WHEREAS, bicycle safety is an important concern in the City of Saint Paul , and
WHEREAS, education is one of the best means to increase the awareness
and observation of bicycle safety practices,
NOW THEREFORE BE IT RESOLVED, that the Saint Paul City Council hereby
endorses a proposal by the Saint Paul Division of Public Health to
promote and sponsor a bicycle safety poster coptest for Saint Paul 's
elementary school students.

BICYCLE SAFETY EDUCATION FUNDING PROPOSAL - CITY OF SAINT PAUL, DIVISION OF
PUBLIC HEALTH �
The Division of Public Health of the City of St. Paul, Minnesota, proposes to
sponsor a Bicycle Safety Foster Contest and plan Neighborhood Bike Rodeos and
Bike Patrols 'to promote hicycle safety in the City of St. Faul, and requests
the State of Minnesota to gxant the funds detailed below to help establish ,
this project.

Problem: Children do not obey traffic regulations well enough to prevent
bicycle traffic accidents. They suffer injury and death when '
they are involved in accidents.
Goal: We can help reduce accidents and therehy injury to young bicycle
drivers and help them learn to be safer drivers and become more
aware of hazardous situations.
Objectives: The participating children will be able to:
1. Pass a test on 14 bicycle traffic regulations,
2. Describe the bicycle registration process and its benefit;
3. Describe three bicycling hazards;

4. Describe 14 bicycle driving skills.
Methods: The St. Paul Division of Public Health Bicycle Safety Project
Coordinator wi11:
1. Develop xules and guidelines by February 5, 1979 for:
a. A city-wide Bicycle Safety Poster Contest to be held during
the week of April 15 to 22, 1979;
b. The selection of winners and awarding of prizes;
Z. Distribute contest information to each school principal and
school district administrators by February 10, 1979, including:
a. Kn explanatory letter;
b. Available resources, i.e. pamphlets, films;

3. D�stribute ta grades one through six in all St. Paul public,
private and parochial schools by February 25, 1979;
a. The information pamphlet, "How To Be A Bike Expert";
b. The "Bicycle Drivers Guide" and P'Bike Quiz11; �
c. Contest rules and guidelines;
4� Contact bicycle shops for donation of prizes by : Feb. 5, 1979;
5. Contact City Council and determine who will comprise the Safety
Poste�° Contest judging committee by March 15, 1979F
. 6. Arrange for display of winning posters and xwarding of prizes
by April 5, 1979�
7. Contact neighborhood ar�d city news agencies for publicity by
April 5, 1979; �
8. Contact the City Student Council of Senior High Schools by February
5, 1979 to discuss Bike Safety Patrols ;
9. Contact each District Planning Council, the Division of Parks and
Recreation, and Division of Public Works by April 15, 1979, to

establish support and plan neighborhood bike xodeos to take
place during the Fall of 1979 ;
10. Contact the St. Paul Police Department Administration to
discuss plans for a Bicycle Safety Patrol by April 15, 1979;
llo To write an evaluation of this project and submit it to the
Safety Education Coordinator by Ma.y 20, 1979, that will respond
to the stated Objectives and Methods. ,
Qualifications for Project Coordinator:
- Working knowledge of bicycle safety practices
_ __ __- Preferably college graduate
- Ability to work with community organizations and school
administrators
�- Familiar with classroom teaching techniques and community
resources
- Have own means of transportation.
The Rroject Coordinator will work with:
- the Safety Education Coordinator who will directly supervise
the Project;
- the Information Specialist on publicity;
� the School Health Educator in implementing the Project in
schools.
Discussion: This city-wide poster contest for Bicycle Safety Week, April
16 to 22, will appeal to children and encourage their parti-
cipation. This poster contest is designed to focus on
information and communication skills and is not on art activity
per se. As such, it should appeal to classroom teachers.

The rules will stipulate a relatively uniform size for display
purposes and permit use of any media. Construction of poster
should provide repeated reinforcement of information and
motivation because children will 1) gain information and see a
mativatianal movie; 2) analyze material and decide, alone or by
group discussion, on the content and format of the posters they
will make; 3) express creativity in constructing posters, a �
' process that reviews infora►ation and develops involvement and
commitment to the concepts expressed; 4) participate in the
selection of three class posters that communicate most effectively
to them, thereby evaluating their own and others' work. 5) Pub- '
licity about this contest will affect the community, promoting
p�rent and other citizen education and involvement.
The most effective posters from each class wzll receive certifi-
cates of inerite On a city-wide basis, gift__cerfificates for bicycles -�
�►ill be awarded for first, second and third place for each grade
level. The City Safety Committee will select the winnersa The
awards wiil be made by the City Council during Bicycle Safety Week,
April 16 to 22. The winners will be asked �Co come to the� City
Council Chambers to accept their awardse The selected posters will
be displayed in a prominent bank or public building. Media coverage
will be promoted for further publicity and community education.
This proposal describes Stage One: education in schools and
comvaunity and the planning for neighborhood bike rodeos and bike
safety patrols. Subsequent stages are planned for next year at
which time a new proposal will be submitted. These stages will

3. School bike patrols similar to sehool street crossing patrols
