The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully corisidered the same; now, therefore, be it
RESOLVED, That the Councit of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

Improve STRYKER AVENUE from Annapolis Street to Baker Street (City Project
79-P-06706) by constructing a bituminous roadway with concrete curb and
gutter, driveways, sidewalks, storm water drainage facilities; construct an
ornamental lighting system on Stryker Avenue from Annapolis Street to George
Street (City Project 79-V-0648) , and do atl other work necessary and inci-
dental to said improvement. .
EXISTING CONDITIOPJS:
Stryker Avenue is an otd oiled street, graded in 1887. With the exception
of the east side of Stryker between Winona and Belvidere, there are no curbs.
Both storm and sanitary sewers are adequate, but drainage structures wili
require replacement. Most of the sidewalks are in, and in good condition.
The roada�ay, however•, .is considerably lower than the walks and has created
some extremely high berms in some areas. There are many trees in the boulevard
but are situated well back of the berm and should not create any conflicts with
curb construction.
PROPOSED IMPROVEMENTS: -
A full depth bituminous roadway is proposed with concrete curb and gutter. A
roadway width, curb to curb, will be 44 feet. This will allow parking on both
sides of the street. P�ew sidewalks will be constructed where needed, and
handicap ramps at the quadrants. Driveways witl be reconstructed to match
the new grade. Boulevards will be restored where disturbed by catch basin and
curb construction. An ornamental lighting system will be instalted.
F'OSITiVt EENEF'ITS:
A new street will eliminate the high berms at the gutter line. The new curb
and gutter, with the new drainage structures will greatly improve the drainage
problems as well as "dress up'' and improve the cheracter of the neighborhood.
The smooth surface of the new roadway will substantially reduce the level of
road noise, i�n particular that of the trucks and buses that use this route.
SPECIAL COP�SIDERATIONS:
Stryker Avenue is a wide street, 80 feet of right-of-way. A 44' roadway will
still provide a boulevard of 18 feet on each side. The Como-Stryker bus is
routed on this section of Stryker and it is also a truck route.

Construction on this project is scheduled to start the first part of July
1979, and to be completed in October 1979.
