That a permanent utility easement shall be retained within the vacated azea to protect the interest of Qwest and any of its existing facilities in the vacated area.. 23 4. This portion of the alley was dedicated for the purpose of a turn-azound when the portion of alley to the east was vacated. The turn-around area was never constructed and is on a severe uphill grade. It is not currently used, nor is likely ever to be used due to the steep grades. So the alley, as it is cunently used, is already dead-ended without a turn-azound. This portion of the alley was dedicated for the purpose of a turn-azound when the portion of alley to the east was vacated. The turn-around area was never constructed and is on a severe uphill grade. It is not currently used, nor is likely ever to be used due to the steep grades. So the alley, as it is cunently used, is already dead-ended without a turn-azound. This portion of the alley was dedicated for the purpose of a turn-azound when the portion of alley to the east was vacated. The turn-around area was never constructed and is on a severe uphill grade. It is not currently used, nor is likely ever to be used due to the steep grades. So the alley, as it is cunently used, is already dead-ended without a turn-azound.
