WHEREAS, the Congress of the United States has approve the Voting Rights amendment
to the U.S. Constitution for Washington, D.C., and
WHEREAS, this amendment requires approval and ratifica ion for three-fourths of the
fifty states, and
WHEREAS, such an amendment would extend voting rights o citizens of Washington, D.C. ,
and
WHEREAS, such an amendment would grant representation n Congreas and electorals
in the Electoral College to citizens of Washington, D. ., and
WHEREAS, such an amendment would extend other constitu ional rights and privileges
to the citizens of Washington, D.C. , and
WHEREAS, Minnesota citizens are commited to the Americ be�.ief of democracy and
human rights, therefqre be it
RESOLVED, tha.t the St. Paul City Council supports rati ication of the Washington, D.C.
, Voting Rights amendment, and be it further
RESOLVED, that the St. Paul City Council urges the Leg'slature to ratify such an
amendme�t, therefore be it finally
RESOLVED, that the St. Paul City Council submit our su port and resol.ution to the
President of the United States, the Minnesota Congress'ona1. Delegation, the Governor
of Minnesota, the Minnesota State Senate, and the Minn sota House of Repreaentatives.

For reasons of equal �ust3ce, democracy and representation, I am happq
to co-author this resolution.
A recently published Minnesota poll. indicated that 63� ,of the Minnesota
citizens support this amendment to the United States Cons�itution.
It is apparent that Minnesota is committed to human rights and the belief
of Ameriean democracy. .
To uphold this concept citizens of Washington, D.C. , should be abZe to
participate in the formatian of national goals, policies and 1aw. By
adopting this resolution the City Council supports the rights of Washington,
D.C. , citizens and encourages the 1979 State Legislature to adopt and
ratify the Voting Rights Amendment to the U.S. Constitution.
