THE COUNCIL OF TH� CITY OF SAINT PAUL DOES ORDAIN:
Section 1. •
Pursuant to the authority contained in Ordinance No. 16006
adopted May 18, 1976, as amended by Ordinance,, No. 16429 adopted
April 4, 1978, upon the request of the Heritage Preservation Com-
mission of the City of Saint Paul and after having duly considered
the matter at a p�blic hearing held in accordance with the said
ordinances, the Cbuncil of the City of Saint Paul does hereby
designate the fol�owing described property to be a Heritage Preser-
vation Site.
Adolph l�uench House, 653 East 5th Street, Saint
Paul, Minnesota, on property legally described
as Lot �, Block 18 of Lyman Dayton's Addition.

Dear Madam:
The St. Paul Heritage Preservation Commission (HPC) has recommended
to City Council that the Muench House, 654 E. 5th Street be designated
as a Heritage Preservation Site. A public hearing on this matter will
be held on March 22, 1979.
The procedure for HPC designation consists of:
1 . ��omination o� a site to the HPC for consideration
2. Review of th� site by the HPC's Candidate's Committee for possible
historical amd/or architectural significance
3. A public hearing is held by the HPC once the site is approved by
the Candidate's Committee for possible designation
4. HPC recommendation of the site to City Council for designation as
a Heritage Preservation Site
5. Review of the proposed site and preservation program by St. Paul
Planning Commission for recommendation to City Council
6. A public hearing by the St. Paul City Council on the proposed site
The Muench House; has gone through all the steps listed above, up to
City Council pub,lic hearing. Outlined below is a history of the desig-
nation process f'or the site thus far:
- HPC publio hearing: August 28, 1978
- HPC recommendation to City Council : September 11 , 1978
- Planning Gommission Resolution passed: December F3, 1978
Once a site is designated, the Heritage Preservataon Commission is empow-
ered by ordinanCe to review any building permit applications regarding
designated sites. Permit review power gives the Commission control over
any possible ex�erior changes to designated historic structures. This
permit review power does not affect interior changes.

' The Adolf Muench House
The Adolf Muench Houselis a two and one half stor� frame dwelling constructed
in 1884 by Saint Paul �uilders Gerth and Bartels at an approximate cost of
$5,900. The architect' was Emil W. Ulrici. The Victorian home ie orchaandc able
Queen Anne with originlal window sash and trim, clapboard siding, p g
detailing, decorative �Sawnwood patterns in the gable and doraner windows. The
home exhibits littl� di the typical Queen Anne gingerbread trim, however.
Located high on the M�ssissippi River blaff over xhe central business district
of Saint Paul, the home's most prominent feature is the finely detailed octagonal
corner tower with the 'Iconical roof rising above a bracketed pediment. The tower
retains its original, wrought-iron weather vane. The home's exterior features are
typically Queen Anne t}eing asymmetrical on all four;sides.
9lthough originally b�ilt as a single family home, the residence was converted to
a duplex between the �ears 1915-1917 because of a war inspired housing shortage.
Despite the change, t�e interior has undergone very minor alteration, still
retaining iuost of its original woodwork. The house has been well maintained
by its owner, ninety-�wo year old Mary Wooley, over the past sixty years and is
in excellent structur�l condition. Ms. Wooley and her late husband purchased
the home from the Mue�nch faimly in 1913.
The Muench House was �Ithe hoane of one of Saint Paul�s leading 19th century German
citizens. Adolf Muenich was a member of a family which played a leading role
in not only the devel{opment of the city of Saint Paul but also the State of
Minnesota from its early territorial days. Muench came to Minnesota along with
his three brothers, �mil, Gustav and Herman in the 1850's from Saxony, Prussia.
Spending his early d ys in Taylor Falls, Minnesota, an important early lumbering
center, he moved to �aint Paul in 1871 to form the Muench Bros. Lumbering Company.
This Company was a b siness offshoot of an earlier lumbering enterprise begun
by W.D. Washburn of l�iinneapolis.
In Saint Paul Adolf �iuench became preaident and publisher of the old "Volkszefound1-
newspaper. This wasl, a consolidation of two former Saint Paul German papers,
ed during territoria�. days. Under Muench�s leadership it became the foremost
voice of the German �ieople in Saint Paul and a significant force in city and state
politics. '
The Adolf Muench Houise is a symbol of the Muench family which between the four
brothers played a si�gnificant role in the political economic and social devel-
opment of the city ajnd statF. The family provided a te�ritorial representati�e,
a state treasurer, a� leading physician and a businesa enterprise which helped to

WHEREAS, the Plar�ning Comnission has received Prom the Heritage Preservation
Comnission the phoposed designation of the Adolf Muench House, 653 East Fifth
Street, as a Heriltage Prese�vation site, and has reviewed the proposal
in light of the comprehensive ptan and other ptanning considerations; and
WHEREAS, the sit� is well known to the neighborhood and designation will
enhance neighborF�ood identity; and
WHEREAS, in the �rea of the site, the Dayton's Btuff Comnunity Council
is proposing a c ncentrated housing rehabilitation effort. one activity of
which is to iden�ify and designate historically signfficant properties;
NOW, THEREFORE, gE IT RESOLVED, that the Planning Commission finds the proposed
designation cons�stent with the comprehensive p1an; and
BE IT FURTHER RE�OLVED, that, based on the above planning considerations,
the Planning Comnission recommends approvat of the proposed designation
by the City Coun�il.

fully aware of the meaning of historic designation and the review
of building permit applications for exterior work that such designa-
tion would involve. I therefore take the following position on

importan�t railroad pioneer. A magnificent Romanesque mansion.

- Significan�e: Former home of one of St. Paul 's leading nineteenth
century German citizens, Adolf Muench. A classic Queen Anne style
house bu�lt of wood.
- Owner, Mrs. Mary Wooley, approves designation. Statement attached.
6. St. Paul City Hall and Ramsey County Courthouse, 15 West Kellogg Blvd.
- Significan�e: A nationally recognized example of the Art Deco style.
Primary symbolic landmark for the City and County.
- Ramsey Coumty Board (part owner) tabled discussion of this matter
until April 24.
7. St. Paul Uniqn Depot, 214 East 4th Street
- National R�gister
- Significanc�e: A symbol of the importance of the railroads in the
developm�nt of St. Paul as a major city. A fine example of the
Neo-Classical style and the last of a building type -- the
monumental urban depot -- in the upper-midwest. The major Lower-
town landmark.
- Owner of the lobby building, St. Paul Union Depot Company opposes
designation. Owner of the concourse section, U.S. Post Office,
disapprou�es but "will not oppose" designation.
