WHEREAS, the Legislature of the State of Minnesota has before
it proposed legislation, S.F. 1166, requiring a municipal election
day in the fall of odd-numbered years for cities of the first
class, and changing the terms of all �elected officers of the City;
and
WI-�EREAS, the Counci 1 of the Ci ty of St. Paul , i n May, 1977,
considered the effects of similar proposed legislation and heard
presentations from groups such as the St. Paul League of Women
Voters and the St. Paul Chamber of Commerce, which objected to
passage of such a bill for reasons such as the following: conflicts
between election campaigns and the budget-making process; length
of time an administration must operate under a budget prepared by
a previous mayor and council ; and the brief length of time between
elections and the comnencement of the Legislative session; and
WHEREAS, members of the present City Council , although sup-
portive of the concept of a uniform election day, have serious
reservations about its application to the City of St. Paul , sharing
some of the concerns stated above and desiring that the Council
have sufficient time to consider certain aspects of the proposed
legislation; and
WHEREAS, the City of Saint Paul has a home rule charter adopted
and ratified by the voters of the City on November 6, 1972, which
provides for the holding of local elections; and
WHEREAS, existing law provides an opportunity for the City
to adopt the uniform municipal election day; now, therefore, be it

RESOLVED, that the Council of the City of Saint Paul hereby
opposes the mandatory requirement that the City of Saint Paul
follow the uniform municipal election day, particularly in that
it is drafted as a general law and cannot be subjected to local
consent and approval ; and, be it
FURTHER RESOLVED, that the Council hereby opposes the passage
of the provisions in S.F. 1166 affecting the terms of all elected
city officials in Saint Paul without the addition of a local
approval requirement, which can be done because such provisions
are draf ted in the form of a special law; and, be it
FINALLY RESOLVED, that this Council reaffirm its position that
all bills of a local nature carry a local consent clause.
