WHEREAS, t�e Girl Scout Council of the St. Croix Valley has
selected St. Pa 1 as home for their architectural masterpiece,
which will be h�adquarters for the professional staff which ser-
vices Girl Scout leaders throughout the 11 county area; and
WHEREAS, t}�e building is not only a program center and official
headquarters, biut also a teaching device of inethods to meet energy
demands of the I uture; and
WHEREAS, t�e facility includes virtually all known energy
conservations s stems - dry sewage system with compost; solar panels
and a heat pump system which increases the efficiency of the solar
syste�; experim�ntal vertical axis wind turbine; location that is
partially below ground; prairie grass and wildflow covered roof for
insulation - in a single building; and
WHEREAS, tl�e features of the building will stimulate and answer
energy related uestions and provide examples of conserving our
energy resource�; and
WHEREAS, tl�e firm of Bergstedt, Wahlberg, Bergquist, Rohkohl,
Inc. has alread won an engineering prize for its energy conser-
vation features� and
WHEREAS, M�y 17-19, 1979, have been set aside to celebrate
the dedication of the building; now, therefore, be it
RESOLVED, that the City Council of Saint Paul commends all in-
volved in the b�ilding for their efforts, craftsmanship, creativity,
and concern for ',the environment; and be it further
