An Administrative Resolution establishing the title
and class specification for Housing Code Specialist
in the Civil Service Rules.
RESOLVED, that the Civil Service Rules be amended in Section 6
thereof, under the heading "Professional-Administrative" Group, by
inserting the title of Housing Code Specialist in Grade 10; and be it
FURTHER RESOLVED, that the Civil Service Rules be further
amended in 5ection 49 by inserting, in proper alphabetical order, the
attached c].ass specification for Housing Code 5pecialist.

HOUSING CODE SPECIALIST
DESCRIPTION OF WORK
General Statement of Duties: Performs professional and supervisory work
directing and participating in a ma�or program involved with housing
inspection and the enforcement of applicable codes and ordinances;
and performs related duties as required.
Supervision Received: Works under the general technical and administrative
supervision of the unit head.
Supervision Exercised: Exercises within the unit close technical supervision
over housing aides and technicians.
TYPICAI� DUTIES PERFORMED
The listed examples may not include all duties performed by all positions in .
this class.
Directs the operation of a segment of the housing code enforcement program.
Screens and distributes work assignments to subordinate workers, realigns
work districts as required by fluctuating staff and work levels.
Reviews work assignments for completeness, accuracy and soundness of
�udgment, records and monitors progress and disposition of 3nspections
and survey.
Provides technical assistance to housing aides and technicians, explains and
interprets ordinances, regulations and policies.
Discusses recommendations for conde�ation and other enforcement proceedings
with housing aides, technicians and supervisors; expedites legal authori-
zation to remove vacant building.
Acts as a liaison between the housing unit and various enforcement and
service agencies; assists technicians in referring non-housing related
problems to the appropriate agency; establishes contracts with new referral
sources.
Trains emploqees in inspection methods and skills and acquaints them with
the philosophy and operating procedures of the unit; conducts formal
training sessions and arranges for and participates in meetings with
community and technical advisers.
Makes recommendations for modification of unit golicies and procedures.
� Investigates complaints and inspects buildings and grounds to determine
conformity with codes and regulations.
Interprets and explains policies and actions of the unit to owner/occupant,
counsels clients on methods of achieving compliance.
Issues summonses for violations of code and recommends abatement or
condemnation proceedings when voluntary compliance cannot be obtained.
Testi£ies in court as an expert witness in housing inspection matters;
represents the City at appeals hearings.
Ms;r represent the division at City Council hearings, neighborhood meetings �
and at other public meetings.
Prepares enforcement recommendations and prepares reports of inspection ,
activit3.es.
I�lOWLEDGES, SKILLS AND ABILITIES
Considerable knowledge of housing codes, laws and regulations.
Considerabl� lcnawledge of services offered by comr�unity housing,
fina*:cial and counseling agencies.

variety of socio-economic and education backgrounds.

MINIMUM QUALIFICATIONS
College graduation and two years' experience as a Sanitarian I or equiw
alent. (No substitution for education).

approval of the following:
� 1 . Resolution establishing title and class specification for Housing Code ,
Specialist in Grade 10 of the Professional-Administrative group. �
2. Resolution establishing new title of Heavy Equipment Operator in Section 7
' of Civi) Service Rules under heading "Skilled Labo�" and class specification
for this title. This titl�e will eventually replace title of Tractor Operator III.
3. Resolution establishing wage rate for new title of Heavy Equipment Operator.
4. Resolution establishing title of Accounting Technician IV in Public Works
Department.
5. Resolution providing budget amendments for contract letting on Baker Multi
•Service Center. •
6. Resolution providing money to be borrowed from City Market Fund for the
design funds needed for the Highland Parking-Ramp project.
