PETER � Purchasing Agent ' Greatly appreciate your interest and assistance in proposing to update Section 82.07 of the St. Paul Administrative Code. In reviewing current conditions that impact upon the $5,000 proposed threshhold, it would appear that inflation plus the factors below would make a $10,000 limit more appropriate: The last session of Congress raised the Federal Davis Bacon threshhold to $10,000. The State revised the Municipal Contracting Statute in 1977 raising the threshhold of Formal Advertised Bids to $10,000. More importantly, the lower the limit, the more difficult it is to encourage small and minority participation. Presently only 3% of our total contracting dollars is spent through contracts under $10,000, yet 33% of the number of contracts occur in this below $10 ,000 area. Not only would the $10 ,000 limit assure greater small and minority participation, it also would remove additional admin- istrative costs from 33% of our contracts, helping both the vendor and ourselves. Your further consideration in raising the proposed threshhold to $10,000 would be appreciated.
