WHEREAS, the Saint Paul City Council , by resolution dated January 4, 1979,
adopted "Capital Allocation Policies: 1980" to provide guidance in the
preparation of the annual Capital Improvement Budget used to finance city
development; and
WHEREAS, Policy U.3, was adopted as follows: "The City does not intend to issue
tax levy-supported bonds in 1980 for the residential or cor�nercial rehabilitation
program, parking facilities, or urban renewal . At this time there is no antici-
pated need to sell rehab bonds in the future years of the tentative Capital
Program", and
WHEREAS, additional information is now available which makes it desirable to amend
Policy U.3, and
NOW, THEREFORE BE IT RESOLVED, that the Council. of the City of Saint Paul does
hereby amend Policy U.3 to read as follows: "The City does not intend to issue
tax levy-supported bonds in 1980 for the residential or commercial rehabilitation
program, parking facilities, or urban renewal . At this time there is no antici-
pated need to sell tax levy-supported bonds for the residential rehabilitation
� program for the years 1981 and 1982."
