WHEREAS, The Saint Paul City Council approved submission of the Native American Youth
Program grant application in Resolution 270797 on March 28, 1978; and
WHEREAS, The City of Saint Paul has applied to the Minnesota Crime Control Planning
Board for an LEAA grant for the Project known as Native American Youth Program to be con-
ducted by the Native American Indian Center from January 1 , 1979 through June 30, 1979; and
WHEREAS, The Native American Youth Program is designed to provide counseling and re-
ferrals to troubled Native Americans 12-19 years of age in Saint Paul ; and
WHEREAS, The Minnesota Crime Control Plannang Board has approved an LEAA grant in the
amount of $12,064 for this project, to be matched by $664 in State (LAC) funds and $7,379
local funds provided by the St. Pau1 American Indian Center; Now, Therefore, Be It
RESOLVED, That the St. Paul City Council hereby approves acceptance of the grant award
titled Native American Youth Program; and Be Tt Further
RESOLUED, That the proper City officials are hereby authorized to execute such agree-
ments as are necessary to implement the project on behalf of the City of St. Paul ; and Be It
Further
RESOLVED, That the 20 page grant agreement is made a part hereof by reference and is
on file in the office of the St. Paul Department of Finance and Management; and Be It Further
RESOLVED, That when seeking a grant adjustment or budget amendment from the Minnesota
Crime Control Planning Board, the request for amendment or adjustment must first be submitted
to the Coordinating Council for review and approval . The Coordinating Council will forward
approved requests to the Minnesota Crime Control Planning Board.

SUBJECT: Acceptance of Grant Award, Native American Youth Program
The Crime Control Planning Board has forwarded a proposed grant award contract
to the City of St. Paul for this 1979 program. The City of St. Paul must agree
to the proposed contract before the qrant funds are disbursed. This memorandum
is designed to assist you in making an informed decision on whether or not to
accept the award.
A. St. Paul-Ramsey County Criminal Justice Coordinating Council staff, �in its
its review, recomnends that the St. Paul City Council accept this grant
award.
B. Program summary: See attached paqes from grant application
C. Staff Review:
1 . Anticipated source of future support (other than LEAA)
Funding is being sought from Gamble-Skogmos� Onan Corporation, Cargill
Inc. , Apache Corp. , Pillsbury, United Way and other private foundations
2. Projected client load
75 for the 6 months remaining in the LEAA funded program.
3. What is overall system impact?
Avoiding contact with criminal justice system for Native American youth
in St. Paul .
4. What are long range budget implications if program is part of a city/
county agency?
Program expenses are expected to continue at present level . Savings to the
City occur due to reduced contacts with criminal justice system.

Receives clients from court referrals, court services and other community

! The Native American Youth Project is staffed by 3 persons: Project Coordinator, Family
` Counselor and a Secretary. The purpose of the Project is to provide assistance to
iAmerican Indian youth, 8-19 years old, involved in the criminal justice system through the
following activities: court advocate for the appropriate diversion or supervision, one-to-
� one counseling with the client, family counseling with the client and .family, alcohol and
� drug education, make referrals to other social service agencies. Assistance is also
provided to American Indian youth, 8-19 years old, who are not involved in the criminal
justice system. These clients are referred to the project from other social service
agencies or are walk-ins. The Project also organizes cultural and other activities for
` Native American youth in the community.
�
� The Project lost funding during the early part of this year, so the Project started frebh
� in May with all new staff. The Family Counselor was hired in June, 1978. The necessary
� contacts with other agencies are being expanded and the client referrals are coming in.
� At the present time the Project is serving 10 clients, all of whom are 12 years old. A
� staff person is at the Ramsey County Courthouse every day to be sure eligible clients are
Ioffered the services of the Project.
� We have received an overwhelming response to our family counseling program. Recreational �
enrollment has soared, regardless of the particular event held. Revised brochures to �
' inform the public of our program have been showered throughout the community, in other
� agencies and youth programs.

, Project Title Native American Youth Program
1. Prior to the release of funds, this project must agree to comply with the
procedures established by the Evaluation Unit of the CCPB for compliance
with the Privacy and Security Act.
2. This project agrees to comply with evaluation requirements as established
by the Evaluation Unit of the CCPB.
3. Under twelve year olds are not an appropriate target proposed for program.
4. Prior to the release of funds, grantee shall provide in writing (a) the base
on which mileage figure was computed; and (b) assurances that mileage will
not be charged by the project for use of the van.
'. 5. Within 30 days following the starting date of this grant, project shall submit
revised budget pages 2, 8, 9 and 10 to reflect the final award amounts.

ti'HEREAS, The Law Enforcement Assistance Adni.nistration (LEAA) and the Minnesota
Crime Control Planning Board now provide a procedure wherein local planning agencies
such as the P.amsey County Criminal Justice Coordinating Council �ay annually prepare
and submit a mini-plan/block grant application; and
. 1dHEREAS, Such mini-plan/block grant applications contain a section identifying
all projected subgrants fron within the planning jurisdiction for funding approval
in part or whole by the state LE� agency; and
� WHEREAS, The Ramsey County Criminal Justice Coordinating Council is preparing
and will submit on behalf of all units of government in Ramsey County a mini-plan/
block grant application for FY 1979 LEAA funding; and
WHEREAS, The City of Saint Paul, as a member of the Ra�►sey County Crii�inal
