RESOLUTION APPROVING AND ADOPTING REVISED PROGRAM GUIDELINES
FOR THE CITY OF SAINT PAUL SELECTIVE CLEARANCE PROGRAM
WHEREAS, the Council of the City o� Saint Paul, upon the recommen-
dation of the Housing and Redevelopment Authority of the City of Saint
Paul, Minnesota (HRA) , did approve a Selective Clearance Program and
Program Guidelines as a part of the Community Development Block Grant
Program by Resolution, Council File No. 269909 adopted October 13, 1977;
and
WHEREAS, the Selective Clearance Program and Guidelines have been
subsequently amended by Resolutions, Council File No. 272189 adopted
December 12 , 1978 , and Council File No. 272713 adopted March 27 , 1979;
and
WHEREAS, the HRA has proposed certain additional Program Guidelines
changes set forth in a staff report dated August 24 , 1979 , and by its
Resolution No. 79-8/29-13 adopted August 29 , 1979 , recommended to the
City Council the adoption of these additional changes and the adoption
of a four page typewritten document entitled "City of Saint Paul
Selective Clearance Program Revised Guidelines" dated August 29 , 1979 ,
a restatement of the Selective Clearance Prograzn Guidelines incorporating
prior City Council amendments and these additional changes; and
WHEREAS, in order to meet changing circumstances , including the
increase of costs of home rehabilitation, and in order to permit greater
flexibility in Program administration, it appears desireable to adopt
these revised Guidelines which have been reviewed by the District
Councils and approved by the Mayor's Rehabilitation Advisory Committee.

R EGA R D I NG REVISION OF GUIDELINES FOR SELECTIVE CLEARANCE PROGRAM
The Selective Clearance Program was created as a means of providing a viable alternative in instances
where rehabilitation is infeasible and even the rehab grant program would be an inadequate solution.
Selective Clearance has been found to be a workable approach, but its effectiveness is limited by
the effects of inflation and the lack of flexibility in allowing District Councils ta use the program
to meet rehab objectives. A widening of program applicability has received the support and approva!
of the District Councils and the �'�4ayor's Rehab Advisory Commit:ee. .
The proposec! revisions are summarized below:
1. The maximum appraised value of properties, exciusive of land, would be increased fmm
$10,000 to $15,OQ0, to account for rising property values since the program was first #ormulated.
2. Eligibility and re-use criteria would be expanded to permit Selective Clearance in all Residential
Improvement Strategy Areas, with certain restrictions imposed, depending on R.I.S. designation.
This is particularly in response to the six newly designated ITA's approved for CD Year V
which contain a significant level of Improvement III Areas. More effective use of Sel�ctive
Clearance in conjunction with programmed acquisition would also be possible.
3. Relocation assistance would be increased from a maximum replacement housing benefit
of $15,000 to a maximum of $20,000 through the use of a supplementary $5,000 grant
to be applied to replacement housing costs on a case-by-case basis, when Recessary to
achieve relocation feasibility. Supplementary assistance would be limited to such directly
related expenses as demolition.

4. HRA Board approval would be required only in 'instances requiring suspension or waiver
of the guidelines. Recommendation by District Counci! and approva�.l�y the Rehab and
Renewal Administrators of P.E.D., and in certain situations by the Mayor's Rehab Advisory
Cammittee, would be required for properties meeting guidelines. This would be consistent
with the administration of other comparable grant programs.

SELECTIVE CLEARANGE PROGRAN]
REVISEn GUIDEI.INES
A Program utilizing Code Enforcement/Relocation/Demolition to supplement the City-
Wide Rehabilitation Program consistent with the Residential Improvement Strategy of the
City of St. Paul.
I. PURPOSE:
To supplement the St. Paul Rehabilitation Loan and Grant Program by providing an
alternativr� to rehabilitation of buildings in loan and grant processing which are deter-
mined to be structurally substandard and infeasible to rel�abilitate due to rninimal
original construction and the effects of age, deteriora-tion and lack of prope: maintenance.
II. OB�ECTIVES:
1. To pravide relocation assistance to Reh�b=litation Loan and Grant applicants
when their structures are determined to be infeasible to rehabilitate and
structurally suustandard. �
2. To demolish s�ibstandard and infeasibJ.e struct�:res. ,
3. To provide imrr�ediate land re-use by present o�vners whenever possible.
4. To avoid acquisition and removing land from the tax rolls.
III. CONTENT AND OPFIZATION:
1. Eligibility will be restricted to City-Wide Rehabilitation Loan and Grant applicants
who rneet the following criteria:
a. Must be owner occupants of 1 or 2 family dwellings a minimum of 3 years .
prior to the date of application for rehabilitation.
b. Must execute an agreement to rebuild w}�enever feasible or have a letter
of intent from a developer to rebuild within one year from the date of
placarding, or be recommended for exclusion from this requirement in
accordance with the criteria in Section 3. below.
c. Must have an annual income consistent with the St. Paul Rehabilitation
Loan and Grant Program.
d. Must be credit worthy regarding financing of replacement housing.
2. Eligibility will be restricted to those dwellings which meet the followi.ng criteria:
a. Must be structurally substandard in the opinion of the City of St. Paul,

Departrnent of Community Services, Housing and Building Codes Division,
and therefore not suitable for the Urb�n Hnmestea.d Program.
b. N9ust be infeasible to rehabilitate utilizing a.11 available rehabilitation
programs as determirled by the Rehabilitation Section of the Renewai
Division of the Department of Planning and Economic Development.
c. Must be determined to be structurally substa►-�dard and infeasible to rehab-
ilitate by an independent fee appraiser. The cost of the appraisal wilt
be an eligible program expenditure.
d. Must have an appraised value of $15,000 or less (exclusive of land).
e. Must be listed on the Rehabilitation Refusal List established by the Refusal
Policy as adopted by City Council Resolution.
3. The followir�g policies will be applicable to re-use determinations:
a. Improvement III Areas:
Properties are eligible only if locatec[ in an approved ITA, and will be either
redevelop�d for residentia! re-use �vithin 12 months, whzre suitability
for suct� re-use is clearly determined, or the lot is contiguous to a programmed
acquisition or site assembly area r,vhich is �ch�d�.t!ed for implementation
withi►� 12 months from date of placarding.
b. I�rove:rnent II Areas:
Properties within an approved ITA are eligible if the lot is to be redev�loped
for residential re-use within 12 montF�s, or to be developed in conjunction
with other programmed site acquisition, or the lot cannot be redeveloped
due to zoning limitations.
Properties not within an approved ITA are eligible only if the Iot will be �
redeveloped within 12 months and suitability for such re-use is clearly
determined through the extent of rehab activity within the block, or to
be developed in conjunction with otFter programmed acquisition.
c. Im�rovement I Areas:
Properties within an approved ITA are eligible i# the lot is to be redeveloped
for residential re-use within 12 months, or to be developed in conjunction
with other programmed site acquisition, or the lot cannot be redeveloped
due to zoning limitations.

d. Conservation I cec II Areas:
Properties within an approved ITA are eligible if the lot is to be redeveloped
for residential re-use within 12 months, or to be developed in conjunctian
with other programmed site acquisition, or the lot cannot be redeveloped
due to zoning limitations.
Properties not in an ITA are eligible if the lot will be redeveloped within
12 months, or to be developed in conjunction with other programmed acquisi-
tion.
e. In order to insure that a lot remains avaiiable, which has been approved
as part of a site assembly or other acquisition program, an option agree-
me��t may be executed between t�e City and the homeowner reserving
the lot for future development fc.r a period of 1S months. A su�plementary
grant would be provided, pursuant to Sec�ion IV. l.a., in lieu of the purchase
price of the lot. Any proceeds from t�a� even�tual sale of the lot for redevelop-
ment would be used to reimburse the City fo?' ti�e supplement�ry grant,
to ihe extent possible.
NOTE:
In conformance with the intent of Council Resolution 272713, adopted March 27, 1979,
criteria applicable to I1'As will also be applicable to target improvement areas in the Merriam '
Park Neighborhood Housing Service Program area in District 13. The same criteria will
be applicable to any additional neighborhood areas in the City for which a Neighborhood
Housing Services program is formally established with the approval and participation of
the City.

IV. FUNDING:
1. Relocation benefits shall be governed by the Uniform Relocation Act.
a. Supplementary grant assistance may be paid fcr expenses related to thz
provision of replace ment housirig. Such expenses may include, b�t are
not limited to: cost of dem�lition, replacement of utility lines, payments
to secure option agreements pursuant to 5ection III.3.e. and such other
assistance as may be determined necessary to obtain replacement izousing.
Total supplementary grant assistance may not exceed $5,000.
2. The Departrient of Planning and Econorriic Development shall disburse ail funds
after all of the above criteria have been met.
3. The rriaximum number of eligible properties shall be limited to available funding.
V. SELECTION YROC�ESS:
1. All properties listed on the Refusal I.ist will be �rocessed through this program
on a first c.o:>>e first served basis, except that priarity shall be given to structures
witii Rehabilitation Loan and Grant applications in proc�ss in areas designated
Improvement III, II, and I, and Conservation II and I Areas in that order.
2. All properties to be included in this program must be recommended by District
Council and approved by the Rehab Administrator and Renewal Administratar
of P.E.D.
Properties tocated in Improvernent II areas, not in ITA's, will also require review '
and approval by the Niayor's Rehab Advisory Cornrnittee. The Commit-tee's
evaluation will be governed by evaluative criteria for determining consistency
with the Residential Improvement Strateg� guidelines and District Plan
Recommendations.
3. Any suspension or waiver of these guidelines must be approved by the I-IRA Board
of Commissioners.
