RESOLVED, that the Civil Service Rules be amended in Section 6
under the heading "Subprofessional" Group by inserting the title of Accounti.ng
Technician IV in Grade 42; and be it
FURTHER RESOLVED, that the Civil Service Rules be further amended
in Section 49 by inserting, in proper alphabetical order, the attached class
speeification for Accounting Technician IV.

ACCOUNTING TECHNICIAN IV
DESCRIPTION OF WORK
General Statement of Duties: Performs responsible supervisory and skilled
accounting and auditi�tg work involving maintenance of funds and records
and preparation of financial reports for a department or large division;
and performs related duties as required.
Supervision Recei.ved: Works under the general technical and administrative
supervision of a higher level accountant or a division or department head.
Supervision Exercised: Exercises within a unit, division or department
general technical and administrative supervision over clerical and lower
level professional and technical accounting workers.
TYPICAL DUTIES PERFORMED
The listed examples may not include all duties performed by all positions in
this class.
Supervises the maintenance of an encwnbrance record and disbursement,
reeeipt and general ledgers of a department.
Designs and installs basic accounting systems and procedures within a
department or division.
Assists in the compilation and preparation of the annual financiaZ
statement of a department.
Under supervision, performs internal auditing work in examining and
verifying the accuracy of a_ variety of accounting books, reports,
records, docwnents, statements and other financial information of
a department or division.
Performs job cost studies breaking down components into various amounts �
and codes.
Compiles, writes and presents departmental accounting reports.
Maintains budgetary control accounts.
Assists in compiling data and preparing budget materials; prepares
simple budget estimates.
KNOWLEDGES, SKILLS AND ABILITIES
Considerable knowledge of accounting principles and techniques.
Working knawledge of laws, regulations and administrative decisions
pertaining to departmental accounting.
Working knowledge of government accounting, auditing and financial
reporting.
Working knowledge of government appropriation and budget principles
and administration.
Working ability to plan, organize and delegate work.
Considerable ability to communicate both orally and in writing.
Considerable knowledge of the operation of modern office equipment.
MINIMUM QUALIFICATIONS
High school graduation and at least 50 credit hours in courses acceptable
towards the junior accounting certificate as given by the University of
D9innesota. (Certain courses may be substituted for those required for
the junior accounting certificate; a list of such substitute courses is
maintained in the Personnel Office) and two years' experience as an
Accounting Technician III or equivalent. (No substitution for education.)

The Finance Committee, at their meeting of January 15, )979, recommended
approval of the following:
1 . Resolution establishing title and class speeification for Housing Code
. Specialist in Grade 10 of the Professional-Administrative group. ..
2. Resolution establishing new title of Heavy Equipment Operator in Section 7
' of Civil Service Rules under heading "Skilled Labor" and class specification
for this title. This title will eventually replace title of Tractor Operator III.
3. Resolution establishing wage rate for new title af Heavy Equipment Operator.
� 4. Resolution estab.lishing title of Accounting Technician IV in Pub7ic Works
Department.
5. Resolution providing budget amendments for contract letting on Baker Multi
•Service Center. -
6. Resolution providing money to be borrowed from City Market Fund for the
design funds needed for the Hiyhland Parking Ramp project.
