the Police DepartmenYs annual budget request which iz includes its proposal for $1.6 million in overti to cover basic public safety services for the City of Saint Pau1, i3 not including code enforcement � ia WHEREAS, the City Council finds tha rt is important for the Police to continue the FORCE is program. The original concerns that le to its creation still e�st, tlus includes the debilitating effect of drug � 5 properties on the City's neighborhoo s.
