01-1146° F;''�'� '; 9 ��o_��.,:; Council File # � �� � ��� Resolution # Green Sheet � 39325 Presented By Referred To RESOLUTION �T PAUL, NNESOTA � � �Ip Committee: Date RESOLUTION APPROVING REDEVELOPMENT PLAN FOR THE KOCH/MOBIL REDEVELOPMENT PROJECT 1 WHEREAS, the Council of the City of Saint Paul (the "Council") has the statutory 2 responsibility under Minnesota Statutes Section 469.028, to approve redevelopment plans and 3 projects of the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota (the 4°I3Itt1"), after pubiic hearing thereon; and 5 WHEREAS, the HI2A proposes to undertake the Koch/Mobil Redevelopment Project (the 6"Project"), and has submitted to the Council the Redevelopment Plan and the written opinion of 7 the Saint Paul Planning Comxnission as to the Redevelopment Plan; and 8 WHEREAS, said Redevelopment Plan contains an identificarion of need and statement of 9 objectives and program of the HRA for canying out of a redevelopment project including 10 property to be acquired, public improvements to be provided, development and redevelopment to 11 occur, and sources of revenue to pay redevelopment costs of the Project; and 12 WHEREAS, the Saint Paul Plarnuiig Commission has reviewed the said Redevelopment 13 Plan, and approved the same as being in confornuty with the Saint Paul Comprehensive Plan and 14 the general plan for the development and redevelopment of the City as a whole; and o� _ ily� 15 WF3EREAS, on October 24, 2001, the City Council conducted a public hearing on the 16 Redevelopment Plan, after published notice thereof; and 17 WHEREAS, at said public hearing the City Council heazd testimony from all interested 18 parties on the Redevelopment Plan; and 19 WHEREAS, the City Council has considered the findings and deterniinations of the Saint 20 Paul Plauuing Commission and the I3RA respecting the Proj ect and Redevelopment Plan, 21 together with the documentation submitted in support of said Redevelopment Plan and has taken 22 into account the information and lrnowledge gained in hearings upon and during consideration of 23 other matters relating to the developments proposed for said Project. 24 NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Saint Pau1, 25 Minnesota, hat�ing reviewed and considered the documents submitted and the recitals, 26 representations and provisions contained therein, as follows: 27 28 29 30 31 32 33 34 35 36 37 38 39 2. 40 41 42 43 It is hereby found and determined: I:� � C. � that the undertakings and site of the Project, as described in the Redevelopment Plan constitutes a"redevelopment project" within the meaning of Minnesota Statutes, Section 469.002, Subdivision 14; That the land in the proj ect area would not be made available for, nor would redevelopment be financially feasible without the public improvements and the financial assistance proposed for the Project; That the Redevelopment Plan will afford maxnnum opportunity, consistent with the sound needs of the locality as a whole, for the redevelopment of such azea by private enterprise; and That the Redevelopment Plan conforms to the Saint Paul Comprehensive Plan and the general plan for the development of the locality as a whole.
