The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it ,
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

� � � ADVISABILITY AND DESIRABILITY
� PROJECT - .
Improve SOUTH ROBERT STREET be�«een Concord Street and King Street by
repairing and surface finishing the existing retaining walls; removing
the deteriorated coping and railings from the top of the rrralls and construct-
ing new railings; removing the deteriorated pedestrian bridge at Stevens
Street; replacing the street lighting on top of the existing walls;
overlaying the frontage roads with asphalt; and replacing the curbs and
sidewalks adjacen� to the frontage road, s•rhere needed, City Projects
B-1076 and V-0513B. See attached map. �
IIVITIATIlVG ACTIOrJ -
These projects were initiated at the request of the Department of Public
Works. �
- - '""�EXISTING CONDITIONS - , �
The existing walls were constructed in 193�� by the City of Saint Paul.
At about the same time, the City built a bridge at George Street, Bridge
No. 90381, and a pedestrian bridge at Stevens Street, Bridge No. 90380;
' and paved Robert Street and �the frontage roads, and installed street
lighting. _ In.the meantime, Robert Street was designated as Trunk Ha.gh-
way 52. The City maintains the walls and bridges under an agreement
with the Minnesota Department of Transportation. Robert StreEt consists
of a 38 foot main roadway, two concrete retaining wal�s providin� for
. a grade sepaxation between the main roadtray and t�ao 15 foot wide frontage
roads. ThesF fronta,ge roac�s each have a 4 foot w9de sidecaaJlc. The
geometrics of .this street are considered substandard. The re�ainin�
walls are structurally sound, but are deteriorating at locations subject
to attack from salt, water and the weather. The railings on top of the
walls are deteriorated and do not meet modern standards for res�raining
cars irom potentially dGnoerous accidents. The bridge at George Stree-�
is adequate for present needs, and ha.s been -renovated recently. The
pedestrian brid�e is in deteriorated condition, and it is inadequate in
clearance causing a problem for trucks using Robert Street. The
problem of concrete loosened from truck contact poses the potential
- hazard of falling concrete onto a public street, and requires constant
` maintenance attention. Street lighting is old and not as ef�icient
as modern lighting equipment. The frontage roads have a rouoh riding
surface, and in many axeas, the curbing has sunk below normal exposure
and much of the sidewalk needs replacernent.

PROPOSED Ii��PRQVEi�iENTS -
, The walls will be repaired, removin� and replacing unsound concrete and
resurfacin� it to a clean, pleasant appearance. The existing copings
' and ra.ilings on top of the wa11 w�]l be removed a.nd replaced with railings
designed to restrain traffic. The pedestrian bridge at Stevens Street
will be removed. The street lighting wi11 be replaced with modern,
ener�y efficient light .standards. The frontage roads will be overlayed
with a 1 inch layer of asphalt to provide a smooth riding surface, and
where the curb and sidewalk are deteriorated, they will be replaced.
ALT�RNATES - -
If left alone, the walls will continue to deteriorate until they reach
a dangerous condition and may need total replacement. In, the long
run, maintenance costs would increase rapidly. Another alternate would
be to completely replace the walls. This would allow the City to improve
_ , the geometrics of the street, but the cost would be mar�y times as expensive.
_ - ' � There are several types of protective traffic barriers available for the
tops of the walls. ' The most cost effective appeaxs to be a concrete
median barrier with a 4 foot high fence. The fence is important, because
it will give a feeling of comfort to the drivers on the steep frontage
roads and keep children from the top of the walls. The alternative of
repairing the pedestrian bridge would continue a substandard and
obstructiv_e situation. The existing street lighting system cannot be
saved if the railings are replaced. � The new system will be coordinated
with the completed lighting improvements in the surrounding neighborhood.
ADVERSE EFFECTS -
Traffic will oe i•�s�:ricted to a sin�le lanE in each c:i�ection on •ihe
main roadway of Robert Street due to construction operations. In
addition, the use of the frontage roads a.s a traffic intercha.nge bet��reen
Robert and George Streets will be prohibited durin� construction. Both
above restrictions will result in some, congestion of vehicular traffic, ~-
and will cause inc-re4sed travel distance for autor�obiles turr_ing bet�reen
Robert Gnd George Stxeets. Local access to individual homes on the
fronta,ge roads will be disrupted for short periods of time. Removal
of the pedestrian bridge at Stevens Street may inconvenience some
pedestrians crossing Robert Street. A safe crossing can be made at
� George Street only one short block to the north. A survey done by
Public Works shot•�s that only a small number of people use the pedestrian
bridge and that the m�,jority could� use George Street without going out
of their way. _

POSITIVE BENEFITS -
' Repairs of the walls will extend their useful life by many years, and will
leave streets geometrics as close as possible to existing conditions.
The new barriers taill protect traffic from accidentally driving off
�he frontage roads. Conceivably, the �ubstandaxd existing barriers
could fail under impact, allowing an automobile to dxop as much as
20 feet onto Robert Street. The new barriers will i�prove the
public's safety greatly. Due to resurfacing�o,�f,1 the concrete, the walls
will Y�ave a much better .appearance than they�e�now. Considerable
savings in maintenance operations will be rnade by removing the pedestrian
bridge. In addition, the dangerous low vertical cleax�.nce situation
will be eliminated. Both the main street and the fronta�e roads will
be better illuminated with a more efficient use of energy. The frontage
roads and sidewalk �rill be given a smoother and more pleasant appearance.
SPECIAL CONSIDERATIOPJ'S - •
No easements or right-of-way acquisition will be needed. Pto assessments
on adjoining properties are being proposed. Since Robert Street is a
_ . " Trunk Highv�ay, state funds vill be used on the wall project. During
� - �-' construction, t�affic traveling between George Street and Robert Street .
will have to detour to Wabasha Street or State Street. Some homes
facing the fronta�e roads may have access temporaxily cut off. In
addition, the Depaxtment of Public Th'orkw may have to negotiate minor
grade changes and turf estab lishment with some property owners. The
Department of Public �aorks discussed this project at a public meeting
of the West Side Citizens Organization, at Humboldt Junior High School,
on Januaxy 16, 1979. At that time, there we.re no objections to the �
proposals, • ,
